uh-oh!...local so-called "law enforcement" have BAD PRESS DAY

Friends 'n' Neighbors:

Did you notice how many reports in the last few day's local media highlighted various problems with our so-called "law enforcement" personnel? Today was about as bad a "Bad Press Day" as I've seen
in long time here.

Let's recap, briefly, the stories making the news:
(1.) Beaverton hires former Portland cop who shot unarmed motorist...this, of course, is
a report of bureaucratic misstep made by the Beaverton officials as they hired former PPB
Officer Jason Sery, who became infamous in 2004 for killing an unarmed motorist and then
in one of the most astounding feats imaginable, managed to escape responsibility and
accountability to the deed by resigning from PPB and become a minister of some sort and
educator (though doubtful as to being fully qualified in the normative sense). Apparent-
ly his desire to "serve his community" became more overpowering than his urge to serve
his Lord and he sought a return to police work, with the Beaverton crowd being asleep at
the switch, they gave him a job with greatest fanfare. To those who doubt this...I swear
I'm not making this up and it was duly reported as you can see
here:  http://blog.oregonlive.com/breakingnews/2008/01/beaverton_hires_former_portlan.html

(2.) Portland police officer pleads guilty to official misconduct/Plea follows investigation
into sexual relationship with autistic woman...A 10-year Portland Police Bureau veteran,
34-year-old Jason Faulk, resigned from the bureau after pleading guilty Wednesday,
Jan. 16, to an official misconduct charge. Faulk was arrested on Nov. 20 on two
counts of official misconduct in connection with an investigation into a sexual re-
lationship the officer had, while on duty, with an autistic and mentally challenged
woman. Well now, there isn't need to say a whole lot more about this dirtbag and
his dirty deed, except to be thankful he is no longer in law-enforcement, nor likely
to pop up somewhere else wearing a badge and "serving the community" as he has
no doubt been entered on every "registry" imaginable and any silly attempt, on his
part, to duplicate Jason Sery's efforts are likely to fail (unless, of course, he waits
an appropriate lapse of time--to allow the poor sheeople time to forget--and applies
to Beaverton's PD...and I would think it most helpful if he joined Jason Sery's church
and became a heavy-contributor with a few strategic "repenting sessions" thrown in
for good measure). As unbelievable as this report may seem, nonetheless, here it
is:  http://www.portlandtribune.com/news/story.php?story_id=120051382875302200

(3.) State agency's final report: Giusto lied repeatedly...The state agency investiga-
ting allegations that Multnomah County Sheriff Bernie Giusto lacks the moral fitness
to serve in law enforcement issued its final report today laying out a case that
describes the sheriff as repeatedly lying to the public...hmmmm! tsk! tsk!...seems
as though this White Trash saga is inching it's way towards a resolution...it had it's
origins 30+ years ago when Oregon's Gov. Kiddy Diddler wasn't so nice and did some-
thing horribly unlawful (and grossly immoral) with jump in time some 10+ years and
his then State Trooper bodyguard found out about it while same time he was diddling
the Gov's wife, and managed to leverage a lucrative promotion that eventually gave
him platform to launch a career as "Chief of Police" for Gresham and once tired of
that title, a go at being "Sheriff of Multnomah County", dispelling the notion that it's
who you know that counts for advancement in local so-called "law enforcement",
but more importantly, what you know, with such notions as truth, accountability,
responsibility, ethics, morality and personal integrity being mere props for their
public stagecraft. This story is long time on-going with many twists 'n' turns, and
likely to not be resolved shortly. As many people get a headache in trying to keep
up with the shenanigans of Giusto due to their staggering boldness and convoluted
tellings that rival a good Robert Ludlum novel, you can read more here:

(4.) Firefighter's visits to 'Dr. Phil' hurt him/Brandon King put on leave after 'soap opera'
story detailed on TV...Though not a member of the "law-enforcement" community,
per se, King is, or rather was, in the "community service" business as a fireman;
and what seems to bring added highlighting to this sorry tale is that he is in com-
mentary reported to be younger brother of Robert King, PPB Detective and PPA's
President, who has long been considered a decided impediment to bringing errand
cops to account for their misdeeds, and seems to be poster-boy for the widespread
sense of entitlement and self-importance with unbridled arrogance that has turned
the state of affairs for PPB's "public image" into the grotesque carnival it sadly has
devolved to. This report captures the often zany bizarre logic that seems so often
proffered by local so-called "law enforcement" as they struggle to escape account-
ability and the distorted logic used in their defense. For those wishing to read more

(5.) Fried Stomach "Resist Arrest" Trial Delayed Again...A woman burned on her kitchen
stove last June during a forceful encounter with police was due to stand trial today
for resisting arrest but has had her trial delayed for a fourth time until February 11.
25-year old Kemisha Samuels was asleep upstairs in her Powellhurst-Gilbert apart-
ment off SE Division, on June 17, 2007, when East Precinct Police Officers Walker
Berg and Jacob Clark came abruptly into her life and wrecked havoc on her by abusive
use of excessive force, amongst other ill-treatment's, that has left her fearful of the
police (anyone surprised?) and seeking redress via Tort Claim against the city for
said actions. The bureaucratic wheels seem to be running very s-l-o-w in hopes
of frustrating her efforts, with the unspoken intent for her to "reconsider" her claims
and drop the matter so she can "get on with her life" as she stated this to be her
wish. Read more here:  http://blogtown.portlandmercury.com/page/2/

(6.) Cop Review Review Delayed...A hotly anticipated report on the state of Portland's
Independent Police Review due tomorrow has been delayed until next week. The
report, compiled by consultant Eileen Luna-Firebaugh is based on community testi-
mony and the experiences of those who have been through the IPR process. It is
expected to conclude that the IPR has a trust gap to bridge with Portlanders.
The keynoted thing to take away from this report is the conclusion that outside
experts have arrived at that PPB/IPR has a TRUST GAP with Portlanders, which
is bureaucratic buzz-words for the FACT that Portlander's don't trust the cops
and seemingly have a multitude of damned good reasons to do so. For those
wishing to read more about this unsurprising turn-of-events, they are urged to
go here:  http://blogtown.portlandmercury.com/page/2/

(7.) Washington trooper reprimanded for switching to Oregon plates on patrol car...while
this is out-of-state, it is nearby enough to warrant inclusion herein...a Washington
state trooper is in trouble for putting some old out-of-date Oregon license plates on
his unmarked patrol car, with many claiming he was trying to deviously fool drivers
into thinking he really wasn't a trooper at all, but merely an "Oregonian" using Wash-
ington highways. For his "innovative enforcement" techniques and due to fact that a
citizen snitched on him, he was forced to pay a fine and remove the unlawful plates
from his state-issued car...this report highlights the level of deception often used in
what they term "law enforcement" and aptly demonstrates the prevailing attitude of
belief that they are above the law that they are "enforcing" and in fact, it fully de-
monstrates that fact that they will not be held accountable until a citizen, or group
of same, forcefully arise to demand that they be held accountable and then proceed
to make sufficient noise 'n' hectoring till it comes about mainly due to urgent desire
to squelch the noise and damper the hectoring. Those wishing to read more about
this tale of "innovative enforcement" gone awry and the consequences that can be
brought to bare upon errand malefactors can do so here:

