Unfortunately when the order for mandatory evacuation was given, the means for evacuation were not provided for those without resources to leave. It was the low income working class sections that were hit the hardest and many had no means to leave and now suffer the most.As our nation continues responding to the need of help for those who were left homeless due to Hurricane Katrina, many wonder why so many chose not to leave.
