A Boeing 767 out of Boston made an emergency landing Tuesday at Cleveland Hopkins International Airport due to concerns that it may have a bomb aboard, said Mayor Michael R. White.
White said the plane had been moved to a secure area of the airport, and was evacuated.
United identified the plane as Flight 93. The airline did say how many people were aboard the flight.
United said it was also "deeply concerned" about another flight, Flight 175, a Boeing 767, which was bound from Boston to Los Angeles.
On behalf of the airline CEO James Goodwin said: "The thoughts of everyone at United are with the passengers and crew of these flights. Our prayers are also with everyone on the ground who may have been involved.
"United is working with all the relevant authorities, including the FBI, to obtain further information on these flights," he said.

I am a television news reporter in Honolulu with over 30 years experience in journalism. I am gradually coming around to the idea that something is really fishy about the official 9/11 story. As Jeff Rense advises I have been reading and studying and trying to sort out fact from fiction. I do not actively investigate 911 professionally. (No local TV station, especially in Hawaii is going to touch that story.) But I am interested personally.
I had heard the story about Flight 93 landing in Cleveland, yet I had no way to know whether or not it was true. Recently I watched a program on The History Channel about how difficult it was to ground all the airliners in the air over and entering US airspace on 9/11. This program showed a DELTA airlines 767 that landed at Cleveland on that day. It was surrounded by SWAT teams, searched, and the passengers offloaded. The DELTA jet was then cleared. The video (I don't believe is doctored) clearly shows a DELTA jet.
I am not a debunker. I am sincerely curious and willing to accept the truth. Is it possible that the 767 referred to in your report is the Delta Airlines jet and not United Fl. 93?
This issue of 911 truth is very important. If the official story is not true (I believe it is not) then this country is really in trouble. So we have to be sure about everything that is reported.

