The Great Republican Land Heist: Cliven Bundy And Politicians Who Are Plundering The West
One could write a postwar history of the West as a chronology of ranchers' resistance to federal regulation, and the center of resistance has always been Nevada. In 1979, following the passage of the Federal Land Policy and Management Act, which for the first time mandated environmental protection of territory controlled by the BLM, cattlemen pushed a law through the Nevada state legislature declaring that federal public lands were now the property of the state. They called it the Sagebrush Rebellion Act. The cattle barons styled themselves "sagebrush rebels," and engaged in acts of defiance against the BLM, opening dirt tracks onto grazing allotments that had been closed, bulldozing new roads, overstocking their allotments, violating permit agreements, and refusing to pay grazing fees. As the rebellion spread, a conservative interest group called the American Legislative Exchange Council joined the fight. ALEC was founded in 1973 to craft "model legislation" for state governments; it brought together conservative state legislators and industry representatives in closed-door sessions. Copycat Sagebrush Rebellion Acts were passed in Utah, Arizona, Wyoming, and New Mexico.

The Larger, But Quieter Than Bundy, Push To Take Over Federal Land
Ken Ivory, a Republican state representative from Utah, has been roaming the West with an alluring pitch to cattle ranchers, farmers and conservatives upset with how Washington controls the wide-open public spaces out here: This land is your land, he says, and not the federal government's.

Mr. Ivory, a business lawyer from suburban Salt Lake City, does not fit the profile of a sun-scoured sagebrush rebel. But he is part of a growing Republican-led movement pushing the federal government to hand over to the states millions of acres of Western public lands — as well as their rich stores of coal, timber and grazing grass.

"It's like having your hands on the lever of a modern-day Louisiana Purchase," said Mr. Ivory, who founded the American Lands Council and until recently was its president. The Utah-based group is funded mostly by donations from county governments, but has received support from Americans for Prosperity, the group backed by the billionaire Koch brothers.

Not surprisingly, environmental activists have opposed dismantling federal lands, but so have hunters and anglers who worry their elk-hunting grounds and trout streams would be sold to private hands and developed. Unlike the federal government, many states require that their land be used as profitably as possible.

Most of the terrorist attacks in 2015 were attributed to groups located in the relatively small region of southwestern Eurasia that has been the focus of competition for resources among the world's superpowers. The political will to drive seizure of those resources requires Western governments to generate a fear of terrorism in their own societies so that "responses" can happen without interference from the public.
