Emergency Rally to Stop the Repression in Oaxaca--Monday, Noon, Mexican Consulate

The popular movement of Oaxaca has faced severe repression over the weekend and has put out a call for solidarity actions. Activists in Oregon are responding by organizing a rally at the Mexican Consulate at Noon on Monday, November 27.
After this weekend's police/military/paramilitary assault on the movment that has taken over Oaxaca for months, there are "165 political prisoners, dozens of disappeared, hundreds of injured and wounded, and also various dead, which up to now we have not been able to confirm."

Now APPO states "we make a call to the peoples of MÚxico and
the whole World, to continue actions of solidarity with the people of
Oaxaca and to stop the bloody repression that continues developing
against our people, to the national and international press, to human
rights organizations, to form brigades to assist this city to raise
the incidents of violation of the most fundamental human rights
against our people."

Please stand in solidarity against this kind of repression, and for the popular movement of Oaxaca by coming to an emergency rally at the Mexican Consulate, 1234 SW Morrison, Monday, November 27, Noon.

The Popular Assembly of the Peoples of Oaxaca, after the aggression
that our people have suffered in recent hours, in the framework of
our fight for a profound transformation in the political, social, and
cultural situation, in order to overcome the ancestral misery and
hunger to which our people have been subject to by the oppressors...

To frame the day of struggle that we planned for yesterday, November
25th, the APPO considered a "mega-march", which left from the
Official House in Santa Maria Coyotopec with the aim of concluding in
the historic center of the city with the establishment of a siege
[alt. tr.: ring] around the Federal Preventative Police (PFP) who
were found occupying the zˇcalo of this city, and the siege would be
in a peaceful manner with contact with the PDP, and in view of the
events that unfolded yesterday, the Popular Assembly of the Peoples
of Oaxaca makes the following:

CONSIDERATIONS:

That Ulises Ruiz Ortiz has, since a few days ago, declared that the
operation of a plan to obtain control of the city before December 1st
was beginning.

That the PFP has, in coordination with various police forces,
assassins [alt. tr.: hitmen], paramilitaries, and thugs of Ulises
Ruiz Ortiz, since a few days ago, began to station themselves on
various roofs in the historic center, where in many cases we received
complaints from the neighbors that this was done with the permissions
of the property owners, the idea being that from these places they
would provoke aggressions against this movement.

That yesterday, after the commission of the Popular Council of the
Peoples of Oaxaca went around to the majority of the intersections to
establish the siege of the PDP, police, assassins and paramilitaries
[who were] positioned on the roofs of various buildings in the
historic center began to throw marbles, pepper spray and tear gas at
our compa˝eros at various points to provoke a widespread aggression
which was unleashed in an instant, in a widespread offensive, which
consisted of the aggression of the PFP at various intersections,
massive detentions of compa˝eros who were collected at various places
in the city, the immediate actions of the thugs and paramilitaries
that participated alongside the PFP and other police forces, many of
whom fired guns against militants of the APPO.

That in view of this general offensive of the aggressors, the members
of the APPO and the people in general made use of their legitimate
right to defend themselves, to avoid a massacre against our people,
making use of rocks, sticks, cohetones, and other objects that they
could find along their way, now that the majority did not come
prepared for a confrontation.

That after the preliminary information that we have up to now, there
are 165 political prisoners, dozens of disappeared, hundreds of
injured and wounded, and also various dead, which up to now we have
no been able to confirm.

In view of this situation, the Popular Assembly of the Peoples of
Oaxaca makes the following declarations:

We strongly condemn this attack of repression that our people has
suffered, and they continue as in the worst periods of fascism in
history.

We reaffirm our fight for a social, political and economic
transformation, and the struggle for popular power [alt. trans.:
power of the people], and we reaffirm that the fall of the tyrant
Ulises Ruiz is the beginning of the reestablishment of peace and
tranquility for Oaxacans, as is the immediate withdrawal of the PFP,
who since their arrival have only increased the violence and
ungovernability in Oaxaca.

We confirm that the struggle of the people of Oaxaca and the APPO is
a struggle of the masses in which the people of Oaxaca are
participating and has a civil and peaceful character, which is why we
declare that the burning of various buildings in the city was not
under the guidance, nor a decision, of the APPO.

We denounce that they, some moments ago, transferred various
compa˝eros who were in the Miahuatlan de Porfirio Diaz prison, OaxacaŚ
among them the compa˝eros Cesar Mateos Benitez and Jorge Sosa CamposŚ
to an unknown location, without a single motive, in that they have
violated their most fundamental human rights.

The presence of the PFP and the incidents which occurred demonstrate
that in the state of Oaxaca there exists ungovernability and that
peace has not returned for the people of Oaxaca.

We declare that the struggle of the People of Oaxaca for the fall of
URO continues because our day of struggle and our plan of action will
continue developing.

For the above reasons, we make a call to the peoples of MÚxico and
the whole World, to continue actions of solidarity with the people of
Oaxaca and to stop the bloody repression that continues developing
against our people, to the national and international press, to human
rights organizations, to form brigades to assist this city to raise
the incidents of violation of the most fundamental human rights
against our people.

La asamblea Popular de los Pueblos de Oaxaca despu├ęs de la agresi├│n
que nuestro pueblo ha sufrido en las ultimas horas, en el marco del
desarrollo de nuestra lucha por una transformaci├│n profunda de la
situaci├│n pol├tica, econ├│mica, social y cultural para superar la
situaci├│n de miseria y hambre ancestrales a las que ha sido sometido
nuestros pueblos por parte de los opresores.

