Yesterday was a good day, the water rate hikes did not go into effect. Mayor Sam wanted the vote, Leonard wanted the vote but it was put off until next week. This is not victory, just a week's worth of delay. I fear the council will vote for this 7-81/2% (percent) increase. They will end up destroying our wonderful water system, charge us more money to drink polluted water from the Columbia and the Willamette rivers. What a bunch of short sighted individuals we have on the council. We need to replace every one of them the first chance we get; it will take a few years but it must be done. You must know that Sam and Leonard have decided to bail out before the mass of citizens realize what they have done. The incoming members of the council should be made to answer what their position on this outrage is today. We need to know what the future holds and fight we must. Will you join us? Will you get on the phone and call our senators? Will you attend next weeks meeting and say your piece, or just wimp out in the corner. The wonderful people who have been fighting this issue need your support now.

This is the beginning of raising the rates, not the end, we cannot afford more money. Here is what I understand.

Some time ago there was a move by the EPA to cover all reservoirs that were open to the elements. To cover ours would cost about $500,000,000 or after paying for a bond over a long period maybe 1 billion of your tax money would be diverted to this insanity. Our water is among the best in the world, Bull Run is a pristine area and has no way to be contaminated by sewage or other industrial leak offs. None!

New York has faced the same problem with the EPA and their senior Senator Chuck Schumer backed down the EPA and got a waiver. Where the hell are our representatives, no where to be found. Mayor

Adams says he has worked with our Oregon Delegation to get them on board and it has not happened. I think he lies. We need to yell to every member of our congress to get them in front of this madness. There is too much money involved here to leave it to the politicians. Get on board or get screwed!

This is not Individuals For Justice or the Oregon Progressive Party's main interest, however it is our and your drinking water we are talking about, and you better get your head out of your ass and help with this fight, because as of yesterday we are losing. Start with contacting the Friends of the Reservoirs and go from there. Time to scream! Water theft is very profitable for the big companies these days, and one may be sure that there is a huge one-percent payoff for politicians who will sell out our clean, delicious Bull Run water to corporations. This water is our common heritage, so of course the rich want it for themselves, for despoliation and profit.

The battle has been going on for some time, and I would be surprised if Dan Saltzman and his cronies (and relatives) at Ch2MHill are not again involved. But it doesn't matter which parasite wants to steal the water: it matters that we prevent them, for ourselves, for our progeny and for the planet!

Speaking up now and saving the Bull Run drinking water system as it is today is the greatest thing you can do for yourself, your children, and their children. Portland City Council has gone along with the EPA and corporate cronies forcing us to spend hundreds of millions of dollars building an unnecessary reservoir and designing a treatment plant we do not need. All for a public health problem that does not exist.
Using skills from graduate work in drinking water chemistry and microbiology, I have shown the EPA LT2 regulation to be scientifically flawed and unsound. Citizens for Portland's Water and many other groups have been demanding a "waiver" from the flawed EPA LT2 regulation for many years. A waiver is an agreement between Portland and EPA exempting Portland from EPA LT2. It stops LT2 rate increases,is effective immediately, and is long lasting.

Friends of Reservoirs have been asking for a "variance". EPA considers a variance to be a temporary modification to the use of water quality criteria that would otherwise be applicable. The variance is supported by EPA and Portland City Council. A variance can be withdrawn at any time, is temporary, and still allows Portland to increase water rates. The variance has been a failed strategy.

We want a waiver now exempting us from EPA LT2. We want to keep our Bull Run drinking water pure and our rates stable. Please get involved and demand a waiver, for all of us.
