"Tased and Confused"- Police oversight next two weeks on the Video Bus

On February 22, Portland City Council held a hearing to determine if a
police officer was in policy for using a Taser as many as six times on a
man with mental health issues. On the Flying Focus Video Bus, watch
excerpts from the Council hearing featuring the Complainant/Appellant
(Matt Klug), Chief Michael Marshman, and Kristin Malone, the Chair of the
Citizen Review Committee (CRC), which forwarded the case to Council. Klug
had appeared before CRC five times to argue his case. The show features
video of Klug being subjected to a violent take-down by the Portland
Police in 2014, and, in a Flying Focus exclusive, clips from each of the
five hearings (2015-2016), as well as a follow-up meeting where Malone
revealed that the City had kept confidential from her what the agenda
would look like on Feb. 22.

Issues include whether Klug was engaged in "active aggression" or merely
reacting to three large police officers taking him to the ground, whether
it was justifiable for the officer to use the 50,000 volt electroshock
weapon each time, and whether it was reasonable for the Bureau to find the
officer acted within policy. Additionally, there is some back and forth
between the Chief and others at the hearing whether being hit with a Taser
is a "big deal" or not.

The CRC system has been in place since 2001, but this is only the second
case ever to make it all the way to City Council.

Trying to explain the convoluted complaint system and the Council's
deliberations, FFVC producer and Portland Copwatch member Dan Handelman
narrates the two-part show.

late April after its run on community access has completed.

DVD copies of the show will be available in early May for a suggested donation
of $11 plus $4 postage.
