Public Comments until April 10 to Stop US Navy tests in WA, OR, CA, ID, NE

Prevent the US Navy from using radioactive uranium, phosphorus, sonar, microwave, missiles, other weapons over Washington, Oregon, Idaho, California, and Nevada and over/under sea up to 250 nautical miles west of boundaries after public comment period ends around April 10, 2009.
Stop US Navy from destroying west coast agriculture, economy, liveability, health with live weapons "tests" over Washington, Oregon, Idaho, California, and Nevada, and out 250 nautical miles west of the US coastline, after the expanded west coast weapons test area Environmental Impact Statement public comment period ends April 10, 2009. Investigators say terrorists and pro-democracy dissidents will be blamed for the government-planned disaster planned for on or after April 11-14, 2009 covering over 134, 000 nautical miles before wind-blown radiation. Additional military exercises are apparently also planned for overland and urban warfare.

All our dreams, sacrifices, savings, and advocacy for our families, NW agriculture, and communities could all be undone by the US Navy's planned weapons test for this spring, and make it impossible for us to sell our land, homes, equipment, livestock, or crops; to get the medical care needed or have health; to have civil rights and human rights; use the Internet, or to steward our wonderful land.

Please immediately get the word out to all Oregon Farm Bureau and Country Financial members, employees, and friends an urgent need to protect Oregon agriculture, industry, finances, economy, and public health/safety from the US Navy's plan to "test" weapons and war games using high-altitude release of radioactive "depleted" uranium with a half-life of 4.5 billion years, over Washington, Oregon, Idaho, Nevada, California land and ocean, up to 250 nautical miles west of our US boundary waters as soon as the public comment period ends around April 11, 2009. Once the cancer-causing uranium, red and white phosphorus, and other weapons are released above our land and in our oceans, it will contaminate our air, water, soil, food, and vehicles, making our agricultural products unsellable anywhere in the world. Low-altitude and ground-level releases of radioactive uranium weapons used in Iraq, Gaza, caused immediate deaths, burns and cancers, miscarriages, still-births, birth defects, and genetic mutation to children and adults endangering their future children, and untold suffering and costs to Iraqi civilians, US military and mercenaries, and Americans contaminated when they returned to the US. High-altitude releases, particularly with our patterns of wind and water currents, migrating salmon and mammals, ships and rail and vehicles mean that more poison and suffering will be transferred to more people.

Insiders, whistleblowers, foreign intelligence agencies, and financial analysts report this is planned to be blamed on Iranians, etc., as an excuse for attacking Iran and controlling their water, oil/gas, and trade routes for more military, economic, and political control of the Middle East, Europe, Africa, and the weapons and surveillance and financial markets. It is to increase profits in weapons, militarized police and mercenary armies, privatized water and food, surveillance, illegal and legal drugs, transportation, insurance, prisons and concentration camp management and prison labor, construction, military food contracts, emergency shelter and migrant worker exploitation (newly displaced and homeless people of the western states, and the profitable sale of their abandoned assets.) By shutting down the Internet, it could also stop or hamper scientific information and resistance. It would be used as an excuse, larger than 9-11 for martial law, in which the government by Presidential Order 51, can seize all bank accounts of all individuals, businesses, nonprofits, etc., as well as close down Congress and the Supreme Court and civilian court system, and take over the police and National Guard, press and media, phone and Internet and radio communications, close or control all transportation and trade, etc. This would be extremely profitable, increasing the power of a few people, at the expense and risk of life to the majority of Americans. It is to destroy local agriculture and survival chances, local democracy and dissent, and hope in alternative energy and the green economy, scaring other governments into compliance with the New World Order, further increasing the profits in weapons, energy, water, prisons/population control. Leaders of other nations worry that certain elements ruling the US behinds the scenes threaten that since they got away with 9-11 and the London and Madrid bombings, the shooting deaths of over 6,000 residents of New Orleans after federal agents destroyed the levies, the mass imprisonment of migrants and dissidents or refugees, and the mass imprisonment of alleged drug addicts, they can get away with worse attacks on attacking other countries worse than was done to Afghanistan (heroin crops and natural gas pipeline route from Caspian Sea), oil-rich Indonesia (in strategic shipping/air routes), oil-rich Iraq, former Yugoslavia, Gaza, strategically-located Pakistan, and is threatened to the US west coast and oil-rich Venezuela.

