An open letter providing an overview of emerging energy technologies and potential solutions to climate change.
Open Letter from Brian O'Leary to Al Gore

December 2006

Dear Mr. Gore,

I am a former astronaut, Cornell professor, physics faculty member at Princeton University and visiting faculty member in technology assessment at the University of California Berkeley School of Law, Mo Udall's energy advisor and speechwriter during his 1975 Presidential campaign, author, AAAS Fellow, World Innovation Foundation Fellow, NASA group achievement award recipient, and founder of the New Energy Movement.

You have asked the public to address the important question: "How can we reverse global climate change?" I agree that taking on that task is critical for our collective survival. You have also stated that we must freeze and drastically reduce our carbon emissions. I totally agree.

The most promising answer to your question is surprisingly simple and can be summed up in two words: new energy. My experience finds that serious discussion of new energy is still politically incorrect in mainstream circles, which is appalling. Delays in implementing life-saving innovation will be at our collective risk and peril. The urgency for action in these times is unprecedented in human history. Quantum leaps in energy innovation, which some of us in the scientific community are aware of, can provide the needed solution, hopefully in time to avert global disaster.

Having held professorships in the physical sciences and energy policy at many universities with an impeccable publication record for 45 years, I join you in not taking these matters lightly. I make no claims that cannot be rigorously backed up and I have no vested interest in which specific energy options should be implemented. I receive no money for the grassroots work I am doing in assessing these technologies. I can assure you that with proper public support, we will soon have robust solutions without needing many building blocks or wedges. Incremental approaches, as you correctly point out, will not be adequate to solve the problem. But you may not be fully aware of what's on the horizon, since we have been so blinded by our collective shortsightedness.

By "new energy" I mean innovative technologies with the potential of providing a quantum leap in our ability to tap cheap, clean and decentralized energy for producing fuels and electricity. These may or may not be recognized by mainstream science. The technologies include:

ADVANCED HYDROGEN TECHNOLOGIES (1) catalytic water molecule manipulation and dissociation through cheap electrolysis, and (2) manipulation of hydrogen plasmas with catalysts to induce fractional quantum electronic states that yield large energy outputs;

COLD FUSION or low energy nuclear reactions (LENR) by electrochemical means, induced in water and heavy water solutions catalyzed by (1) palladium cathodes, (2) sonocavitation and (3) other processes that can produce large amounts of thermal, radiation-free nuclear energy;

VACUUM ENERGY or zero-point energy, tapping the enormous quantum potential of every point in space-time, through the use of (1) super-motors with super-magnets (cf. Faraday), (2) solid state devices, (3) Tesla coils, and (4) charge clusters; and

THERMAL ENERGY from the environment.

Any one of the above approaches to new energy promises a quantum leap, i.e., orders of magnitude increase, in our ability to tap and have abundant clean, cheap, decentralized energy for all of humanity. In addition, there are many important transitional technologies which can mitigate emissions in the very near future, as follows:

RECYLING AND SEQUESTRATION OF CO2 AND OTHER POLLUTANTS AT THE SOURCE through innovative chemistry; and

REMEDIATION OF RADIOACTIVE NUCLEAR WASTE with innovative technologies.

All of the above concepts have already been demonstrated in laboratories throughout the world (I have seen many such demonstrations) and have been published in the peer-reviewed literature, but implementing them has proven difficult because there is no significant support.

As you undoubtedly already know, the environmental literature nowadays well expresses the energy problem and other aspects of our national crisis, but has so far fallen short on solutions. Some of the best scientists in the world (John Holdren, Nathan Lewis, Richard Heinberg, James Lovelock and Ruggero Santilli, for example) have concluded that conventional renewables such as solar, wind, hydroelectric, geothermal, tides, biofuels and hydrogen fuel cells are not nearly adequate to meet current, much less projected, energy demands. Each of these "building block" options runs into serious pitfalls environmentally and economically when we talk about supplanting our multi-trillion dollar hydrocarbon energy economy. Nuclear options also have their serious problems, as you undoubtedly know.

You hit on the situation in your recent NYU speech when you said, "I am certain that some of the most powerful solutions will lie beyond our current categories of building blocks or wedges". You said that America, and only America, has the "capacity for vision" but that "we have to urgently expand the limits of what is politically possible". Very well said, and part of any program to implement new energy will involve a very rapid but necessary political education and risk-taking that even the liberal and progressive community has ignored. I acknowledge, and I am sure you would agree, that the limits of what is politically possible need to stretch very far to accommodate the reality of new energy. But what is physically and economically possible is surprisingly close at hand.

