Does anyone else know more about what is going on at the port of Portland?

Found this article in the Oregonian was wondering if anyone could explain this to me. And is anyone organizing anything if and when this passes?

ILWU Local 8 Hall 2435 NW Front Avenue, Portland, OR

ILWU Local 8 Presents: The 10 Guiding Principles of the ILWU, Lessons of Peavy and EGT. Speakers include: Jack Mulcahy (ILWU Local 8), Mike Fuqua (ILWU Local 21), and Kyle Mackie (Cowlitz Wahkiakum Central Labor Council)

On grain shipping, with additional material from International Longshore and Warehouse Union history, ILWU Convention Books, and arbitrations. We will discuss shipboard wheat manning and labor; grain elevator manning, technologies and labor; and relations with employer groups (PMA and elevator operators). Also key union struggles that set the stage for today.
