What Happened at Pioneer Courthouse Square this evening?

We saw cops chasing a man wearing a dress and then holding him down and beating him. What was this all about, and where is the administration of justice in this?
My friend and I were driving on Yamhill towards Broadway when we saw cops speeding ahead of us screech to a halt past the intersection and then chase an African-American man wearing a dress across the intersection and in front of Banana Republic. The man was unarmed, and surrendering, he sat against the wall waiting for the cops to come arrest him. When they got to him, they held him down and proceeded to beat him mercilessly. A crowd, which had been cheering the man on, surged across the street to watch. My friend got out in order to be a witness, and she told me that the crowd formed around the scene and booed and yelled at the cops to stop. She said that in the midst of the beating by five cops, one of the abusing cops raised his fist in defiance to the cops. When they had finished pummeling the unarmed man, the cops hauled him away with reading him his rights.

My question is: what was this all about? And why do cops continue to abuse their positions with impunity? Where is Mayor Potter and where are the city commissioners?

With a nine month investigation of the Oregon State Police on the Illegal killing of Fouad Kaady,of the 27 year old naked, unarmed, bleeding and burned man, on Sept. 8, 2005 by a Clackamas Sheriff and City of Sandy Police Officer we are getting near the end of the road for all Rouge Cops everwhere.

We formed an Independent Citizens Review Board, with a final determination called for the demotion or firing of Superintendent Ruecker, Oregon State Police for not amending their procedures to protect all Oregonian's when Police Officers witness other Police Officers Beating/Kicking a restrained person which is a violation of the state and federal constitutions.

The Governor in his possible re-election year will not demote nor fire Supt. Ruecker. The state attorney general sent a letter recently to our oversight board that only the governor has authority over the superintendent. We replied that federal agencies have already started an investigation and have all our documents to take action against the superintendent, governor and the attorney general as they are all derlict of their oath of protection of all people.

We will update on all progress on this case on this terrific web site and it will change policeing procedures, "Code of Conduct," training/retraining, and "Up the Command" reporting including the nations first truly "Independant" Citizens Review Board.

Today, throughout the U.S. there are only about 73 oversight police boards and not one of them are independent. In Los Angeles County there are about 69 cities, which makes it much less then 1 per cent of cities/counties throughout the U.S. have SO CALLED, oversight police boards.

Spread the good word and don't lose the faith.

but,

granted I know the crowd was sympathetic and on the right side and all, but DAMN IT, the crowd should have stopped those cops!!!! And I DO NOT mean the men of the crowd--because the police would have just tried to stomp on the men--I mean the women should have stepped in there and stopped it. They could have done it, and they should have.
People get mad at the government for not doing the right thing, because amongst the people are supposed to be bad guys and the government is paid to deal with them--but I feel completely reversed about the whole thing.....
I am madder at "the People" than I am at the cops. "We the People" are running this country, and standing around while five guys beat up another person who had already surrendered is no way to run a country!! And since we want to stop the violence, women must step up, since the police will view the men as a target.
Even if the police get physical with the women, which I'm sure they will, it will backfire for them.

your comment is misinformed. the police don't care what sex or gender you are. they will beat down women as surely as they beat down men. they will arrest women and charge them with obstruction, interference, or even assault on an officer, as surely as they will do to men. police often treat women brutally, police rape and sexually assault women in uniform.

it is important that we try as a community to put an end to police violence and abuse. but we are all equally obligated to step up.

if you want to talk about privilege, i will grant that white people should step up and resist when people of color cannot. but don't think the cops go easy on you for just being a woman.

There's indy video footage showing a sadist-cop spraying a small woman's eyes, up close, repeatedly, intentionally, while she was cowering between a couple newsboxes or whatever. I will never forget that footage. I felt grief & rage that Portland not only tolerates mentally-ill cops, but rewards them, promotes them. I've seen old women roughly shoved. Some cops are so cowardly & hateful that they restrain their violence for nobody.

And that it would backfire!!!
So, my conclusion is that men DO let their emotions get carried away and would RATHER RANT THAN READ, which is a waste of time and energy and is disrespectful to people who do care about issues, and ALSO DOES make them a target for the cops because they are so easy to trigger------and that YES, by commentary of people who remember how police treat people who are not white males, IT DOES SHOW THAT SUCH MOVES BACKFIRE.
So, maybe the men can "step up" by "stepping down?!"