The Hidden Role of NASA and the FBI in Cleveland

The Hollywood version of what happened to United Flight 93 has "set the record straight," boasts the senior counsel for the 9-11 Commission, while news reports and evidence tell a very different story.
The recently released Hollywood film titled United 93 by Universal Pictures is touted by John J. Farmer as being "closer to the truth than every account the government put out before the 9-11 Commission's investigation." Farmer was an attorney general of New Jersey and served as senior counsel for the 9-11 Commission.
"The facts of Sept. 11 are as simple as they are grim," Farmer wrote. "The passengers and crew aboard United Airlines Flight 93 really were alone. They were all that stood between the hijackers and the Capitol (or possibly the White House)," he wrote. "That is the core reality of that morning and United 93 gets it right."
But the facts about 9-11 are anything but simple and the egregious omissions and distortions of the politically appointed 9-11 Commission, which Farmer worked with, have only further complicated the story, as author David Ray Griffin points out in his analysis of the commission's seriously flawed report.
News reports and eyewitness testimony depict a very different fate having befallen United Flight 93 than either of those portrayed in the Hollywood film fabrication or the 9-11 Commission report.
On the morning of 9-11, for example, the Associated Press reported that United 93 made an emergency landing at Cleveland Hopkins International Airport. According to the official version, however, Flight 93 crashed into a reclaimed mine near Shanksville, Pennsylvania, shortly after 10 a.m.
The AP story clearly reported that United had identified the plane that landed at Cleveland as Flight 93. Cleveland's Mayor Michael R. White reportedly said the plane had landed due to suspicion that it had a bomb aboard.
The most obvious problem with the official version that Flight 93 crashed at the site near Shanksville is that the photographs and eyewitness accounts describe a crater too small for a such a large plane to have crashed into. The crater at the reclaimed mine was less than 20 feet across and about 6 feet deep. Yet the official version claims that into this crater a Boeing 757 airliner supposedly buried itself, the passengers, the cargo, and thousands of gallons of jet fuel.
Nena Lensbouer, who had prepared lunch for the workers at the scrap yard overlooking the crash site, said she was the first person to reach the crater. Lensbouer said that the crater was five to six feet deep and smaller than the 24-foot trailer in her front yard. She described the sound as "an explosion, like an atomic bomb" - not a crash.
Somerset County Coroner Wallace Miller, who was one of the first people to arrive at the crash site, said it looked as if someone took a scrap truck, dug a 10-foot ditch and dumped trash into it. Miller said there was nothing visible of human remains and that it was as if the plane had "stopped and let the passengers off before it crashed." He said that the most eerie thing about the site was that he hadn't seen a "single drop of blood."
Miller said he was stunned at how small the crater was. "I stopped being coroner after about 20 minutes," Miller said, "because there were no bodies there."
Asked how Flight 93 disappeared into the crater without leaving a trace, Bob Leverknight, an active member of the Air National Guard and correspondent with Somerset's Daily American, told AFP at the newspaper's office, "It [the ground] liquefied." However, one of the massive engines, Leverknight said, inexplicably bounced off the ground and was found at a considerable distance in the woods.
A second plane, identified as Delta 1989, was also reported to have landed at the Cleveland airport due to fears of sabotage. At a news conference, Mayor White identified the plane as a Boeing 767 flying from Boston to Los Angeles. It may be more than coincidence that both of the flights that allegedly struck the World Trade Center also originated at Boston's Logan Airport.
The Akron Beacon Journal reported that the mayor had stated that 200 passengers had been released from the plane at 11:15 a.m. The airport in Cleveland had been evacuated at 10 a.m. "Airline passengers and crew members were walking onto the highway to find their rides as no cars were allowed into the passenger drop off and pick up areas," the Journal reported.
The following day, Sept. 12, the Journal reported that an eyewitness had watched the Delta plane sitting near the I-X Center, which is a facility at the southeast edge of the airfield. It also reported that 78 passengers "were taken to NASA Glenn Research Center to be interviewed by FBI agents." The NASA facility is at the extreme northwest end of the airfield.
American Free Press called the former mayor at his 45-acre alpaca ranch, Seven Pines Alpacas in Newcomerstown, Ohio, to inquire about the events at the Cleveland airport on 9-11. White, however, was unwilling to discuss anything and cut the conversation short saying, "I'm out of the interview business."
On August 17, 2005, White's business associate and close friend, Nate Gray, was convicted of 36 criminal counts relating to bribery of public officials in four cities. Two days after the Gray conviction, Brent Larkin, in an editorial in the Cleveland Plain Dealer, wrote: "Now we know that, at the very least, White presided over a government that will forever be remembered as one of the most corrupt in the city's history."
The central figure in the corruption of the White administration appears to be Samuel H. Miller, co-chairman of the board of directors and treasurer of Forest City Enterprises, Inc., a family-run company with extensive real estate holdings which it owns or manages. The Ratner family, which Miller married into, controls Forest City Enterprises.
Ricardo Teamor, one of the co-defendants in the racketeering and extortion scheme with Nate Gray, told the FBI that Mayor White, Gray, and Miller had regular business dinners at the Ritz Carlton hotel for years. According to Teamor, Gray said that Miller controlled White and told the mayor what to do.
Miller was White's biggest financial backer when, as a little-known state senator, White ran for mayor in 1989.
Miller is also a national leader in Zionist and Jewish causes. He is, for example, the national chairman of the United Jewish Appeal (UJA), a past chairman of the Cleveland Jewish Welfare Fund and Israel Bonds, and a member of the board of trustees of the Jewish National Fund.
Miller is also the father of Aaron David Miller, who served for two decades at the Department of State as senior adviser to six Secretaries of State, where he was involved in formulating U.S. policy on the Middle East and the Arab-Israel peace process. Miller served as the Deputy Special Middle East Coordinator for Arab-Israeli negotiations and Senior Member of the State Department's Policy Planning Staff.
The UJA is the largest Zionist organization dedicated to raising money and support for Israel. Other individuals closely involved in 9-11, such as Larry Silverstein and Lewis Eisenberg have also held leadership positions in the UJA.
Eisenberg, the former chairman of the Port Authority of New York and New Jersey, personally arranged the privatization of the World Trade Center property in 2001 and supervised the negotiations that delivered the 99-year lease to Silverstein only six weeks before the attack. Eisenberg was later appointed finance chairman of the Republican National Committee.
AFP called Miller to ask what he knew about the events of 9-11 at the Cleveland airport. "Not a thing about it," Miller said. Asked about his relationship with Mayor White, Miller responded, "What business is that of yours?"

