The UAS is intended to assist the County in a number of critical operations to include emergency management, search & rescue, and SWAT operations. In addition to representing a significant cost savings effort over a full sized aircraft, the department can deploy the system quickly via a police SUV. The ShadowHawk was purchased utilizing Department of Homeland Security Grant funding and included training of several deputies already on staff with the MCSO. On December 28th, dressed in riot gear, the Bellingham Police Department forcibly evicted Occupy Bellingham's permanent encampment. The cops showed no remorse as dozens of protesters attempted to negotiate for more time to finish clearing out the camp and to re-vegetate disturbed areas.
Now the protesters are fighting back with their own surveillance drone. Tim Pool, an Occupy Wall Street protester, has acquired a Parrot AR drone he amusingly calls the "occucopter". It is a lightweight four-rotor helicopter that you can buy cheaply on Amazon and control with your iPhone. It has an onboard camera so that you can view everything on your phone that it points at. Pool has modified the software to stream live video to the internet so that we can watch the action as it unfolds.

We've been waiting 4 weeks for NYC Police Commissioner Raymond Kelly to decide the fate of Detective Gescard Isnora, who has cost the City US$7 Million in a settlement over the shooting of Sean Bell. On Nov. 30th, Deputy Commissioner Martin Karopkin recommended that the detective be removed from the force, but only the commissioner can decide. Meanwhile, there seems to be a tacit statement that the incident was the result of policy and protocol.

In one of his recent columns he declared the OWS movement seems little more than a "... confused set of grievances... " and paints the movement to have little ideological coherence save Marxist socialism and anarchy. Equally he attempts to blame the Democratic Party (that he claims is their "desperate" political calculation) for this phenomenon of the Occupy Wall Street (OWS) movement.

The proposals and Bureau policy issues will be discussed at City Council on Wednesday, Nov. 16 at 2 p.m. The meeting takes place at City Hall (1221 SW Fourth Ave.). People of this community who have been mistreated by the police -- and who do not partake of the civilian oversight system because of its weaknesses -- have a rare chance to make a difference. PCW hopes to see a renewal of the enthusiasm for police accountability as was saw at Council in March, 2010, after the death of Aaron Campbell.

Such an effort would include plans to flatten hierarchies; create a true citizen review board with investigative and subpoena powers; and ensure community participation in all operations, including policy-making, program development, priority-setting and crisis management. Let's expedite the process for voting and immediately enacting a new city ordinance and police policy that holds police accountable and thereby reduces tax dollars wasted, citizens injured or killed, and escalates protests and costs and damage to City funds and property.
Make it the law that if you wear or use riot gear within the City of Portland, you must have your name and ID number clearly legible to the human eye from all directions 20 feet away-- and if you don't you will be arrested, denied pay or vacation or benefits for that time period, denied legal defense for being on duty, and be denied deployment and/or employment in law enforcement for work directly or indirectly as employee, contractor, or volunteer from any governmental agency or body or military working within Portland, regardless of jurisdiction or purpose. Legitimate use of trained workers to serve and protect citizens and uphold and defend our Constitutionally-recognized inalienable rights do not need riot gear or weapons. In any conceivable riot situation, if the officers are obeying the law and acting ethically, they have no reason to fear being identified, and should feel proud to be photographed and videotaped with their identity clear. This proposed law and practice would prevent criminally-minded officers from committing crimes and abusing their trust; it helps well-meaning officers be safe and trusted, with better social and job security; it helps keep citizens hopeful and peaceful; and it saves tax dollars and helps us focus on more important and urgent problem-solving for the greater good that can thereby prevent future riots or martial law. There is no rational or conceivable situation in which these name and ID number Velcro or hook and loop badges could fall off or be torn off in the line of duty, or that having this identification would endanger or distract legitimate police work. No excuse.

For those who were there, November 13th will be a day long remembered in Portland, Oregon. Occupy Portland again proved why it remains the 2nd strongest Occupy movement in the U.S. when it mobilized against police eviction. Instead of the Occupiers being evicted it was the police who were sent home demoralized.
Last night, at about 8pm, a group of about 50 - 75 people occupied the 10,000 square foot Chrysler Building on the main street of downtown Chapel Hill. Notorious for having an owner who hates the city and has bad relations with the City Council, the giant building has sat empty for ten years. It is empty no longer.
Bil'in, a small, peaceful village surrounded by hills and valleys, is a Palestinian village that is struggling to exist. It is fighting to safeguard its land, its olive trees, its resources... its liberty. Lying halfway between Yaffa and Jerusalem, Bil'in is among a number of local villages that fall under the governorate of the nearby city of Ramallah. It has a population of 1800 in an area approximately 4000 dunums in size.
Supported by Israeli and international activists, Bil'in residents peacefully demonstrate every Friday in front of the "work-site of shame". And every Friday the Israeli army responds with both physical and psychological violence. Working side-by-side with international and Israeli Activists, the people of Bil'in have managed to achieve the recognition of the Israel High Court, which recently ruled that the route of the Apartheid Wall near in the village is illegal and must be changed.

Ghost committee meeting with Chief of Police Mike Reese
In the early morning hours of the 5th of November, a small part of the 99% decided to strike back at some of the institutions that we hold responsible for the creation of a violent and inequitable world.
The Portland Police Association, known to most of us as the group that fights hard to make sure that no Portland officer is ever convicted of any wrong-doing, the group that gets killer cops re-instated after being put on leave or being fired, has said "enough is enough" with regards to the occupation.
This statement comes from Portland, Oregon following the solidarity actions that occurred nationwide on wednesday. Despite references to specific occurrences here, I feel assured that others elsewhere are warming themselves elsewhere with similar thoughts on this particularly chilly night.

Is that a violation of the arrestees' civil rights? Some of the demonstrators arrested were minors (and I am not sure if their photos were among the ones published). How does the fact that they are not adults change this story? Remember, these people aren't convicted pedophiles, they're just participants in a peaceful protest who were arrested, and haven't yet seen their day in court.

in the early morning of Oct 25, the Occupy Oakland camp in Frank Ogawa Plaza (renamed Oscar Grant plaza) is being dispersed by police. They got their start a few days after Portland's, and grew to a couple hundred tents, with a similarly styled general assembly.
At least 40 were arrested so far, but there wasn't much battery involved (going by early reports). The city has stopped the transit stops near downtown. It's a developing situation.
Walking through the camp of Occupy Portland, it is hard to believe it has only been a few days since it began. The transformation of the space is nothing short of miraculous: from a few scattered tents, some cardboard signs, and a tarp or two, a miniature city has arisen, crafted with the energy, creativity, and good intentions of us all. Together, we are learning first-hand the difficulties, frustrations, and joys of democracy and of the experience of power.