En marco de la jornada de lucha que programamos el d├a de ayer
25 de noviembre que la APPO hab├a contemplado la realizaci├│n de una
mega marcha que parti├│ de la Casa Oficial en Santa Maria Coyotepec,
con el objetivo de concluir en el centro hist├│rico de la ciudad con
el establecimiento de un cerco a la PFP que se encontraba ocupando el
z├│calo de esta ciudad, y que la definici├│n de este cerco seria de
manera pacifica sin tener contacto con la PFP, y ante los
acontecimientos que se desencadenaron el d├a de ayer la Asamblea
Popular de los Pueblos de Oaxaca, hace las siguientes:

CONSIDERACIONES:

Que Ulises Ruiz Ortiz, desde hace d├as ha declarado que estaba
iniciando la operaci├│n de un plan del cual lograr├a obtener el
control de la ciudad antes del d├a 1┬░ de diciembre.

Que desde hace d├as la PFP en coordinaci├│n con los diversos cuerpos
polic├acos, los sicarios, paramilitares, y porros de Ulises Ruiz
Ortiz, empezaron a apostarse en diversos techos del centro
hist├│rico, que en muchos de los casos recibimos denuncias de los
vecinos, fue sin el permiso de los propietarios, esto en la idea de
que desde este lugar provocar├an la agresi├│n en contra de este
movimiento.

que el d├a de ayer despu├ęs de que la comision del Consejo Popular de
los Pueblos de Oaxaca, recorri├│ la mayor├a de las bocacalles para
establecer el cerco a la PFP, los polic├as, sicarios y paramilitares
apostados en los techos de diversos edificios del centro hist├│rico
empezaron a arrojar canicas y gas pimienta y lacrim├│geno a nuestros
compa├▒eros en diversos puntos, para provocar la agresi├│n
generalizada que se desato al instante, en una ofensiva generalizada,
consistente en la agresi├│n de la PFP, en diversas bocacalles, las
detenciones masivas a los compa├▒eros que se replegaban en diversos
puntos de la ciudad, la acci├│n inmediata de los porros y
paramilitares que participaron junto con la PFP y otros cuerpos
polic├acos, y que muchos de ellos hicieron disparos de arma de fuego
sobre militantes de la APPO.

que ante esta ofensiva general del los agresores, los miembros de la
APPO y el pueblo en general, hicieron el uso de su derecho legitimo a
defenderse, para evitar una masacre en contra de nuestro pueblo,
haciendo uso de piedras, palos, cohetones, y demás objetos que
pudieron encontrar a su paso, ya que la mayor├a no venia preparado a
alguna confrontaci├│n.

que despu├ęs los datos preeliminares con que hasta ahora tenemos, es
que hay 165 presos pol├ticos, decenas de desaparecidos, centenares de
heridos y lesionados, as├ como varios muertos, que hasta ahora no
hemos podido confirmar.

Ante esta situaci├│n, la Asamblea Popular de los Pueblos de Oaxaca,
hace las siguientes declaraciones:

Condenamos en├ęrgicamente esta embestida de represi├│n que nuestro
pueblo ha sufrido, pues siguen siendo como en las peores etapas del
fascismo en la historia.

Reafirmamos nuestra lucha por una transformaci├│n social, pol├tica,
econ├│mica y social, la lucha por el poder popular, y reafirmamos que
la ca├da del tirano Ulises Ruiz, es el inicio para el
reestablecimiento de la paz y la tranquilidad para los oaxaque├▒os,
as├ como el retiro inmediato de la PFP, pues a partir de su llegada
solo vino a incrementar la violencia y la ingobernabilidad en Oaxaca.

Ratificamos que la lucha del pueblo de Oaxaca y la APPO es una lucha
de masas en la que participa el pueblo de Oaxaca, y tiene el
carácter de civil y pacifica, por lo que declaramos que la quema de
diversos edificios de la ciudad no fue una orientaci├│n, ni decisi├│n
de la APPO.

Denunciamos que hace algunos momentos, han trasladado a varios compa├
▒eros que se encontraban en el penal de Miahuatlan de Porfirio Diaz,
Oaxaca, entre ellos los compa├▒eros Cesar Mateos Benitez, y Jorge
Sosa Campos, con rumbo desconocido, sin ning├║n motivo, por lo que
han violado sus derechos humanos mas elementales.

La presencia de la PFP, y los hechos ocurridos demuestran que en el
estado de Oaxaca hay ingobernabilidad, y no ha regresado la
tranquilidad para el pueblo de Oaxaca.

Declaramos que la lucha del Pueblo de Oaxaca, por la ca├da de URO,
contin├║a por lo que nuestra jornada de lucha y nuestro plan de
acción va a seguir desarrollándose.

Por todo lo anterior hacemos un llamado a los pueblos de M├ęxico y
del Mundo entero, a continuar las acciones de solidaridad con el
pueblo de Oaxaca y detener la sangrienta represi├│n que sigue
desarrollándose en contra de nuestro pueblo, a la prensa nacional e
internacional, a los organismos de derechos humanos, a conformar
brigadas para asistir esta ciudad para levantar los hechos de
violaci├│n a los derechos mas elementales en contra del pueblo.
