Below are Portland Copwatch's comments on the Directives posted for review in April < http://www.portlandoregon.gov/police/59757>. While the Courtesy Directive (310.40) contains no changes, we had to take extra time to go through the Special Emergency Reaction Team (SERT) Directive (720.00) to see what was being added. We are glad to read the Compliance Officer/Community Liaison's report that the Bureau is planning to release "red line" versions of proposed Directives in the future; such a change can't come soon enough. We mentioned in the past that one alternative idea would be to create a cover sheet explaining what the changes are and why they were made. December's posted "enactments" of Directives 310.00 (Conduct) and 344.05 (Bias Based Policing/Racial Profiling) include very brief examples of what that might look like.

We encourage more such communication in the future. That said, we are deeply troubled that the adopted Racial Profiling Directive contains "poison pill" language from the State statute that was passed limiting the definition of profiling to when certain personal characteristics are "solely" used by officers in their decision making. Previous iterations of the Directive relied on federal language that indicated it is the _inappropriate_ use of race, gender, religion, etc. that constitutes profiling. We urge the Bureau to modify the Profiling Directive so that it is not abused.

We also continue to encourage the Bureau to post comments from the public, DOJ, COCL, Community Oversight Advisory Board (COAB) and other city bodies to its website to fully inform the public what is being suggested as the Bureau updates its policies.
