Iraqi General Refuses To Give Up Falluja Fighters
As a flood of civilians returned home after four weeks of a ferocious assault on the city of Fallujah by American marines, Major General Jasim Mohammed Saleh said the US had provoked a backlash from ordinary Iraqis.

"The reasons for the resistance go back to the American provocations, the raids and abolishing the army, which made Iraqis join the resistance," he said.

American commanders say 200 foreign fighters are holed up in Falluja and have demanded that the city hands them over. But Gen Saleh, an ex-Republican Guard officer who has been mooted to run a 1,000-strong local security force, has refused. "There are no foreign fighters in Falluja and the local tribal leaders have told me the same," he said.

His remarks have put him at odds with the US-led coalition.

Margaret D. Tutwiler, the State Department veteran who was summoned from abroad to overhaul the public diplomacy effort, said Thursday that she was resigning to take a position at the New York Stock Exchange.

Her new title at the stock exchange will be executive vice president for communications and government relations, the statement said. Ms. Tutwiler will leave on June 30, a pivotal date for the American-led forces in Iraq, when the authorities plan to transfer sovereignty to Iraqis.

Her departure also highlights the Bush administration's difficulty in retaining managers of public diplomacy. Ms. Tutwiler's predecessor in the job was Charlotte Beers, a former New York advertising executive, who resigned in March of last year. At the White House, another official responsible for the administration's international message, Tucker Eskew, quit after about a year.