AFP called the NASA Glenn Research Center to ask about the passengers that were taken to the facility on 9-11. "No one was brought here," said a puzzled NASA spokesperson, who was among those evacuated on 9-11.
Mary Ethridge, a journalist with the Akron Beacon Journal, however, stood by the paper's report that the passengers had been interviewed by the FBI in the evacuated NASA facility.
The facts indicate that a leading Zionist controlled the corrupt mayor of Cleveland, who in turn controlled the airport where suspicious and secretive events occurred on 9-11 in an evacuated NASA facility. Furthermore, NASA was under the control of a Zionist, as was the FBI, which was under the control of Assistant Attorney General Michael Chertoff. Chertoff, as AFP discovered, is an Israeli national whose mother, Livia Eisen, was one of the first agents in Israel's military intelligence agency, the Mossad.
As with the dubious Apollo moon landings, the Zionist-controlled media and Hollywood play a key role in creating a fantasy version about 9-11 while suppressing the evidence that contradicts the illusion.

How does a Boeing 757 disappear into such a small crater without leaving any trace of itself ??

During his tenure as NASA's longest-serving Administrator, Daniel S. Goldin initiated a revolution to transform America's aeronautics and space program. Despite lower budgets, his "faster, better, cheaper" approach has enabled the Agency to deliver programs of high value to the American public without sacrificing safety.
When Goldin became Administrator in the spring of 1992, outside observers perceived the Agency to be a bloated bureaucracy pursuing missions that were too expensive, took too long to develop and flew too infrequently. NASA also was criticized for an imbalance between human and robotic missions.
Through Goldin's aggressive management reforms, annual budgets have been reduced, producing a $40 billion reduction from prior budget plans. He implemented a more balanced aeronautics and space program by reducing human space flight funding from 48 percent of NASA's total budget to 38 percent and increasing funding for science and aerospace technology from 31 to 43 percent.
In presenting Goldin with a 1998 Laurel Award for outstanding achievement in aviation and aerospace, Aviation Week & Space Technologymagazine said he has "delivered on his promise to reshape NASA into a model government agency."
During his tenure, the Agency's civil service workforce was reduced by about a third, while the Headquarters' civil service and contractor workforce was reduced by more than half. These reductions were accomplished without resorting to forced layoffs. At the same time, NASA's productivity gains climbed 40 percent.
Goldin also cut the time required to develop Earth- and space-science spacecraft by 40 percent and reduced the cost by two-thirds, while increasing the average number of missions launched per year about four times. During the same time, Space Shuttle costs were reduced by about a third, while all safety indicators and mission capabilities have achieved significant improvements.
The New York Timesreported that space analysts attribute the new era of revitalization at NASA "to the influence of Dan Goldin . . . (who) in 1992 started a vigorous campaign to make the agency's products smaller, cheaper, faster, and better. He is still pushing that agenda hard." This approach has been applied successfully to NASA's Earth climate observation missions. Under his leadership, the Earth Science program has been refocused to fly more spacecraft and collect more measurements for less than half the cost of what had been planned in 1992.
Defense Business,which named Goldin among the world's top 40 most influential defense-industry leaders, said he "has tightened the workforce, introduced a stunning array of new missions, including information-gathering journeys to the Moon and Mars, and become the major player in the embryonic International Space Station." In naming him one of the 100 most influential men and women in government, the National Journalobserved that "most space watchers say that Goldin is a brilliant visionary who brought NASA back from the brink of a black hole."
Nowhere has Goldin's vision been more evident than in his comprehensive strategy for space exploration. He initiated the Origins Program to understand how the Universe has evolved, to learn how life began on Earth and to see if life exists elsewhere. He led a rescue plan for the successful installation of a "contact lens" on the Hubble Space Telescope, leading to startling discoveries of the cosmos. Goldin challenged Origins planners to search for Earth-like planets within 100 light years of our planet. He also laid the foundation to complete the first scientific census of the solar system and to send the first probe into interstellar space.
Goldin has been a vigorous proponent for increased exploration of Mars and has established a series of robotic missions that will visit the planet every two years for the next decade. These missions are being developed in one-third the time and at one-tenth the cost of previous Mars expeditions. Featuring new technologies such as planetary rovers, penetrators and sample returns, these missions are designed to determine if life and water may have existed on Mars. These expeditions will be instrumental in the development of human missions to Mars that Goldin believes could occur early in the next century.
To expand opportunities for public and educational participation in the adventure of space exploration and research, Goldin directed NASA's program managers to incorporate Internet access into mission outreach plans. This new policy attracted over three-quarters of a billion "hits" for the Mars Pathfinder mission, while CNN reported an unprecedented half million hits per minute during its Webcast of STS-95, the mission which included John Glenn's return to flight. In 1998, Yahoo Internet Lifemagazine selected the NASA site as one of the 12 best on the World Wide Web, and for two consecutive years has named it the "Best Astronomy Internet Site."
Goldin played a pivotal role in redesigning the International Space Station. Starting with the Space Shuttle program, he has established a goal to transfer day-to-day space operations to the private sector. This will enable the Agency to dedicate its resources to long-term, high-risk research and development and help establish a permanent human presence beyond low Earth orbit. To ensure a robust future for the aerospace industry and to build new commercial opportunities in space tourism, he challenged NASA's Aero-Space Technology program to make space travel 10,000 times safer and 100 times cheaper.
Before coming to NASA, Goldin was Vice President and General Manager of the TRW Space and Technology Group in Redondo Beach, CA. During a 25-year career at TRW, Goldin led projects for America's defense and conceptualized and managed production of advanced communication spacecraft, space technologies and scientific instruments. He began his career at NASA's Lewis Research Center, Cleveland, OH, in 1962, and worked on electric propulsion systems for human interplanetary travel.
Goldin is a member of the National Academy of Engineers and a Fellow of the American Institute of Aeronautics and Astronautics.

