January 9, 2013 at city hall, all five of the members were present and for the most part, paying attention. Commissioner Fish was a little late but did not miss much. Actually, there was not much to deal with during the 90 minute meeting, except this item: "TIMES CERTAIN *21 TIME CERTAIN: 9:30 AM - Authorize the Bureau of Transportation to acquire certain permanent and temporary rights necessary for construction of the SW Boones Ferry Rd - SW Stephenson St Project, through the exercise of the City's Eminent Domain Authority (Ordinance introduced by Mayor Hales) 15 minutes requested." This request did turn interesting; it did go a lot longer than 15 minutes as requested, and there were a number of citizens who objected to the limited way the city was going ahead with this project. One woman said straight out that the change will not deal at all with the biggest problem they have and that is speeding. I was a little confused by this because I thought this was a simple problem that was going to be finally answered by the city--wrong! This was presented as an emergency which means that you have to get all the members to agree or they would have to do a second reading and more discussion. The cost of this project is not cheap, in the range of over a million bucks. [...]
The protest takes aim at the governmental policy of austerity — where public deficits on a city, state, and federal level are being addressed by "cuts only" budgets, resulting in continued de-funding of education, health care, transportation, and other vital public services, combined with an attack on public sector workers. [...] If the Portland protest is large enough, it will have succeeded in educating the community about the special interest, pro-corporate agenda behind the national and local austerity cuts, while also showing practical alternatives to austerity: making the rich and corporations pay for the crisis they created. Ideally, the Portland demonstration will be the beginning of a working-class coalition of labor and community groups with the potential of growing into a powerful European-like movement capable defeating not only city and state austerity budgets, but working with other cities to change social policy on a national level. A mock fundraiser organized by Portland Jobs With Justice, Union leaders/members, and city workers. Cupcakes were sold for $2 to the attendees to help raise money to cover the city's budget shortfall in the millions which is threatening to cut public service programs. Delegations of five people went in to City Hall with press and cameras and upstairs into council members' offices. Members of the group gave their statements to staff along with remaining cakes for council members to buy at prices representing the amount of the cuts. Witnessing the drama unfold as to whether the government will shut down or whether Congress will break the current gridlock is like watching clowns at a circus engaged in a water balloon fight. Michele Bachmann actually said something useful in an interview I watched today on MSNBC. [...] The Tea Party claims its candidates were charged by those who elected them to cut $100 billion from current fiscal year spending. Somehow that has been reduced to $61 billion and now the debate is where the reductions should be made. Republicans have made it clear they are across the board for cutting anything which is beneficial to middle and working class citizens. I won't bother even going into all of the programs they have demonized over the years and have on their hit list. Everyone already knows. The point is that in the two weeks Congress has been bickering over the $61 billion, the country has borrowed three times that just to keep afloat. Let me add that in those two weeks $48 billion of that total borrowing was just interest, i. e. debt service on the debt. Something is seriously wrong here.
The draft JTTF resolution does a very good job trying to balance the interests of FBI with local interests in the abstract given that proposal choses to entangle the PPB with the JTTF once again. It is a really tremendous first effort and shows its roots in the diversity, creativity and populism of Portland and the Mayor's office. Certainly, a proposal not to coordinate with the JTTF except to receive information would be the more wise choice for safety and privacy of our citizens. Notwithstanding the poor choice to engage with the JTTF at all, there are several fatal flaws in the proposal as it stands which will ultimately fail again to protect the civil rights and liberties of Portland and Oregon citizens. Unfortunately, the proposal in its current form amounts to a return to business as usual for the PPB and JTTF. This draft is just the a kinder, gentler Old Emperor in new clothes that are not so transparent. |