While kept secret from most Americans, strong resistance from other nations, including, but not limited to Japan, China, Russia, Canada, Mexico, and Korea delayed the earlier planned "tests" or next 9-11 from March 11, 2009. Many local activists and news organizations and blogs have been silenced, since then. Without further citizen resistance, the heavily-financed and well-prepared plans could take place on or near April 15, 2009. This demands immediate action, not limited to calling and holding accountable all US Senators, members of Congress, the Obama Administration, Federal and state courts, and military and police who are all sworn to uphold, defend, and protect the US Constitution, that these "tests" would violate. All main and alternative media, blog sites, religious groups, professional groups, lobby organizations, etc. must be contacted. (Remember, that with martial law, there will be no jobs in Congress or state legislatures, in civilian courts, in local agriculture, etc.)

The U.S. Navy is facing criticism for it's training operations on the Pacific West Coast. Environmental groups say some areas should be off limits to weapons testing, criticizing the militarization of the sea. The Navy wants to use nearly the entire U.S. coastline for weapons and warfare training. The North West Training Range Complex stretches more than 134 thousand nautical miles, from the U.S./Canadian Border to Northern California, into the waters just off Mendocino County. The Navy is claiming this entire area for it's weapons training including under water bomb detonations and mining, and the use of aircraft, missiles and sonar. John Mosher, project manager for the North West Training Range, says the Navy has already claimed Northern California for it's weapons training, but this is the first time they've actually mapped out the boundaries. Mosher says most of the training occurs off the coast of Washington. But environmental groups say the use of sonar and bombs will impact the marine life that makes Northern California special. US Navy and DOD wants to use the State of Washington, all of the State of Oregon, part of the state of Idaho, Northern California, and the Pacific Ocean from California to Washington State as a weapons training range!!!

They've decided, without the public's consent, to use public lands, the Pacific Ocean, private property, wildlife, and humans as test subjects for warfare testing in four states.

The United States Navy and the U.S. Department of Defense have decided that their Northwest Training Range Complex, in the State of Washington, should be expanded, and have devised a draft Environmental Impact Statement (EIS), dated December 2008, for public review and comment. The expansion of their area of operation will include all of the State of Washington, all of the State of Oregon, part of the state of Idaho, and Northern California. This area will also include large areas of the Pacific Ocean from California to Washington. (The map designating this program area also extends throughout Northern California to the San Francisco Bay Area under a "warning area" designation.)

The U.S. Commander of the Pacific Fleet has given American citizens and residents of these states only a very short time to comment on their draft EIS: Published on December 30, 2008, with a final public comment deadline extended to March 11, 2009, this document is approximately 1,000+/- pages in length with attachments. In addition to a short comment time the Navy limited public hearings to five, with only one held in Oregon, one in California and no hearings in Idaho. The Navy has allegedly failed to place information about this EIS in major newspapers or inform our elected representatives about this program.

Thus, citizens in California, Oregon, Idaho, and Washington are asking for a realistic extension of time to read, study, and comment on this decision by the Navy and the Department of Defense, past the March 11, 2009, deadline. It should be noted that most elected representatives in California and Oregon were not aware of this EIS or the consequences of this action by the Navy.

The Navy has declared that this draft was distributed to our elected representatives. If so, then why haven't our elected officials spoken up to defend our rights to be heard, required more public meetings and hearings in California, Washington, Idaho (where not one was held), and Oregon?

