It does so by revising the Insurrection Act, a set of laws that limits the President's ability to deploy troops within the United States. The Insurrection Act (10 U.S.C.331 -335) has historically, along with the Posse Comitatus Act (18 U.S.C.1385), helped to enforce strict prohibitions on military involvement in domestic law enforcement. With one cloaked swipe of his pen, Bush is seeking to undo those prohibitions.

Independent journalist Bradley Roland Will, 36, was shot and killed in the city of Oaxaca on Friday, October 27. Brad had worked with Indymedia collectives in NYC, Bolivia, and elsewhere.
According to a statement by the U.S. Embassy in Mexico City, Brad recieved two 9mm shots, one to the chest and one to the left side. According to reports on the NYC Independent Media Center, Brad was was shot at the Santa Lucia Barricade from a distance of 30-40 meters.
This is now up on the CNN website- it tells of the death of Indymedia journalist Bradley Will and says that the shooters are not, as claimed by the government, angry citizens, but are in fact local police officials.

Every last Friday of the month, Critical Mass rides through the streets of Olympia. Today folks got together to ride, leaving the Evergreen State College at 5:00 and reaching downtown about a half an hour later. In costumes and good spirits, waving and ringing bells, the ride started off on a positive note. In fact, it was the biggest ride ever, with rider-numbers at their highest ever. The ride, around 80 strong, reached downtown to be greeted by a number of police cars and four bike cops.