You also said in your speech that our children "deserve better than the spectacle of censorship of the best scientific evidence about the truth of our situation and harassment of honest scientists who are trying to warn us about the looming catastrophe." There's also a second group of scientists involved in new energy research that has been suppressed even more and need to take their place in our quest for solutions.

New energy would shift the paradigm overnight. We will need public policies in place to:

1. Do the necessary R&D Apollo-style in secured laboratories, gathering teams of the best and brightest scientists and engineers in the field. Surprisingly, the cost of such an effort would only be on the order of $2 billion/year for 5-10 years, the annualized equivalent of one week of fighting in Iraq and three weeks of profits for ExxonMobil. We must leave no stone unturned in this quest because the range of technologies is already broad and far-reaching.
2. Provide public forums to debate and discuss how to implement the most viable new energy options to mitigate climate change and pollution; and provide education and demonstrations for the public. We need to plan conversion scenarios that can help industry and government make the necessary transition to a new energy economy. The defense and aerospace conversion policies I helped George McGovern, Fritz Mondale and Jesse Jackson draft during their campaigns were minor compared to what we must do here.

While being politically incorrect at the moment, the consideration of new energy needs to be at the forefront of future energy policy discussions. It is too late to deny this, and we certainly don't want the control of these technologies be in the wrong hands by default. In President Eisenhower's words, "Only an alert and knowledgeable citizenry can compel the proper meshing of the huge industrial and military machinery of defense with our peaceful methods and goals so that security and liberty may prosper together." New energy needs to be controlled by We the People and so a strong grassroots movement will be necessary.

I cannot stress too strongly that an aggressive program to develop new energy is what humanity will need to survive our perilous situation. It may be painful for us to address these issues and may seem a bit far-fetched at first, but I can assure you these technologies are very real and can be developed as public policy.

One final word: don't rely exclusively on those mainstream scientists, journalists and pundits who deny the reality of new energy. They are just as ignorant as those scientists who denied the practicality of aviation even after the Wright brothers were flying. But to expect the Wrights to immediately deliver a 737 would have been unrealistic.

In the conclusion of your speech, you said, "This is an opportunity for bipartisanship and transcendence, an opportunity to find our better selves and in rising to meet this challenge, create a better brighter future - a future worthy of the generations who come after us and who have a right to be able to depend on us." I couldn't agree more and we're on the same team.

If this was really posted by Dr. O'Leary, then perhaps he could list the dates and locations of the demonstrations and cite the publications, because of the four New Energies listed only "thermal energy from the environment" seems to make any sense. The others are either just nonsense or have not been publicly confirmed by multiple laboratories. In particular, anybody who's taken high school chemistry knows you don't get more energy from burning hydrogen than you put in by cracking it from water in the first place, catalyst or no catalyst.

Well, this bilious blow hard vanguardist for the continued failure of technology and industrial "progress" trumpets solutions forthcoming from the worn disastrous paradigm from which the problems just keep coming. It's ironic that he begins his puffed up oratory with a lengthy recitation of, presumably, what he considers his qualifications to lead us out of the wilderness. Rather, I find those credentials to be more appropriate for one to lead further into the wilderness.

Simply, he shills for continuing industrial and economic growth models as if there is still a free lunch--that "some can have it all." And this behind the brass plaque of yet another "think tank" organization, a gentlmen's club for the tweedy set, flirting for grants, pimping for corporate tie ins, commissions, government contracts. What proportion of life on the planet, the Earth, our home, really benefit from these priests of free-lunch science run amok?

These "re-inheritors or the earth" are the same who proclaim that it is the human race's "destiny" to leave the Earth and go to other planets. That is, our "goal" should be to leave the biosystem in which our species, based on carbon, nitrogen and oxygen, has evolved, whose bodies are predominantly salty water, should abandon our home from which we are vitally nurtured and sustained for some dumb ass astronaut, science worshiping, technophile fantasy that the wreckage and failures of scientific advancement will be solved with more blind devotion to the seduction of physics and chemistry carried on in a vacuum disintegrated from the rest of life--including "less developed and less progressive" communities of our species--and from the health of the support systems on the planet. Strangeloves like this proclaim that the solution "for the species" ultimately encountering the home planet no longer livable after all of the technological "solutions" have had their play is to go to places, like Mars, where there is no air, no known water, no other life--no other creatures, no vegetation--and "survive" in an environment totally produced by human technology!

Hucksters like this for Western industrialism and capitalism,"civilization" if you will, and their antecedents--the chiefs, the shamans, the medicine men, the priests, the prophets, the chosen, the charismatic, the saviors, the credentialed, the high ranked, the doctors, the professors, the discoverers, the possessors of more property than others--have been "improving" life for all species for at least 10,000 years, as we approach the spectacle of tangible human technology triggered climate change.

