While the death of James P. Chasse Jr. horifies the average citizen the Portland Police Bureau and the civil authorities have taken a business-as-usual-approach. That perspective is a thoroughly modern phenomenon and the unprepared public simply needs to catch up because the horrifying epidemic of homicide by cop is destined to increase with time especially as the Iraqi soldiers return home to fill law enforcement jobs.
The cause of this anti-social trend is specialized training administered to police and military personnel designed to reprogram their mental attitude away from their natural human instinct to preserve life. They are trained to be violent remorseless killers.
The justification for training this new breed of killers is sold as a means to increase public safety and to increase officer safety but not necessarily in that order. The question is; at what cost? Average law abiding citizens are being killed at increasing rates leading many to understand that Civil Rights don't exist when you face a cop.
The training is working. Police injury and death are way down and police homicides are way up. The national statistics of occupational hazards show that law enforcement ranks far down the list of the nations most dangerous jobs. Police rhetoric suggests that law enforcement is the most dangerous job and that the excessive force they utilize is for their own safety, however, the statistics paint an entirely different picture. Law enforcement as an occupation is far safer than construction work or timber harvesting. In fact, it is more likely that a cop will kill himself with bad driving than it is likely he will be killed by a suspect. Sales people are 5 times more likely to be killed by gun fire than a police officer.

Further proof that the training in killology is working is demonstrated by the quick return to active duty by officers responsible for killing civilians. Most return to work as in the case of ; Humphries, Burton, and Nice, immediately after the grand jury clears them of criminal charges. These cops don't need mental health counseling to deal with feelings of remorse because they are trained, in advance, not to feel compassion for their victims. Additionally, the brotherhood of police supports one another by depreciating the value of the life of the public generally and of suspects speciffically...anyone outside of the brotherhood is a scumbag piece of shit and deserves nothing of compassion because nobody outside of the police force knows how difficulties of that job. The police force becomes more insular and self-referential in its reasoning and less compassionate as they defend themselves against reasonable examination.
Consider the photograph below. It shows several police standing around Mr. Chasse; hog-tied, beaten, bleeding, and dying while the police joke, trade stories, and share a fraternal moment. The officer casually returning the the crime scene with a cup of coffee is Officer Humphries the officer reported to have contributed the greatest violence to Mr. Chasse. Officer Humphries is a veteran of violence and, clearly prefers a good hot cup of coffee to human compassion.

This picture demonstrates the significant disconnect from what the police say as opposed to what they actually demonstrate by their behavior. Rosie Sizer said: "This event....has left the police officers involved devestated..." However, Police conduct shows an entirely different emotion.

Consider the concerted efforts by the police bureau to vilify Mr. Chasse at every turn; they lied about non-existant drug arrests, and drug use, they complained about his hygene, they characterized him as homeless, they have blamed his family, and they have blamed him for his mental illness. At every turn the police statements have been proven either false or straight out lies, however, the police have never retracted a single statement nor have they apologized to Mr. Chasse, the Chasse family, nor the public for their inaccurate and harmful statements. These are all consequences of tactical mental and emotional training in killology.
Besides killology as a police training this also demonstrates a structural police code prohibiting any member of the Police fraternity from sincere public expressions of compassion for their victims. To break the code of silence is to betray the brotherhood and to demonstrate weakness. The consequence of this kind of infidelity is to be ostracized by the fraternity of police. To be a cop means fidelity to the brotherhood and close appearance to the code of killology.
Far from being compassionate the police department has, in fact, conducted a public smear campaign against Mr. James P. Chasse Jr. and his family utilizing the media and coordinating among different police operatives.

This smear campaign of lies and deceit has occurred while Police Chief Rosie Sizer has hypocritically admonished the family and the public for trying the case in the court of public opinion.
The Police Chief has publicly decried the vocal outpouring of public outrage because it threatens to interfere with the planned dispensation of this matter. The Portland police in coordination with the political offices of the Mayor and City Council and District Attorney have a 'process' for dismissing cases of police homicide. The official process has worked some 55 times since 1992 and no on-duty cop has ever faced charges for criminal misconduct while in the line of duty.
On the other hand, the public has no check or balance to review these cases of grievous public injury. The public has never been able to hold the police accountable no matter how grievous the injury. There is no way for the public to demand redress of police homicide after the Civil, Political, and Legal officials have systematically and by coordinated effort dismissed the case. In short; the public has no defense or means available to defend itself from the brotherhood of police, the complicity of the city, and the conspiratorial District Attorney. Against this murderous cabal the public has no means for holding police accountable for their actions and misdeeds.
What does the future hold?
Consider the number of Iraqi soldiers who will return to the United States from active duty. All of these individuals have been schooled in killology and they have practiced that training in a rarefied atmosphere of war. They are schooled in brotherhood mentality that dehumanizes everyone other than their fraternity. They are ideal candidates for law enforcement. Seymore Hirsch, who uncovered the story of the My Lai Massacre has said of the American military fighting in Iraq: " there has never been an [American] army as violent and murderous as our army has been in Iraq."

This does not bode well for the future safety of the American public.
What to do? Raise awareness and demand accountability. Portland needs to get more vocal and organized. National attention needs to be focused on this police homicide. There needs to be an means for the public to demand independent Federal Investigation into police misconduct. The argument was raised by Mark Chasse, brother to James Chasse, at the press conference the family held on ; "if it isn't possible to get an indictment against these officers for their brutalization and torture of James then it is difficult to imagine when the District Attorney could get an indictment."

In short; the police homicide of Mr. Jamse P. Chasse Jr. is a glaring example of what will happen with greater frequency in the future. The fact that Mr. Chasse lived a simple, lawful, and quiet life that was brought abruptly and violently to an end without any cause or justification demonstrates the threat that all Americans face in the future. The callousness of the police with regard to Mr. Chasse, his family, and the public will not change unless the public demands change. Silence is not an option if average citizens are to feel safe in their person. Police accountability is the issue in this matter and the public needs to respond. If the public cannot hold the police accountable in this case it is unlikely that the police will ever be held accountable in the future.
Police violence will become a national epidemic.
Silence threatens us all.
