3 more arrests at city hall protest, homeless/houseless, right to sleep

3 people got arrested at city hall, they are said to have been arrested because they were camping, but charged with Interfering with a Police officer.
3 more people were added to the number of arrested in the downtown portland city hall right to sleep protest. 2 were arrested on thursday May 15th, in the morning, one released by 2:30p.m., the other one released friday after a court appearance.

The 3 arrested very early into saturday morning at Portland City Hall, in Oregon, have been "Released on Citation" (according to Multnomah County's Sheriff Office (M.C.S.O.) Website-( http://www.mcso.us/PAID/Default.aspx). One of them was charged with Interfering with a Peace/Police Officer ) (IPO) (A misdemeanor-$2,500 Bail). The second one was charged with unlaw(ful ?) camping (U) ($1,500-Bail). And the Third was charged with both of those; IPO & Unlaw(ful ?) Camping-($1,500+$2,500=$4,000). I would guess that the "unlaw camping" charge is actually Portland City Code (PCC) Title 14A.50.020 "Camping Prohibited on Public Property and Public Rights of Way." ($100 or 30 days jail).

Chapter 162.247- Interfering with a peace officer or parole and probation officer. (1) A person commits the crime of interfering with a peace officer or parole and probation officer if the person, knowing that another person is a peace officer or a parole and probation officer as defined in ORS 181.610:
(a) Intentionally acts in a manner that prevents, or attempts to prevent, a peace officer or parole and probation officer from performing the lawful duties of the officer with regards to another person; or
(b) Refuses to obey a lawful order by the peace officer or parole and probation officer.
(2) Interfering with a peace officer or parole and probation officer is a Class A misdemeanor.
(3) This section does not apply in situations in which the person is engaging in:
(a) Activity that would constitute resisting arrest under ORS 162.315; or
(b) Passive resistance. [1997 c.719 1; 1999 c.1040 7; 2005 c.668 1]

Note: 162.247 was enacted into law by the Legislative Assembly but was not added to or made a part of ORS chapter 162 or any series therein by legislative action. See Preface to Oregon Revised Statutes for further explanation.

Portland, Oregon - City Code
Title 14A.50.020 Camping Prohibited on Public Property and Public Rights of Way.

A. As used in this Section:
1. "To camp" means to set up, or to remain in or at a campsite, for the purpose of establishing or maintaining a temporary place to live.

2. "Campsite" means any place where any bedding, sleeping bag, or other sleeping matter, or any stove or fire is placed, established, or maintained, whether or not such place incorporates the use of any tent, lean-to, shack, or any other structure, or any vehicle or part thereof.

B. It is unlawful for any person to camp in or upon any public property or public right of way, unless otherwise specifically authorized by this Code or by declaration by the Mayor in emergency circumstances.

C. The violation of this Section is punishable, upon conviction, by a fine of not more than $100 or by imprisonment for a period not to exceed 30 days or both.

So does this mean they are raising the camping fine to an unreasonable amount specifically for the protest?? Can they DO that?

Seems like a wide swath of <bullshit> charges are being written over various sitting lying issues concerning "all these separate protesters" in or around the City Hall Homeless Protest

It is important that legal intuitive people can see if violations and abusive charges are being levied and trumped up and that the 'letter of the law' is not being manipulated and skirted.

All those that have been arrested concerning the homeless protest should be compiling their information

I feel that charges are being confused and ratcheted up to cause major discomfort and to financially ruin those that will be in court months from now trying to defend them selves...