I posted this letter from Dr. O'Leary. Seems like he has pretty solid credentials. I guess having an education and knowing something automatically eliminates one from playing a role in solving our problems.

I agree that we need less people consuming less goods. However, we must sell that a different way (They may have less goods but they will have more time and freedom?). Trying to get people excited about doing with less is a terrible marketing strategy in my opinion.

I don't know if Dr. O'Leary has seen these technologies but I give him the benefit of the doubt. I'd love to see the government invest $$ in potential technologies but then transfer the patents to the public domain. Give the inventors a few million for their time and effort and a big prize for saving the planet.

Right now the inventors are extremely secretive because billions and billions and billions of $$$ are at stake.

Most of us don't begrudge anybody's enthusiasm for ending the Oil Era without mass starvation and a new Dark Age. The problem is this particular article is not even convincing to educated laymen, much less real scientists. Science doesn't happen in a patent office, and the more money somebody's looking to make, the less people are going to pay attention unless they're in on it.

2 H2O + energy = 2 H2 + O2
2 H2 + O2 = 2 H2O + energy

It's the same energy. You put it in, you get it back out somewhere else. There is no magic energy source in "catalytic water molecule manipulation" or "fractional quantum electronic states."

There are basic physical reasons that fusion happens at high energy levels, in that the strong nuclear force, the engine of fusion power, operates at incredibly small distances and enormous electrical repulsion forces must be overcome for fusion to happen. There is no reason to believe fusion can be induced at low energies by "electrochemical means."

If somebody can't address these issues, then reasonable people might suspect that this "New Energy" website is, at best, full of maniacs losing their grip on reality, if not frauds looking to scam venture capitalists.

I'm not hostile to these ideas. I hope they're right. I wish they were right. I perceive that they're wrong.

I'm a cyclist too! You are so VERY WRONG, my fellow cyclist, in saying that Dr. O'Leary's proposals are laughable. You, and those with you, will be laughable when the New Energy devices come to the fore, as they most certainly will.

Hybrids, be they Prius, or otherwise, are a first step. They reduce the use of gasoline.

The next step is either the use of energy from space, or the "super" or "meta" chemistry of material energy, noting that material is only an energy container. Hydrogen from water is the best example to date, but boron is a "dark horse" in Focus Fusion, a more feasible type of hot fusion. Like hydrogen, boron would transmute to helium, giving off heat. In the last 18 mths, or so, there was even an article in New Scientist stating the energy possibilities of iron. Even though iron is unstable in air, the energy implications were a bit shocking. So you see where we're coming from

The First Law of Thermodynamics states that energy can neither be created nor destroyed, but it CAN be changed in form. Dr. O'Leary talks about the MOST PERMISSIBLE Perpetual Motion of the SECOND kind, whereby a free source of apparently infinite energy is accessed: solar, wind, and hydro power are examples, but so is energy from the vacuum of space. We're not certain of the infinity of space energy, but there are billions of PetaWatt Centuries of it. If I were you, I'd review my Quantum ElectroDynamics, which you obviously knew at one time, and may still know; it would set a most UNlaughable foundation for you. Vacuum energy, AKA, the Virtual Photon Flux, a type of electro magnetic (longitudinal waves) energy accepted by most physicists to exist in space, CAN be accessed. It is, through a difficult process, yet to be pinned down by hard experiment - there's where the $billions come in - , involving such means as pulses of electricity or interference of two or more magnetic fields, changeable in form to electricity in a conductor, to both power a load, and have a portion of said output fed back to the front of a system to continue the rapid, periodic, in-phase and thus resonant, pulsing action; consider the "pumping" action of a laser, as an analogy. In no case does Dr. O'Leary talk about Perpetual Motion of the First Kind, creating energy from nothing. Respected scientists who have supported the possibility, and now, the probability of energy from space are Wheeler, Planck, Dirac, Sakharov, Schwinger, Feynman, Myron Evans, Dennis Evans, Rondini, Prigogine, Kondepudi, HAl Puthoff, Jack Sarfatti, Robert Forward, Aharonov, David Bohm, Elizabeth Rauscher, Tom Van Flanderan, Bohren, Pinto, and Brian Josephson to name only a few. They all did, or can, give reasons for their positions.

In my view, it should not take 2 $billion/year for 5 years to get the fisr "Free Energy" devices out the door, but it would take that rather small amount of funds to get enough theory in place for some fairly high level devices for buildings, farms, water desalination and pumping, and transportation. Those megawatt-level machines would cover our major needs.
