This is what I will say before the City Council on Wednesday at about 0930

Good morning Mr. Mayor and members of the council: I am once again speaking for Individuals for Justice and the Oregon Progressive Party.

I come today to suggest a simple thing, the retirement of the Police Horses. It has come to our attention that you continue to support the police department efforts to use these wonderful animals in a way that places our citizens and the horses in danger. From videos that are available on the internet, (listed in my written submission) you can see for yourselves that soon there will be a tragedy that could have been stopped here today. I have given you links to see these videos and take positive action to stop this madness from continuing to happen. We want the police horses, all of them, to be honored with retirement to green pastures and enjoy the rest of their lives. We suggest this retirement to include working with children or veterans coming home from killing things in far away lands. The cost to keep these animals working to control crowds or intimidate the "Houseless" is about $585,000 per year. The cost will eventually cause this council or the new members coming in next January to decide to stop this program, our concern is that if and when it does happen there will be little planning on what to do with these dedicated animals and we want lots of time to be spent in deciding where they will go. Many cities are now in the process of discontinuing these programs and have to make fast decisions on selling the horses and don't care where they are going--to us that would be another tragedy.

The Charter Commission started to work on the concept of not using animals to control crowds but was shut down before they could finish their good work:

Human beings should not use animals as weapons, that is a worthy goal, to continue this program will ensure that somebody gets hurt.

Thanks for your compassion for the horses Joe and thanks for testifying before city council. The use of horses for crowd control is dangerous to both humans and animals. I love the idea of them being retired to pastures, they deserve a good retirement plan.

I, too, have never met a horse that wanted to be a cop. Every horse i've ever met wanted to be a horse. Horses are very good at being horses. Sadly, some humans can't leave it at that.

Curious, if your that curious on [my answer] regarding what a horse "wants to be" - my comment reply would be, its "not" what humans will want the animal to be!

In other words a horse, left to their own accord, will / would never pursue the life or career of assisting authoritarian government agents in hurting citizens or being used a tool for the state greed and oppression.

A horse is *forced, *trained and *made to do this dirty work of the police for the 'states agenda'.

I have met lots of horses, they want to be: themselves, and not made into a government tool.

Let me rephrase that so it doesn't come off sounding so 'harsh and condescending'—> Maybe "Curious" doesn't know how to communicate with Horses because they have not 'taken the time' to do so?

Perhaps "Curious" has not yet found their natural "inborn ability" that exists within ALL PEOPLE, including them, to be tapped into their own sentience which allows them to communicate with... and understand Animals.

ALL people have the ability to communicate with nature, animals, trees... all things originally from the NATURAL ENVIRONMENT— it's just that many of us have lost this ability because, much of the time, we are all too busy trying to "play the game" and "follow the rules dictated to us by the status quo" and because of this we have LOST SIGHT OF WHAT IS REAL— and by doing so... many people have seemingly lost the ability to be in touch with their own 'sentience' and lost the ability to be in *Communication with the Natural World*.

It is really not difficult to communicate with a Horse if you just take the time out of your busy day, gently and calmly move in close to the Horse and with the power of your *intuition/positive intentions* express your concern for the horse's well-being... and direct kindness towards them—> and THEY WILL RESPOND in amazing ways. Most importantly... is the ability to find that CALM/still place within yourself— then *ALLOW THE CONSCIOUSNESS OF THE HORSE TO COMMUNICATE TO YOU*. MOST IMPORTANTLY THIS REQUIRES THE ABILITY TO *LISTEN* TO WHAT THE HORSE IS EXPRESSING TO YOU. Horses definitely possess the power to communicate to people what the horse's desires are. You just have to allow yourself the time to listen, learn and understand HORSE LANGUAGE.

***Much of the time HUMAN LANGUAGE just gets in the way of TRUE INSIGHT AND UNDERSTANDING***.
Through communicating with Animals people are better able to understand the TRUE MEANING OF THE WORD *SENTIENT* because by doing so they allow themselves to learn what it means to be 'sentient' themselves.

Through communicating with Horses—> what I've interpreted and come to understand from them is their ***PASSION AND DESIRE TO BE LIBERATED AND FREE*** from domination and enslavement.
It is natural to relate to the desires of Animals because *We as Humans* all want the same thing for our own lives—> TRUE FREEDOM. The reason for this is simple really—> *We Are All a Part of NATURE*—> (Horses and Humans alike).