Previously called the Lewis Research Center, NASA's leading center for research and development of aerospace propulsion systems in all flight regimes from subsonic to hypersonic. GRC also carries out research in fluid physics, combustion science, and some materials science, especially with regard to microgravity applications. Many Space Shuttle and International Space Station (ISS) science missions have an experiment managed by Glenn, and the Center has designed power and propulsion systems for spaceflight in support of the ISS, Mars Pathfinder, and Deep Space 1. In addition, Glenn leads NASA's Space Communications Program including the operation of the ACTS (Advanced Communications Technology Satellite).
Established in 1941 by NACA (the National Advisory Committee for Aeronautics), the Center was named after NACA research director George W. Lewis shortly after his death in 1948. Gordon took issue with Goldin's frequent description of a shift in research focus from "evolutionary" to "revolutionary" noting that he had heard all of this several years ago yet the program continues to shrink. Gordon also expressed concern about cancellation by NASA of several university-based programs noting that this strategy was akin to "robbing Peter to pay Paul". In closing, Gordon asked Goldin why NASA was "subsidizing" the Department of Defense to the tune of $27 million on an Athena launch vehicle.
Goldin then proceeded with his presentation.. For starters he showed the razzle dazzle feel good video he showed at NASA's FY 2002 budget conference several months ago. He then skipped through his prepared comments noting that the net result of the FY 2002 budget was a more robust Mars exploration program with problems resoled on the Gravity Probe B and Europa Orbiter programs. These problems were "resolved" with money raised by the cancellation of MUSES CN, Pluto Kuiper Express, and Solar Probe as well as the termination of programs of lesser priority such as preparatory humans to [Bush's baby] Mars research.
GOLDIN IS MEETING WITH THE NATIONAL RECONNAISSANCE OFFICE IN JULY 2001:
"Goldin replied that this will be brought up at his next meeting with SIG space at DOD and the Director of the NRO (National Reconnaissance Office) on 7 July 2001."

