Susan Serpa, Diane Wittner, Hutch Cynthia Papermaster and Phil Burk composed the following letter which will also be used as a press release to be given to the media before and after the hearing. It is printed on NIN letterhead with a list of NIN participant groups attached.

Dear Chairman Conyers and Members of the Judiciary Committee,

The National Impeachment Network connects over 200 impeachment groups nationwide and the160,000+ impeachment activists they represent to work together with Congress for impeachment. We are lobbying Congress members who are speaking out for impeachment, offering to assist them with the support they need to take action to impeach Vice President Cheney and President Bush. We are speaking for the millions of citizens who want Congress to protect our Constitution and to act now to prevent further violations.

Congress has the power to impeach. But impeachment is not for the benefit of Congress. It is for the benefit of the American people.

Please give us something so that we know Democracy is not dead.

We the people want to believe that our government is based on the rule of law. Only impeachment can restore that belief. Furthermore, you took an oath to protect and defend the Constitution. Knowing that violations of the Constitution have occurred, and conclusive evidence has both been presented to you and is in the public record for you to acknowledge, you have no choice but to investigate, impeach and remove Vice President Cheney and President Bush from office.

We need to know that our government is telling us the truth about important issues such as war. Only impeachment will demonstrate to future presidents that we will not tolerate being misled.

We want to believe our government is there to serve us and not the interests of political parties.

Please move forward with ONE or more of the following actions based on the testimony presented to you in your hearing on July 25:

1. Take immediate steps to impeach and remove from office Vice President Richard B. Cheney for high crimes and misdemeanors in violation of the Constitution of the United States. Cheney can be quickly tried and removed from office for Constitutional violations easily proved as part of the public record. Furthermore, Cheney has an 18% approval rating; the public views him as a criminal.

2. Schedule the next impeachment hearing today, and hold the hearing before the August recess. If Bush and Cheney instruct witnesses not to testify then they can be impeached for interfering with Congress's sole power of impeachment, resulting in a swift Senate trial.

3. Ask the staff to draft an article of impeachment related to the refusal of the Bush administration to comply with Congressional subpoenas, thus interfering, if not eliminating Congress's oversight powers.

Yes, time is short. But Andrew Johnson was impeached in ten days. There is sufficient time. The most important thing is knowing that Congress still cares enough about the Constitution to start the impeachment process even if we run out of time in January. Please give us a sign that the President's power over us is not absolute.
