Sounds like (from IDA) that if there isn't 200+ people, the city will only permit a sidewalk march. No idea how strict they are going to be about it.
About the "family friendly" wording.... uggh, ask IDA. I imagine this is just some nice wording to encourage folks to come out who might shy away from demos or actions that they may perceive as too aggressive or whatever. Sounds like they're just trying to be inclusive.