Weldon then asked Goldin to describe NASA's current commercialization efforts on the ISS "now that you have it up there." Goldin replied that there were four main points that NASA was following as it moved towards commercialization efforts: NASA would make a commitment to economic development; that there be a broad scope given to market realities; that these efforts not rely upon government funds - but rather seek to entice the private sector to put its own capital at risk; and that these efforts have no impact on ISS safety.
Weldon asked Goldin to describe what is meant by :"Shuttle privatization" in the President's FY 202 budget "Blueprint". Goldin replied that a challenge lay ahead with implementation of Phase II of the SFOC. He said that this would be a real test of people's dedication. Three things are on the table; External Tank (ET) operations at Michoud (Lockheed Martin); SSME - Space Shuttle Main Engines (Boeing) and the SRM - Solid Rocket Motors (Alliant Tech Systems).
Goldin said that the test would be whether Boeing would allow the ET operations to be moved to USA (United Space Alliance - a joint Boeing/Lockheed Martin company); and that Lockheed Martin would do the same for SSME work. "These companies have to 'let go '" Goldin said. "This is going to take a lot of adult supervision". He added.
Rep. Lampson (D-TX) then cited a letter from USRA - the Universities Space Research Association - that expressed concerns about cuts to NASA's cuts in space station science. Lampson said that "I am having a hard time explaining to my constituents why we are building a Space Station if a millionaire can go there while research funding is being cut." He then asked Goldin (with regard to the impact Tito's visit is having on ISS operations) what the cost to NASA is for Tito's visit.
Goldin replied that much of what was being circulated in the media - such NASA being against the idea of having visitors to the space station - is not true. He said "the current situation ahs put a lot of stress on people at NASA". "I don't know how he got the contract to go there, but this stress is real. "There are provisions in the IGA wherein NASA can recover costs, from Russia" Goldin said. "We will do an assessment - and will get redress and reimbursement."
Goldin shifted the conversation a bit by saying that he and NASA had conversations with filmmaker James Cameron about his expressed interest in going to the ISS. Goldin cited comments in the New York post wherein Cameron is quoted as saying "It has to be done with the blessing of the international partners". Goldin said that Cameron had decided to wait until such time as the procedures were in place for visitors to the ISS. Goldin was clearly enamoured with Cameron's comments referring to him as an "American Patriot".

Rep. Jackson-Lee (D-TX) opened by saying that she was "very concerned. Every time we have asked you to tighten your belt - you have done so." She then asked "If you could increase your budget - how would you do so?" Goldin replied that he "declined the invitation to talk about additional money" - and that he "supported the President's budget." [Heil! Well, that came out fast.]