I don't know if I am the only one who has been repeatedly lied to by certain members of the Portland Police Bureau.I am talking specifically about the petty harrassment downtown of anything that is at all out of the ordinary,or creative. Today,at about 10 am. I was cited twice for making too much noise by Officer Dobson. I no longer am going to cover up for this man. Whenever I see that guy,he is running somebody down to give them a ticket. Or he is giving me one. I play music on the streets. I am no criminal. It is my only goal to share my knowledge,put out a little tip jar for appreciation,and entertain folks who pass by. I choose one of the noisiest spots downtown. This guy,almost singlehandledly has tryed to ruin the artistic integrity,the very life blood,the flavor of our city. He runs over art like a Soviet Tank,and I,as a tax paying citizen,am sick of him and his crusade to bust everything in sight not wearing a suit jacket and/or tie,downtown.I don't know what happened to that African American dress wearing individual. They usually wait,which is my experience til nobody is around,and then they pounce,like predatory birds,trying to sometimes make up charges,and rough folks up. I am not talking about people who are on the America's Most wanted check list,but people like you and me. Folks say,it is just a process,but I hope somebody else puts some heat on these maniacs,when they are in the mood to stomp on us and our rights. I am not afraid of an ass kicking. But,since when are low paid,bicycle cops,and security people qualified to decide the fate of the rest of us,on our city streets? I am angry,hurt and tired of being harassed. I wasn't even given the opportunity to move along,or shut down my instrument. The last time I saw him,he called in the troops and they stepped on my keyboard so hard, as to make it unoperational. I asked the arresting officer,Mr. Dobson, for the phone number of the Citys' risk management people to get replacement value on my terminally damaged, musical instrument and don't you know,Mr. Dobson gave me a wrong number. He then told me that the only time he comes around is when their is a noise complaint.He told me to just pack up and move along,and everything will be fine. We could all get along. But,he couldn't even tell the truth about that. Today,he had two tickets already served up to give me. He had already written them out when he approached me. I guess I have already been warned once about having the audacity to play music downtown. Maybe,he is incapable of telling the truth. Or else the truth doesn't serve him. If certain members of the police are setting an example and designated to represent us all,and must regulate me and you,acting as role models to us all,as they claim to be,they are going to have to start walking the walk,not just talking the talk. That is all I have to say. I lived amongst the proud and the free Salish/Kootenai Indian People of Flathead Lake Montana,and a big hello goes out to my brothers and sisters in in Big Sky Country.They are well aware of the forked tongue of some white men. Anyone whom observed the above,try to remember the time of the incidient, so the NWCRC can track down the arrest logs and locate the person arrestted and
whom was doing the arresting at the scene in question above.

Also, more camera's are needed at the Fur Protest,and ready to go "on" instantly.
I was so concerned with stopping the attack upon on a (disabilty qualifyed)Fur Protest Participant and watching him run to safty,and see the Girl Cheerleader get knocked down,that I only took the Arrestting Photo's.
Take down or photograph Police car lisence Plates...they lead to whom was driving on that date and assigned to.

Kudo's to the 9 month investigation on Fouad Death and the Citizen's review Board.I took photo's of the Sherrif of that County at the recent National Alliance of the Menatally Ill's annual walkathon...he had a sherriff's team there whom raised money thru their team,(too bad he can't raise Fouad Kaady from the Dead !!!) what good are money and walkathon's without compliance
and a policy change...or just plain old securing your shotgun at he scene in the first place.......!!!!

I can't stand Gov Kulongoski anymore for refusing over sight onto the investigation of my concern's about us individuals harmed in RE: to what Pfizer Pharamcuticals did to us here in Oregon. But he sure Got back $30,000,000 in the Name of Tax payers.

It would not hurt to take your concerns to his election opposistion...

Please read the following data which is a condensed view of our organizations work to bring civility to policing, by starting at the heart of most illegal use of excessive force by the hands of out of control law enforcement officers as witnessed by other officers.

Will you support our efforts by contacting the superiors of the 6 top law enforcement officials named in this report to require them to comply to our requests of three steps to save physical/mental brutality, lethal force by rogue cops against in many cases completely innocent people?

1. Amend the Police "Code of Conduct" policy/procedures to include:

(A) Law enforcement supervisors and line officers are required to intervene when an officer uses excessive force.

Last Subject: Randall Edwards-Oregon State Treasurer refuses to take any action to save lives and millions of $ each year. United States Law Enforcement is two major steps towards a "Secret Police State!"

On July 24, 2007 Oregon Treasury Division responded to our Letter To All Oregonians with Randall Edwards full response, below is our reply to his response and two months later Mr. Edwards failed to take any action to save lives every year and many millions of dollars. Our final determination is Mr. Edwards is derelict of his duties to save money of the states funds whenever possible which would also make the law enforcement bureaus more effective and help stop the rogue cops illegal actions.

Subject: United States Law Enforcement Is Two Major Steps Towards "A Police State!" Washington County Sheriff Gordon refuses to protect the public from rogue cops

OPEN LETTER TO ALL OREGONIANS:

In the fall of 2005 after the horrific police action against Fouad
Kaady, the 27 year old man that needed medical help as he was naked,
bleeding, burned,in shock, and had no weapons when he was located near
the city of Sandy, Oregon a Sandy Police Officer and a Clackamas County
Sheriff didn't want to get blood on them, and left a Police shotgun
unsecured on top of a police vehicle. The Police tased Kaady twice and then the cops shot and killed Kaady with 7 bullets. The cops said, Kaady said I'm going to kill you, but many witnesses said they heard no threat from
Kaady against anyone. Per the F.B.I. that is non-justifiable homicide
as Kaady didn't attack anyone.