The U.S. Navy, the U.S. Department of Defense, and the Commander of the U.S. Pacific Fleet have decided, without our consent, that that are going to use the Pacific Ocean off the Coast of California, Oregon and Washington and the land over four states to test weapons of war. They did not contact Senator Harry Reid of Nevada to obtain permission to use the Nevada Test Site for these warfare experiments. Instead they decided to use public lands, the Pacific Ocean, private property, wildlife, and humans as test subjects for warfare testing in four states.

The Navy also has decided to contaminate our air, water, and soils with the chemicals used in these programs. They fail to list many of the chemicals that are to be used in these programs. Thus, under the Freedom of Information Act, I am requesting a complete listing of all chemicals that will be used during these testing programs. It is easy for the Navy EIS to state that they can mitigate for such toxic usage but fail to disclose a complete listing of said chemicals. Also copies of contamination studies conducted at other military test sites where contamination problems were found and at bases (like Fallon Air Force Base).

The draft EIS does not fully address the potential environmental impacts on multiple resources, like air quality, water resources, airborne acoustic environment (on land and in the ocean), biological resources, marine and terrestrial impacts and human health and safety. Without a complete understanding of their programs it is impossible to determine any impacts... thus, their EIS states that "... there are no significant impacts... " This statement is made throughout the entire document even though many of the chemicals used are highly toxic.

With the failure of the EIS to identify all of the air quality, water quality, and soils impacts of their programs this EIS appears to be a whitewash designed to stampede this program through as fast as the Navy can implement it. And in listing only a few of the EPA list of toxic chemicals that will be released by military aircraft (like jet fuel emissions), the Navy has avoided any discussion of negative impacts on air and water quality. It is not sufficient to state that our air is already polluted and that additional pollutants will make no difference in air quality.
There is a short listing of hazardous materials, air pollutants, and pollutants from munitions, expended materials, and radioactive materials to be used in this project. I am requesting a complete listing of all chemicals that will be used by the Navy, Air Force, and any other branch of the Department of Defense in this project. Inshore and offshore detonations may or may not be considered hazardous - however, until a complete listing of these chemicals is provided to the public there can be no public discussion of their hazard to public health, marine life, wildlife, public drinking water sources or our oceans. The avoidance of making this specific list public leads one to believe that these hazardous materials and chemicals are toxic and do pose environmental hazards.

It is interesting that Table ES-5 Summary of Effects (Page ES-16) - Hazardous Material does not list the name of any hazardous materials but tells the public that there is no problem with their use. How is it possible to have a summary table and list none of the chemicals to be used during the Navy program? They do note petroleum products, heavy metals, and combustion products but fail to list all of them along with the number of pounds to be used each year.

The public and marine life in the ocean will be subjected to various sonar and aviation noise, target noise, surface ship noise, weapons and target noise, EOD (no definition found), and underwater explosions. The Navy does admit that marine life will be harmed but harming our food supply, (fish like salmon), or the whales is not deemed important by the Navy, as they are expendable according to the EIS.
The Navy and the Department of Defense have decided that massive warfare expenditures for testing war products and weapons using marine life and the public as guinea pigs is in our best interest. And since a lot of the equipment and other items to be tested are experimental this leads one to believe that they are testing them on us for the first time to see how they work and if the public is harmed by their usage.

Just when did the citizens of the United States agree to be warfare test subjects when the Nevada Test Site and/or Area 51 which could be used for these tests? And why use the Pacific Ocean which is a migratory haven for our food supply and valuable marine life - including those that migrate along the Pacific Coast? And if this Navy project is approved and the health of the citizens, marine, or wildlife is threatened who will be held responsible for this action and its negative consequences?

The EIS does not give the public standing to say no to this project or the consequences of being used as guinea pigs during the testing. In addition, the EIS does not state how long the testing process will last - providing us with the information that once implemented testing could be conducted forever in these areas.

I am requesting, under the freedom of information act, answers to the above questions, listings of the chemicals used and their exact harm to the public, animals, marine life, water supplies, trees, agriculture, and soils. This includes information on whether or not depleted uranium, red and white phosphorus, weather modification and mitigation chemicals will be used, whether or not atmospheric testing will occur along with aviation over-flights and bombing runs. Will sonic booms rattle our homes and low flights of planes shake our houses and wake us up at night? I am also requesting complete documentation and information on Electronic Combat Training and how it will impact human health. Noise and electronic levels should also be made public.

