Halliburton, headed by Dick Cheney before he became vice president, and its KBR subsidiary did business with some of the world's most notorious governments and dictators - in countries such as Azerbaijan, Indonesia, Iran, Iraq, Libya and Nigeria. The company has routinely skirted U.S. sanctions placed on these countries and lobbied the U.S. government to lift sanctions so it could set up new partnerships and create new business opportunities in these countries.

In post-war Iraq, 'change' is the word
The war has already brought a few unambiguously positive developments. Several Gulf countries, including Bahrain, Oman and the United Arab Emirates, are said to be ready to send troops to protect Iraq's oilfields, provided the UN endorsement. But the most encouraging pointer to the Arab future came Monday from Qatar's foreign minister, who disclosed that his country is adopting a new written constitution.

How America Lost the War
Ahmed Chalabi is Rumsfeld's first choice for final ruler of Iraq. Chalabi's Shia background makes many people in the State Department, the CIA and the Middle East nervous. Kowtowing to American interests at the expense of the Iraqi people is also of concern; Chalabi, Rumsfeld, Perle and Wolfowitz have been brothers in arms for years, and he seems likely to do their bidding instead of tending to needs of the Iraqis. Finally, there is Chalabi's dubious Enronesque background: convicted of 31 counts of bank fraud in Jordanian court and sentenced in absentia to 22 years in prison. Chalabi has not set foot in Iraq since 1956.

Rum$feld's Old Flame

Bechtel has long been intertwined with Republican foreign policymakers, globally and in Iraq. It turns out that many of today's war hawks spent a couple years in the 1980s trying to get Saddam to sign an oil pipeline contract. Even though Saddam was gassing Iranians at the same time, people like Donald Rumsfeld had some quality face-time with the "evil dictator" pitching a plan that would benefit, beyond all other interests, Bechtel -- and, potentially, Hussein.