I called the top police official in the training division of Oregon
State Police and asked Lt.Fred, what must an officer do when he sees
another officer repeatedly beating/kicking a restrained person? Lt.
Fred said, the witnessing officer must assist in the arrest and report
the incident. I said what good would that do if the victim is maimed
for life or dies due to the police brutality? Not until I said I will
form a citizens oversight board did Lt. Fred say, I will take two steps
to make that change.

Seven months later Lt. Fred's top superior, Superintendent Ruecker failed
to reply to our letters and telephone calls to verify the changes we
requested to amend their policy/procedures, add new training and work
with our oversight board to require all officers and their supervisors
to intervene when an officer is using excessive force as it is
their duty too do so. We notified all Oregon State Legislators of this
non-response from Supt. Ruecker so they pressured Ruecker's superior which
forced Ruecker to send us their code of conduct and a cover letter
admitting that Ruecker had setup no specific data that we requested of changes to protect all Oregonians from police brutality. On December 1, 2006 Supt. Ruecker resigned as he said for the betterment of members, his family
and Oregonians. Lt. Fred also resigned in 2006 as he was pressured
too do so. On March 12, 2007 Supt. Ruecker's replacement, Acting Supt. McLain said in answer to my question as we secured on video/audio tape at his senate
hearing was, the person should file a complaint. If that was his family
member getting beaten would that be his same answer?

Sheriff Roberts of Clackamas County, their top cop failed to respond to
our registered letter for 6 months asking the same question so we
contacted all the Clackamas County Commissioners and they required
Roberts to respond to us. A repeat of NO changes in their
policy/procedures, training and they will not work with our oversight
board to protect all Oregonians from police brutality.

On July 4, 2006 we sent a registered letter to the Police Chief, Skelton
of Sandy, Oregon again asking for the same documents; policy/procedure,
training and reporting to our oversight board as stated above and
without any surprise to us NO response from the the police chief.

> On Feb. 20, 2007 I asked Portland Police Chief Sizer at a public meeting,Chief's Forum the same question, what would you do if you saw one of your officers repeatedly beating/kicking a restrained person? Chief Sizer said, I answered that question, which I replied that is a false statement! We received another video/audio tape that proves our allegation that Chief failed to respond to our police brutality question. We sent a registered letter to Chief Sizer to give her another chance to answer our dire question and she failed again to
respond as we received NO letter or telephone call on this matter from
her.

On June 18, 2007 Washington County Sheriff Rob Gordon replied to our, Open Letter To All Oregonians that he respects all the five top cops we named even though he doesn't know any of them, current policy/procedures
are working just fine, training in place is extensive and well thought out, and police oversight boards are too political to do an effective job. Sheriff Gordon failed to address our three steps to reform law enforcement until we asked him direct questions and amazing as it may seem he was the first of all the top cops we have highlighted that states, his supervisors, deputies and himself would intervene if an officer is repeatedly beating/kicking a restrained person. Will Sheriff Gordon amend his Code of Conduct policy/procedures, add new training and work with our oversight board, not in this lifetime.....he talks the talk but refuses to walk the walk.

Since the Nixon White house we have had a meltdown in personal
integrity.

All 6 top cops were made aware they are in violation of their sworn
oaths of office, and many violations of Oregon State and United States
Constitution Laws and that this data has been given to federal agencies
as our very top state officials, the governor & the attorney General
condone the 6 top cops wrong, illegal actions/inactions. The attorney
general was pressured to author a new bill, Senate Bill 111, "Police Excessive
Force" but refused to even consider our formal 3 amendments to the
senate bill to protect all Oregonians as stated above to all the 6 top
cops of Oregon.

The amendments we are requesting to the Code of Conduct should read:
1. Law Enforcement supervisors and line officers are required to intervene when an officer uses excessive force as it is their duty.
2. When officers are repeatedly beating/kicking a restrained person supervisors and line officers must stop the excessive force and arrest the offending officers.
3. If a person is not attacking anyone the F.B.I. state that if lethal force is used against a person that is unjustifiable homicide.
Without specific policy/procedures we will continue with police reports final determinations on excessive force use as, "No Department Police/Procedures violated."

WE THE PEOPLE, are convinced that from the very top Oregon State Officials, Governor Kulongoski, Attorney General Myers, former and current O.S.P Superintendent's Ruecker & McLain, Sheriff Roberts Clackamas County, Portland Police Chief Sizer, Police Chief Skelton City
of Sandy and Sheriff Gordon Washington County not only refuse to protect
all Oregonians from Rogue Cops, they don't care about the people that were killed in unjustifiable homicides by out of control cops which stole about 130 years away from Rubio, Kaady & Chasse men & shattered their families and friends lives. In the last 10 months these 3 cases were filed in the federal courts of Oregon and are expected to exceed over $100 million which will drain the funds to operate effective law enforcement agencies.
