Chicano political and civil rights activist Rodolfo "Corky" Gonzales died this past Tuesday at his home in Denver, Colorado. He was 76 years old....In 1968, Gonzales led a Chicano contingent to the Poor People's March on Washington D.C and issued a "plan of the Barrio" which demanded better housing, education and restitution of pueblo lands. Gonzales was an iconic leader in the movement for justice and equality for Mexican-Americans in the Southwest and he is credited with raising the nation's awareness of the plight of urban Chicanos.

Reaching young people The threat of losing the right to drive may be a more effective deterrent than a fine or jail time. That's why members of the Oregon PTA and local law enforcement agencies endorse Senate Bill 948, which would revoke the driving privileges of people who provide alcohol to anyone younger than 21. Proponents say the bill targets 21- to 25-year-olds who buy liquor for younger siblings or friends. Research indicates "there's no better way to get to them," says Patrick Donaldson, spokesman for Partners for Zero Tolerance For Underage Access. And it is why the U.S. Selective Service System wants to link with the driver's license. Gary Lockwood, the system's Oregon director, is pushing House Bill 2575, which would automatically register eligible men for the draft when they apply for a license or renewal. In 40 states with similar laws, the number of unregistered eligible men has dropped to as low as 1 percent, Lockwood says, compared with 10 percent in Oregon. The driver's license is an "effective" tool, he says. But it's not the proper tool, for selective service or other proposals out there, the Oregon Catholic Conference says. "To combine the two acts -- one enabling participation in society and the other an act agreeing potentially to engage in warfare -- raises issues of conscience and moral concern," Robert Castagna, the group's executive director, recently wrote in a letter to the House Transportation Committee. Sen. Joanne Verger, D-Coos Bay, chairwoman of the Senate's transportation committee, acknowledges more people want to use the driver's license as a "hammer." But maybe there should be a limit, she says.

Now that the Republicans control the White House, most state governments, the House of Representatives and the U.S. Senate, the only thing standing in their way is the odd Senate rule allowing filibusters to block the majority unless a 60% supermajority votes to cut off debate. That's the infamous "cloture rule." It's never been all that successful throughout our history, and it usually just works to promote compromise. The problem is that the neo-con Republicans aren't into compromise. After all, didn't Bush win a MANDATE in 2004. As Bush himself said, "We've had our moment of accountability." So, as of the end of 2004 and the beginning of the 109th Congress in January, 2005, the only problem that the Republicans could see was the relatively small matter of getting rid of the old Senate cloture rule.
