Vote could X out campaigns' public financing

WASHINGTON The House of Representatives will decide Wednesday whether to end a 35-year-old program that uses taxpayer money to help pay for presidential campaigns and political conventions.
The push to eliminate the public-financing system, instituted in the 1970s after the Watergate scandal, is part of a Republican effort to cut federal spending. The legislation, however, has drawn sharp criticism from campaign-finance watchdogs, such as Fred Wertheimer of Democracy 21, who argue the program should be expanded to reduce special-interest money in elections.
"It's completely irresponsible," Wertheimer said. "This seems like a political power play."

The measure's sponsor, Rep. Tom Cole, R-Okla., called the program "obsolete."

"This is money that won't educate one American. It won't feed one American. It won't defend the country. It won't build one mile of interstate highway," Cole said. "If you eliminate this program, the average American is not going to miss it."

The bill would require presidential candidates to rely entirely on private donations. Ending the program would save an estimated $617 million over the first 10 years, according to the Congressional Budget Office.

Currently, taxpayers can designate a $3 contribution to the public-financing system by checking a box on their federal income tax form. The money comes from taxes paid to the U.S. Treasury and does not affect a person's tax refund or payment.

Taxpayer support for the program has waned, however. Just 7.3% of taxpayers checked off the contribution of their tax forms in 2009, the most recent year for which data were available. That's down from a high of 28.7% of taxpayers in 1980.
In 2008, then-candidate Barack Obama, who raised a record $745 million in his presidential bid, rejected public funds for the general election. GOP nominee John McCain accepted $84.1 million in federal funds. By doing so, McCain agreed to forgo raising additional private funds, except for legal and accounting expenses. That year, the Republican and Democratic parties also received $16.3 million each for their conventions.
Rep. David Price, D-N.C., a supporter of the public-funding system, said he plans to introduce a bill as early as this week to resuscitate the program.

His proposal would raise the checkoff to $10 and provide up to $300 million in public funds to White House candidates who agree to accept contributions no larger than $500 and to refuse donations from lobbyists and political action committees.
On Monday, 10 watchdog groups wrote to House lawmakers, urging them to keep the program.

Cole predicted the measure to kill the program would pass the GOP-led House. The bill's prospects are unclear in the Senate, where Democrats hold the majority.
