The role of international financial institutions in the destabilization of Haiti

Here's part of the recipe for destabilization and devastation which was applied to Haiti, concentrating on the role played by the IMF and other international financial institutions as willing accomplices to the exploitation of the nation at the hands of international capital and to the political destabilization accomplished through economic siege.

  1. Destroy any hope of self-sufficiency by forcing Structural Adjustment Programs on Haiti which predicate loans on the facilitation of foreign trade and investment. Some call it "liberalization", but a better term might be "pillage".
  2. Count on convenient military coup to overthrow populist reformer Aristide overwhelmingly elected to the presidency, who might challenge IMF "wisdom".
  3. Have this deposed president reinstated, suitably chastised and constrained to follow IMF dictates on trade policy.
  4. After the SAP's have been implemented with all their disastrous consequences, pull the rug out from under Haiti by withholding hundreds of millions of dollars of promised funds because the Bush administration claims that Aristide's government is in power because of voting irregularities.
  5. Have another coup, securing an even friendlier climate for business and capital.

Venezuela Threatens US With Oil Weapon
Venezuelan President Hugo Chavez said Sunday that Venezuela would block the US access to its oil resources if the United States imposes sanctions on or invade the country.

Chavez was responding to a recent threat from the United Statesthat it would impose sanctions on Venezuelan oil companies on the US soil if Venezuelan suspends oil exports to it.

David Kay, the man who led the CIA's postwar effort to find weapons of mass destruction in Iraq, has called on the Bush administration to "come clean with the American people" and admit it was wrong about the existence of the weapons.

Kerry Should Explain War-Making Stand
The subject came up Thursday night, when Kerry debated his Democratic opponents in a debate in Los Angeles. What Kerry had to say was troubling.

After explaining that "no, I do not regret my vote" for the resolution that authorized Bush to use force in Iraq, Kerry said, "Let me make it very clear: We did not give the president any authority that the president of the United States didn't have.

"Did we ratify what he was doing? Yes. But Clinton went to Haiti without the Congress. Clinton went to Kosovo without the Congress. And the fact is, the president was determined to go, evidently. But we changed the dynamics by getting him to agree to go to the United Nations and to make a set of promises to the nation."

Apart from the question of whether Congress actually "changed the dynamics" of Bush's march toward war, Kerry again appeared to embrace the view that presidents can go to war without congressional approval. The comments Thursday night echoed statements Kerry made in a Feb. 15 debate in Milwaukee.

Amazingly, no one - not even Congressional Progressive Caucus co-chair Dennis Kucinich or the Rev. Al Sharpton, let alone the media questioners - challenged Kerry to explain his views regarding the advice and consent that the Constitution says Congress is required to provide before presidents start wars.
