Senate Approves Measure to Undo FCC Rules
The Senate voted 55 to 40 today to wipe out all of the Federal Communication Commission's controversial new media rules, employing a little used legislative tool for overturning agency regulations. The resolution of disapproval, sponsored by Sen. Byron L. Dorgan (D-N.D.), is now put on the House calendar, where a tougher vote is expected. Even if passed by the House, the White House has promised a veto.

Forget about Kobe, Arnold, Arriana, Scott and Laci. The biggest news of the entire week is that on August 8, 2003, the IRS was unable to convince a jury in Memphis, Tennessee that the Federal Tax Code requires the citizens to pay individual income taxes. Ashcroft Mocks, Condemns Librarians and Others Who Oppose USA Patriot Act
Attorney General John Ashcroft today accused the country's biggest library association and other critics of fueling "baseless hysteria" about the government's ability to pry into the public's reading habits . . . "If he's coming after us so specifically, we must be having an impact," said Emily Sheketoff, executive director of the American Library Association's Washington office.

In an unusually pointed attack as part of his latest speech in defense of the Bush administration's counterterrorism initiatives, Mr. Ashcroft mocked and condemned the American Library Association and other Justice Department critics.

MY EXPERIENCES AS A WORKING CLASS ANARCHIST
I started thinking about writing this piece of work when I was, as I often do, pondering the failings of the British anarchist movement. I was brought up on a council estate In Oldham. I had an intense class-consciousness and plenty of class hatred. My early beliefs were directly based on my experiences, not what I read in books. I could see what work did to my parents. My dad was an engineer fitter. My mum did several shop assistant jobs. From an early age I could calculate just how many unpleasant hours my parents put in at work to pay for any of the commodities they bought. They are both fucked up physically before they are 65 years old because they are working class.

Annual $1 Billion International Image Campaign Isn't Enough To Buy U.S. Love
The Bush administration spends $1 billion a year trying to polish the United States' image around the world, yet polls show anti-Americanism rising to record levels, especially in Muslim and Arab nations where the government is concentrating its efforts. Now, a new report from Congress' General Accounting Office explains why the federal government's efforts at "public diplomacy" have been such a failure. Most damning, the report said the government isn't even trying to scientifically measure whether its public relations efforts are having any effect on foreign hearts and minds. Instead, it gauges success through anecdotes or even by how many speeches a local ambassador gives.

Bu$h's 'War on Terror' Failing
After two years of our "War on Terror," is the world a safer place?

The Taliban have returned to Afghanistan. Israel and Palestine have become more violent. More soldiers have been killed in Iraq since President Bush declared an end to hostilities.

But Bush is desperate and neither 41 (the elder George H.W. Bush, our 41st president) nor his friends can bail George Jr. out this time. Having saved him from his flop in the oil business and then given him a sweetheart deal for a losing baseball team, Junior has used up all those favors. Moreover, even 41 and his wealthy friends don't have the kind of money Junior needs now, even with those generous tax breaks they just received.

It *Was* the Oil and It *Is* Like Vietnam
People who only want to hear good news from their own perspective are easily taken in by con men, and the con man this time was Ahmed Chalabi, an Iraqi expatriate facing 22 years at hard labor in Jordan for embezzlement. This is the character upon whom Donald Rumsfeld and Paul Wolfowitz--themselves (neo)con men--relied for insight into Iraq, and who told them they'd be welcomed by cheering, flower-bearing, confetti-slinging crowds not unlike Parisians in 1945. That Chalabi hadn't been in Iraq for decades hasn't deterred our intrepid neo-con ideologues. They still want to make Chalabi the Quisling leader of Iraq, under the Kissinger-tutored Viceroy Paul Bremer's.

California's Oct. 7 Recall Postponed Until Installation of New Voting Machines
A federal appeals court postponed California's Oct. 7 gubernatorial recall election, ruling the historic vote cannot proceed as scheduled because some votes would be cast using outmoded punch-card ballot machines.

In what was the last of about a dozen legal challenges to the attempt to unseat Gov. Gray Davis, a three-judge panel of the 9th U.S. Circuit Court of Appeals said Monday it is unacceptable that six counties would be using outdated punch-card ballots, the type that sparked the "hanging chads" litigation in Florida during the 2000 presidential election.

Does Al-Qaida Exist?
Since the 11 September attacks on the World Trade Centre in New York, Al-Qaida has been represented as a monolithic organisation with an almost global reach. However, some observers believe Al-Qaida is little more than an idea connecting the largely independent actions of a loose network of organisations and individuals. Peter Marsden traces the history of Al-Qaida and concludes that while the global organisation of popular belief does not exist, the US-led 'war on terror' may be the catalyst that turns the myth of Al-Qaida into reality.

Cheney, Rum$feld: $87 Billion Won't Be Enough
Vice President Dick Cheney hinted yesterday that the Bush administration would seek more money next year than the additional $87 billion already requested to pay mainly for postwar costs in Iraq. Asked if that would be the final such request, Cheney replied: "I can't say that. It's all we think we'll need for the foreseeable future, for this year." On CBS' "Face the Nation," Defense Secretary Donald H. Rumsfeld wouldn't go even that far. He said how long the $87 billion will last has not been determined.

Asked when the U.S. military presence in Iraq will end, Cheney said, "I don't think anybody can say with absolute certainty at this point."
