We support the idea that all immigrants facing deportation should have
legal representation, and that appropriate infrastructure should be in
place to support those under threat by federal agencies, as suggested by
the report you are receiving Thursday at 2 PM. This is all the more
crucial after the shocking Supreme Court ruling limiting legal options
for immigrants held in detention.
We would further suggest that the City reconsider its relationship with
the FBI's Joint Terrorism Task Force. As noted in the letter signed by
over two dozen organizations, originally sent to Council on Nov. 8:
"Immigration and Customs Enforcement (ICE) is a member of the JTTF,
meaning Portland's pledge to be a Sanctuary City is threatened by PPB
officers participating in the [Joint Terrorism] Task Force."
If the Portland Police are sharing information through the JTTF which
leads to deportations, it means the City's policy is creating a problem
that it then has to fix. It would be better to only engage with the FBI
and other agencies when there are actual violent criminal threats being
posed to Portland rather than on an ongoing basis.
As you accept this report, please seriously consider re-opening the
community discussion on the JTTF, which was last adopted on a 3-2 vote
in 2015 under a previous presidential and mayoral administration.