To contrast our local happenings, I thought I'd bring to your attention a report coming in
from Tennessee that tells about their having to deal with an errand cop and in how they
handled the matter. A State Trooper took cash from a driver that he'd pulled over during
a traffic stop on I-75 on Monday, January 14th and the driver proceeded to nearest
authorities to lodge complaint, and these people determined that the complaint was indeed
factual, and the errand Trooper was fired forthwith, with his case being turned over to the
10th Judicial District Attorney for further prosecution. The State of Tennessee's Department
of Safety Commissioner Dave Mitchell said, "This type of conduct is unacceptable for any
law enforcement officer and will not be tolerated by the Department of Safety," Mitchell
added "There is zero tolerance for this type of conduct and the THP and Department of
Safety has dealt with the misconduct in a swift and appropriate manner." Well now, I
should say that perhaps there are some "lessons" here for us in Oregon. You will note
that very little time was wasted in dealing with this matter, as it was swift and it
was sure, and by time it came to the public's attention and awareness, it had swiftly
been resolved. There is much to be said that could be beneficial to all of us here and it
would take a lot of expounding to do, so will just close with this simple observation...the
law-enforcement in Tennessee is held to higher public esteem than is had by counterparts
in the Portland area, and this report, as brief as it is, may hold the key as to why.

Good OL Boys - vs - Portland citizens 17.Jan.2008 16:26

copUnion Buster

thanks for reporting these "facts"
the last report of the Tenn. issue being dealt with 'expediently, honestly and justly' and how you mentioned the contrast to Portland was sumptuous

There in-lies Portland Police problem

The "Police Union" / good OL Boy - protection network ..... prevents truth and justice
They protect, allow, turn the other way , and will fight to the teeth to allow, protect, and to condone inappropriate behavior or conduct

Instead of being interested in "righting the wrongs of their fellow officers in 'their' department"
They stonewall, threaten, intimidate, lie, and do what ever they can to "NOT CORRECT" the problem

Thanks again and nice work tyeing these all together
Portland has so much potential
We just need our LOCAL/CITY law enforcement to be admirable, and accountable, with some "pride" in doing honest public servant work

"He did the right thing by resigning. "exemplary"

A veteran Washington County sheriff's sergeant with an "exemplary" record resigned Thursday amid an investigation into whether he embezzled money from a Wilsonville-based nonprofit organization.

Chris Fink, 43, a deputy since 1989, submitted his resignation to Sheriff Rob Gordon. Fink had been on paid administrative leave since Clackamas County authorities began their investigation on Dec. 31.

"I would call his record exemplary," Gordon said. "He left a lot of good work behind him, and I wish him the best. He did the right thing by resigning."

Fink could not be reached for comment.

Fink's performance as secretary-treasurer of the nonprofit North American Motor Officers Association came under scrutiny last October, when the organization's president reviewed the books.

"There were some potential unauthorized transactions that needed to be looked into," said president John Naccarato, a Clackamas county sheriff's sergeant.

Naccarato said the questionable transactions totaled "a few thousand" dollars.

"It took us by surprise," Naccarato said.

Since 2005, Fink served as secretary-treasurer of the North American Motor Officers Association, a nonprofit organization that holds training and safety seminars for motorcycle police. The organization has about 500 members from agencies in Oregon, Washington and Idaho, as well as British Columbia and Alberta, Canada. Members support the organization by paying annual dues.

Naccarato said he reported the potential financial discrepancies "up the chain of command" after he discovered them, which resulted in a criminal investigation.

Meanwhile, Al French, Clackamas County deputy district attorney, said he had just received the reports prepared by sheriff's detectives. However, he said neither he nor the prosecutors he supervises had yet reviewed the case. French said he expected an evaluation would be made by next week.

During Fink's tenure as a Washington County sheriff's deputy, he shouldered a variety of increasing responsibilities. He was promoted to sergeant in 2001 and earned several honors.

In 2003, he received a "Looking Beyond the Traffic Ticket" award after making a traffic stop that led to an arrest in a bank robbery case. The award was presented by the Oregon Department of Transportation, Oregon State Sheriff's Association, Oregon State Police and Oregon Association of Chiefs of Police.

For the past several years, Fink worked as a sergeant on the sheriff's traffic safety unit and supervised the motorcycle team. He also supervised the county's multi-agency traffic team, multi-agency crash-analysis reconstruction team and Washington County's disabled parking enforcement volunteer program.

He is a charter member of Forensic Accident Reconstructionists of Oregon. He also helped teach seminars on traffic cases put on by the Oregon State Bar Association.
