Who Killed Downtown? reposting of a revised version
Rosefriend demolition There are five organizational actors in the downtown makeover campaign who go relatively unappreciated. They reside in city government, in media, in associations, in professional-industrial firms, and in various informal milieu that share the same agenda, which is a social-climbing agenda. Unhappy with the citizenry as it is, they set about converting our downtown into a "world class" commercial utopia for high-end corporate chains and an imported population of fellow social-climbers.
Their mentality was that of the bubble. Inflating downtown real estate was at the heart of their fantasy plan, small business and local renters be damned. Now, as the bubble bursts and "developers' dreams turn to dust," what will be the future of downtown, and who will make this future? Here are five well-entrenched institutional entities to watch, challenge, resist:

1. The Portland Design Commission ("the other PDC")
2. The Downtown Neighborhood Association (DNA)
3, The Daily Journal of Commerce (DJC)
4. The Portland Tribune ("The Cement Mixer")
5. TriMet

How New York Fought the Budget Defecit and Won
While nearly every state is facing severe budget deficits, New York State showed how to balance the budget without completely destroying the social safety net. New York took a few progressive steps forward in balancing the budget and painted a more sensible picture of "shared sacrifice" than what the average politician has proposed. Instead of sacrificing social programs and increasing taxes that affect primarily workers, two new tax brackets were created for New York's wealthier citizens, generating 4 billion dollars in state revenue.

Prior to the new budget, New York's highest tax rate was 6.85 percent, for anyone making $20,000 or more. The additional tax brackets are 7.85% and 8.97% for those whose income is more than $300,000 and $500,000. These new rates are temporary and set to expire in 3 years. According to the Times-Union, "In broad strokes, the agreement closes the state's estimated $16.2 billion budget deficit through $6 billion in federal stimulus dollars, $6 billion in cuts to an array of programs, and $4 billion in new revenue through an increase in the personal income tax on affluent New Yorkers." The grassroots movement that pushed this "wealthy tax" forward not only asked that new tax brackets remain permanent but also asked for a third tax bracket on New Yorkers earning $1 million or more annually, which would have raised an additional billion dollars.

Portland Indymedia Radio DJ Harassed & Threatened With Grand Jury Subpoena
Activists should be aware that a Portland Indymedia radio DJ, Sean Rice, has been harassed recently by the FBI and threatened with federal grand jury subpoena.
On Monday a man approached Sean Rice when Sean left his house to catch a bus. The man addressed him by his legal name claiming to be an FBI agent and wanting to "ask some questions". Sean quickly informed the man that he wouldn't be answering any questions. The man then claimed he "just wanted to talk to him about his rights". Mr. Rice then told the man he would not talk to him and walked away. At no time did the man present any identification proving whether he was a fed or not. It is important to be aware that corporations hire private detectives to harass activists. So this man may or may not be who he says he is.

At least two more sea lions put to death on the Columbia
At least two more sea lions have been murdered on the Columbia. One of them was trapped more than 140 miles from Bonneville dam, on the Oregon coast, in Astoria. We do not have details on which animals have been killed, as the ODFW chose not to inform the public of the killings until this afternoon -- yet again waiting until Friday afternoon just as they were on their way out of the office for the evening before informing the people who pay their salaries that they have killed again.

Scapegoating Spreads: Danger Grows for Sea Lions on Other Rivers
Seven sea lions have already been murdered on the Columbia by wildlife "managers" this year. The number would have been much greater, but it seems that the sea lions have not been cooperating with the project recently. However, they could still be killed at any time, anywhere, so long as they are on the "hit list" and not in their rookeries in the South. It has now come to light that "lethal removal" of protected marine mammals is being considered an option on other rivers, all down the coast, just as advocates had feared, and in spite of government denials that this would happen.
