Not sure why the Sgt was missing?
It could be related to why Portland needs to adopt a Sanctuary City Resolution:

An Army sergeant whom police had considered a missing person has turned herself to authorities at Fort Lewis, Wash., according to a news release from the Lincoln City Police Department.
Sgt. Julie Stendahl turned herself at Fort Lewis about 6:15 a.m. today. Stendahl had been listed as a missing person through the Lincoln City Police on Nov. 20 after her 1999 Mazda pick-up was found abandoned in a public parking lot in Lincoln City.
Stendahl, who is stationed at Fort Lewis, had been listed as absent without leave by the Army after she failed to report for duty and deployment to Iraq on October 31, 2007.
