A large and very well informed crowd gathered at City Hall around 12:00 on August 21, 2012, to emphasize to City Council their dissatisfaction and outrage at this bypass of the democratic process.

Besides the photos, I interviewed a number of people and these will be posted here soon as well. Many expressed particular outrage that this is being pushed through without giving the people a vote in the matter. Perhaps this is because citizens of Portland turned this proposal down three times in the past.
