Energy deregulation may force wide scale distributed energy
In 1992 electricity began to be viewed less as an essential service and more as a commodity when deregulation was enacted with the passage of the Energy Policy Act. Previously, public and investor owned utilities controlled power generation, transmission and distribution within a set region. The Energy Policy Act, however, allowed for the trading of electricity over wide geographic areas, known as long distance "wheeling", to the highest bidder. The promise of deregulation was that competition in a free market would keep electric rates low.
Ironically, decentralizing may be forced by the consequences of energy deregulation and the free market theory so dependent upon centralization.

Going ape over human rights: giving animals human rights in a sustainable world

On Feb. 28, 2007, the people of the Balearic Islands, an autonomous region of Spain, saw their parliament become the first legislature in the world to approve a resolution granting legal rights to all great apes — gorillas, chimpanzees, orangutans and bonobos, the subfamilies of a species (great apes) that also includes humans. --- So popular was the decision in Balearic that its cause was quickly taken up in Madrid, where the Spanish parliament is now to decide whether to pass a similar bill granting personhood to great apes throughout the country. --- No longer 'things' --- The idea that animals deserve to be recognized under law has been gaining credibility in Europe since at least 1992 when Switzerland amended its constitution to allow animals to be considered "beings" and not things. --- A decade later, German legislators voted to add the words "and animals" to a constitutional clause obliging the state to respect and protect the dignity of human beings. --- Granting animals (and plants and beetles and all life) the same legal fictions of personhood would help stem environmental degradation and set up stronger legal cases against mere irrational destruction as immoral forms of murder and callous conscious genocide of species. Life forms a web or cradle of life, in which we reside dependently for our own survival.
