KIRKUK, IRAQ - Who's backing the terrorists? That's a question many here are asking after Tuesday's twin bombings of Shi'ite religious celebrations in Baghdad and Karbala. Most people don't seem to think it's al-Qaeda.
Review of evidence shows no close ties
WASHINGTON - The Bush administration's claim that Iraqi leader Saddam Hussein had ties to al-Qaida - one of the administration's central arguments for a pre-emptive war - appears to have been based on even less solid intelligence than the administration's claims that Iraq had hidden stocks of chemical and biological weapons.
Here's part of the recipe for destabilization and devastation which was applied to Haiti, concentrating on the role played by the IMF and other international financial institutions as willing accomplices to the exploitation of the nation at the hands of international capital and to the political destabilization accomplished through economic siege.
Perhaps the above sounds a little oversimplified. If you want the details to make your own judgement on the antidemocratic and callous activities of the IMF/WB in Haiti , here's the whole story in excerpts from other media, independent and otherwise:

The world's second-largest reinsurer, Swiss Re, warned on Wednesday that the costs of natural disasters, aggravated by global warming, threatened to spiral out of control, forcing the human race into a catastrophe of its own making.
Iraq is an artificially created state, formed by the British from three Ottoman provinces after World War I. During the long period when the US supported Saddam, a favored rationale was that it took such leadership as his to hold the country together. As with Yugoslavia, now that the strongman is gone, the potential for civil war has risen, floating as an abhorrent specter above the nation's future.
One aspect of the Bush administration's response has been in essence to deny the latent factional forces that the war surfaced, concurrently working to legitimize the war itself via accusations against non-Iraqi "terror groups". Another has been simultaneously pursuing the creation of the necessary Iraqi political and security apparatus to best ensure the administration's agenda. But even with the present US-chosen Iraqi leadership, key features of the US-sponsored November plan for Iraqi sovereignty have gone awry.

Chavez was responding to a recent threat from the United Statesthat it would impose sanctions on Venezuelan oil companies on the US soil if Venezuelan suspends oil exports to it. In a televised speech to the nation, Chavez said "If Mr. Bush is possessed with the madness of trying to blockade Venezuela, or worse for them, to invade Venezuela in response to the desperate song of his lackeys ... sadly not a drop of petroleum will come to them from Venezuela."

In an interview with the Guardian, Mr Kay said the administration's reluctance to make that admission was delaying essential reforms of US intelligence agencies, and further undermining its credibility at home and abroad.
It does not require total cynicism to point out that at most, at best, John Kerry's beef with the Bush administration over foreign policy -- to the extent that he really has any -- is a very minor difference of opinion between technocrats, Kerry offering a few tiny adjustments, a tweaking here or there. Most of his policy suggestions concerned things already being done by the Bush administration.
Nobody wants to talk about it, but the world is running out of oil. Predictions vary wildly, but some experts say we'll squeeze the last drop out of Mother Earth around 2050, perhaps sooner.
To become a civilised, moderate, responsible nation, in other words, we must first become a nation of extremists.
The subject came up Thursday night, when Kerry debated his Democratic opponents in a debate in Los Angeles. What Kerry had to say was troubling.
After explaining that "no, I do not regret my vote" for the resolution that authorized Bush to use force in Iraq, Kerry said, "Let me make it very clear: We did not give the president any authority that the president of the United States didn't have. "Did we ratify what he was doing? Yes. But Clinton went to Haiti without the Congress. Clinton went to Kosovo without the Congress. And the fact is, the president was determined to go, evidently. But we changed the dynamics by getting him to agree to go to the United Nations and to make a set of promises to the nation." Apart from the question of whether Congress actually "changed the dynamics" of Bush's march toward war, Kerry again appeared to embrace the view that presidents can go to war without congressional approval. The comments Thursday night echoed statements Kerry made in a Feb. 15 debate in Milwaukee. Amazingly, no one - not even Congressional Progressive Caucus co-chair Dennis Kucinich or the Rev. Al Sharpton, let alone the media questioners - challenged Kerry to explain his views regarding the advice and consent that the Constitution says Congress is required to provide before presidents start wars.
He achieved his goal of dethroning Saddam Hussein by feeding the Bush administration his smarmy "intelligence" that Iraq had weapons of mass destruction. His neo-conservative friends here, mostly in the Pentagon, eagerly lapped up his blathering because they were looking for an excuse to attack Iraq. Chalabi, who can claim parenthood of the U.S.-led invasion, headed the Iraqi National Congress, which was formed in exile and nurtured with U.S. financial aid. Last week, he gave an interview to London's Daily Telegraph that added to the embarrassment of the Bush administration. The fact that no weapons of mass destruction have been uncovered, he declared, is of no importance.
"Unhappily, another political disaster may be looming not far from Haiti's south, where the US stakes are much higher."