My freedom of information act request also includes the following questions:
1 - Will aluminum coated fiberglass be used (CHAFF) and how many pounds will be released each year?
2 - What are the health effects of Chaff particulates on humans, wildlife, soil and water? Please provide a study on these human and wildlife health effects.
3 - Will weather modification or mitigation programs be initiated during the Navy program? If so, what chemicals will be used in this program?
4 - Will jets be allowed to fly at heights that leave persistent jet contrails that exacerbate global warming and change our climate (NASA Studies)?
5 - A complete listing of jet fuels to be used (+ additives), and the components of said jet fuel with information on the number of chemicals released and their impact on human health, agriculture, soils, water supplies, and wildlife. (Include JP-8, JP-10, and other new experimental jet fuels.

6 - A complete study of depleted uranium showing human health and animal health effects.
7 - A complete study of the health effects of the compounds listed in Table 3.3-5 Page 3.3-11 and definitions of RDX and HMX (use and toxicity).
8 - Toxicity of Red and White Phosphorus - humans, wildlife, soils, water supplies, marine life.
9 - A complete listing of the propellants, explosives, pyrotechnics, chemical and riot agents, and smoke canisters (type of smoke and toxicity) is requested. And a complete listing of obscurants which will be used in these programs and their toxicity.
10 - How much money will Washington, Oregon, California and Idaho be reimbursed for hazardous waste disposal and other toxic site clean-up from the Navy and the Department of Defense? It is requested that the reimbursement be 100%.
11 - A complete listing and studies of the synergistic effects of all chemicals used in the Navy program with associated health effects. This includes cumulative and synergistic effects as well.
12 - Studies of the synergistic effects of project chemicals on bioaccumulation in fish and other marine food supplies.
13 - Will Maxwell MOAs (1, 2 & 3,) be used in this Navy Project? If yes, what will be the actions taken over this area by all branches of the military?

A rough study of the EIS leads one to believe that the Navy and the Department of Defense intends to leave behind a toxic pea soup of chemicals and other toxins in their wake along with the human health effects and dead marine life. Many areas of California, Oregon, Washington, and Idaho would be contaminated from these experiments through airborne and water migration across these regions.

It also appears that nothing would be spared in testing weapons of war on the public (with the Nevada Test Site and Area 51 available for much of this testing and the Atlantic Ocean also available near Washington, D.C.); it appears that these Western States will be sacrificed for building and testing more weapons of mass destruction. Remember that sacrificing California, Washington, Oregon and Idaho is just the beginning... your state will be next.
I am requesting that the State of California be excluded from this Navy project. Citizens in all four states should say "no" to this proposed project and others like it.

Contact your elected representatives today and let them know how you feel about this project.
We are appealing to Congressman Mike Thompson, Senators Barbara Boxer and Dianne Feinstein to delay this project, allow more time for public comment, hold hearings in Mendocino County, CA, and to eventually oppose allowing California to become part of this costly, toxic warfare project.

Soldier Health Scare Back in News

Lori Brim cradled her son in her arms for three months before he died at Walter Reed Army Medical Center in Washington. Dustin Brim, a 22-year-old Army specialist had collapsed three years ago in Iraq from a very aggressive cancer that attacked his kidney, caused a mass to grow over his esophagus and collapsed a lung.

The problems she saw during her time at Walter Reed, including her son screaming in pain while doctors argued over medications, had nothing to do with mold and shabby conditions documented in recent news reports. What this mother saw was an unexplainable illness consuming her son.
And what she has learned since her son's death is that his was not an isolated case.