In 2003, Goldin was selected to be the ninth president of Boston University, but his contract was terminated a day before he took office at a cost of $1.8 million...In the summer of 2003, following the resignation of its eighth president Jon Westling, the Trustees of Boston University voted unanimously to offer the presidency of the university to Daniel S. Goldin, former administrator of NASA under Presidents George H.W. Bush, Bill Clinton, and George W. Bush. Goldin was set to take over the job on November 1, 2003 and be officially inaugurated on November 17 [exactly two years after he leaves NASA], though the deal collapsed in the week leading up to his arrival in Boston. The University eventually terminated Mr. Goldin's contract at a cost of $1.8 million,... Goldin was pushed to the top of the list by a Yalie, John Robert Silber (born August 15, 1926), the previous controversial former president of Boston University. He was born in San Antonio, Texas. Silber graduated from Trinity University in 1947. He then spent a year at Yale Divinity School and a semester at the University of Texas School of Law before returning to Yale University to earn his Ph.D. in philosophy. His philosophical work focused primarily on Kant and issues on the philosophy of education. He taught philosophy at Yale for 5 years, and then at the University of Texas at Austin where he chaired the Department of Philosophy from 1961 to 1967, when he became Dean of the College of Arts and Sciences. ... He became the President of Boston University in 1971, and in 1996 became chancellor after stepping down as president. With an annual salary that reached $800,000, Silber ranked as one of the highest paid college presidents in the nation. That same year he was appointed by William Weld to serve as head of the Massachusetts Board of Education. [The Weld Family are very high financial families, and very much connected to Skull and Bones.]
QUESTION: Does NASA Administrator David S. Goldin take a special trip to Israel in 2001 to meet with high Israeli politicans before or after his July 2001 visit to the 9-11 war gaming NRO? Why does he resign so soon after 9-11, on November 17, 2001, particularly since he has such a history of being a good "Bush family 'yes' man," appointed by George H. W. Bush himself?
JUST TO TAKE US TO THE PRESENT IN NASA:
The next administrator of NASA, appointed by Baby Bush, was Sean O'Keefe (born January 27, 1956), the 10th Administrator of NASA, from December 2001 to February 2005. His tenure was marked by a mix of triumph and tragedy, ranging from the tremendous success of the Mars rovers to the disintegration of the Space Shuttle Columbia.
Sean O'Keefe is another "Bush family yes man", since George H. W. Bush appointed him as well, to Secretary of the Navy in 1992-3.
O'Keefe came from a background in accounting, and as such was the first NASA Administrator to have no formal training in science or engineering. O'Keefe changed the organizational structure of NASA senior management so that a small staff within headquarters were the only people who reported to him directly. Many senior managers who had formerly reported directly to the Administrator, including the Center directors, were now restricted to reporting to those under O'Keefe. Ironically, the same organizational change had been made twenty years earlier under Administrator James Beggs, and the bureaucratic remove was implicated as part of the dysfunctioning management culture that contributed to the loss of the Space Shuttle Challenger.
In April 2004, O'Keefe forbade astronauts Steve Robinson and Stephanie Wilson and other NASA scientists from travelling to Israel, saying it was too dangerous. Robinson, Wilson, and the other NASA scientists were due to attend an Israel Space Agency (ISA) science conference centered on the results of the scientific research performed by Ilan Ramon, the first ever Israeli to fly in space, on the final flight of the Columbia. This was the only research from the Columbia mission that was transmitted to the Earth prior to the attempted landing, and so the only science results to be saved from that mission. Besides the scientists from NASA and Israel, other scientists from Italy, Switzerland, Germany and Greece were committed to attending the conference. Israeli Science and Technology Minister Eliezer Sandberg vehemently criticised NASA for this decision....
Later in 2004, O'Keefe again drew popular criticism for going on tour to openly campaign for President Bush's re-election effort.
O'Keefe also responded to President Bush's Vision for Exploration by hiring retired Navy Admiral Craig E. Steidle as an associate administrator in charge of that effort, and by producing a mission architecture based on four launches of medium-lift vehicles and four space rendezvous per mission. This so-called "quadruple-quadruple" or Q-Q mission architecture was derided by famed astronautical engineer Robert Zubrin as "clearly unworkable", "nonsensical", "pure bullsh--", and "a measure of [O'Keefe's] unfitness for his position..." While Admiral Steidle infamously emphasized "systems of systems" and "spiral development" in a plan to develop a long series of incrementally modified hardware elements, incoming NASA chief Mike Griffin told Congress "I hate the term 'spiral development' - I hate buzzwords in general."  [The next administrator, more knowledgeable,] Griffin immediately scrapped the Q-Q architecture and started over in designing the Vision for Exploration mission architecture, sixteen months after the Vision mandate had been given.
Career outside NASA
Sean O'Keefe is currently the chancellor of Louisiana State University, having replaced the out-going chancellor, Mark Emmert.. [Louisana State University did the "disaster drill" the catastrophic hurricane plan hitting New Orleans, during this period, to plan out exactly what might (or should) happen.] Before his jobs at LSU and NASA, Sean O'Keefe served as Deputy Director of the Office of Management and Budget from January to December 2001, a job that strengthened his reputation, in the eyes of some, as a "bean counter" -- someone who counts every penny.
Prior to that, O'Keefe served as United States Secretary of the Navy from 1992-1993 under President George H. W. Bush.....Before serving as Secretary of the Navy, O'Keefe had been Comptroller and Chief Financial Officer of the Department of Defense since 1989. [The same position as Dov Zackheim during 9-11.] Before joining the Department of Defense, he served on the United States Senate Committee on Appropriations staff for eight years, and was Staff Director of the Defense Appropriations Subcommittee.

Dr. Michael Douglas Griffin (born November 1, 1949 in Aberdeen, Maryland) is the current NASA Administrator. As the chief of America's space agency, Dr. Griffin is responsible for such areas as the future of human spaceflight and the fate of the Hubble telescope. Upon assuming the leadership of NASA, Dr Griffin quickly became known for an agenda of aggressive change for the agency, as well as for his self-deprecating candor, introducing himself as "a simple aerospace engineer from a small town." He began pronouncing his new agenda as early as his Senate confirmation hearing (see current plans for NASA below).
He had previously worked at NASA including as Associate Administrator for Exploration.
When he was nominated as NASA chief, Dr Griffin was working as the head of the Space Department at the Johns Hopkins University Applied Physics Laboratory (APL) in Laurel, Maryland. Dr. Griffin strongly supports President Bush's plan to return [sic] humans to the Moon and Mars, a plan that was also strongly supported by Dr Griffin's predecessor as NASA chief, Sean O'Keefe.
However, the broad agreement between Dr Griffin and O'Keefe has not extended to every aspect of NASA, as Griffin has shown a willingness to reconsider some of his predecessor's specific decisions...[toward the same goals].
