The Bend city manager can declare an emergency any time the temperature drops below 25 degrees, and local shelters are full.
That allows churches and other buildings to house people overnight and keep them out of the cold. Gary Marshall is the fire marshal for the City of Bend. Gary Marshall: "We have to remember that spending the night is a lot different than a day shelter. A day shelter you are just looking for a place to come in and stay warm. These people have the same right of safety as any of us that can afford to stay in a motel."

An on-going forum dedicated to community dialogue on issues of homelessness/houselessness, including the controversial sit-lie topic, was the focus of a huge gathering tonight at the First Universitarian Church of downtown Portland, OR, in which several hundred homeless advocates, as well as members of the CAG - Civic Action Group, of Sisters of the Road Cafe, and Portland City Commissioners Amanda Fritz/Nick Fish, were present.
A judge has ruled the Sit/Lie unconstitutional but Police Chief Rosie Sizer released a memo stating that all the judge ruled was that Portland should just use disorderly conduct instead of Sit/Lie. That is not what the judge ruled and her vague memo creates NO meaningful distinction between the Sit/Lie and disorderly conduct. This is not how the city should react to the loss of the constitutional legitimacy of the Sit/Lie. Two many good people have worked to hard on this issue for the Police Chief to take such a step without analysis and public input....
There are five organizational actors in the downtown makeover campaign who go relatively unappreciated. The reason I noticed this, is because the police car nearly ran me down as it swept around the corner onto 4th, going the WRONG WAY on a ONE WAY STREET. And the reason I stayed is that this society is going the wrong way, down a path I don't think any of us really wants to be on.