Richard David, 49, is suing Normal Air Garrett, Ltd., an aircraft parts company now owned by Honeywell Aerospace, claiming exposure to DU on the job has made his life a "living hell."
David worked as a component fitter on fighter planes and bombers but had to quit due to health problems. He says he developed a cough within weeks of starting work.
Today, David suffers from a variety of symptoms like those known as Gulf War Syndrome, including respiratory and kidney problems, bowel conditions and painful joints. Medical tests reveal mutations to his DNA and damage to his chromosomes, which, he says, could only have been caused by ionizing radiation. He has also been diagnosed with a terminal lung condition.

Congress Reps to Navy: Don't Lie. Just Push Back the Deadline!

In response to pressure from Oregon residents and state Congressional delegation, the Navy has agreed to extend the deadline for public review and comment on the Environmental Impact Study (EIS) for expansion of its Northwest Weapons Training Range Complex (NWTRC) along the Pacific NW coast. However, instead of a sixty day extension for public comment requested by Oregon's congressmen, the Navy proposed to extend the deadline by only thirty days to March 11, 2009.
Last Friday, Feb. 13, 2009 Oregon's Congressional delegation sent a follow-up to its first letter to the Secretary of the Navy. The delegation again reiterated sixty days was needed for public review, and called the Navy on a lie:

In our February 6 letter regarding the draft Environmental Impact Statement/Overseas Environmental Impact Statement (EIS/OEIS) for the U.S. Navy's expanded use ofthe Northwest Training Range Complex (NWTRC) off the Oregon coast we asked you to extend the public comment period and hold additional public meetings in Oregon.
On February 10, several Navy representatives, including Deputy Assistant Secretary of the Navy Don Schregardus, gave our offices a briefing on the draft EIS/OEIS and answered a number of questions. Unfortunately, it appears that some of those answers contained inaccurate or incomplete information.
During the briefing, Mr. Schregardus asserted that it was impossible to extend the public comment period to April II because it would push back the date for the final EIS/OEIS and thus violate a legal settlement with the Natural Resources Defense Council (NRDC).
In the settlement agreement, which sets a schedule of environmental compliance for the Navy's various ranges (including the NWTRC), the Navy "confirms its intent to adhere to its range-wide compliance schedule" and agrees to notify plaintiffs (NRDC and other environmental groups) if it's going to miss that schedule. However, there are no penalties if the Navy falls behind schedule.
Our offices have since discovered that even before we sent our first letter, the NRDC had itself asked the Navy for a significant extension of the comment period. This settlement was intended to require the Navy to comply with environmental laws, including preparation of environmental impact statements for its training ranges and refusing to adopt effective mitigation measures.
Meaningful public comment is clearly part of this process, and to say that extending the comment period would violate the settlement is disingenuous at best. These issues and the issues raised in our first letter, compel us to again ask that you extend the public comment period to April II, 2009 and hold at least two additional public meetings in Oregon, including one in Tillamook County, to ensure that those who may be affected and wish to comment on the project may do so.

Public Comment Period Extended Again for Northwest Training Range Complex EIS/OEIS

SILVERDALE, Wash. - The Navy is extending the public comment period for the Northwest Training Range Complex Environmental Impact Statement / Overseas Environmental Impact Statement (EIS/OEIS) to March 11, 2009, to allow for additional public input. This special allowance within the National Environmental Policy Act (NEPA) process was made due to public comments received.

This EIS/OEIS examines the potential environmental effects of the Navy's proposal for future range management operations and activities. The Northwest Training Range Complex consists of numerous training areas in the Pacific Northwest.
The range complex extends westward in the Pacific Ocean -- up to 250 nautical miles beyond the coast of Washington, Oregon, and Northern California. For more information on this project, and several ways to provide public comment by the newly extended deadline, please visit www.NWTRangeComplexEIS.com.

At least for now, we appear to have a little more time to respond than we did last week, which was hardly any. However, the EIS is over one thousand pages long, there are myriad interests involved who all want to have a say and the Navy, as we have witnessed, is not comfortable with transparency at the moment. At this juncture, supporting Oregon's congressmen in pressuring the Navy for the extended deadline they asked for in their Feb. 13th letter is important.
