The U.S. Congress recently approved Plan Mexico, also known as the Mérida Initiative, a multi-million dollar aid package which will provide resources, equipment, and training to the Mexican government, police, and military. The bill was signed into law by Bush on June 30, just days after it passed Congress as part of the Iraq supplemental funding bill, and amidst reports of escalating military and paramilitary violence in Oaxaca and Chiapas.
