Police violence near main library

Police pepper-spray and repeatedly use taser on young black man near the Downtown Library on 10th Avenue between Yamhill and Taylor.
Does anyone know anything about this? This is from the LiveJournal group damnportlanders, which I am a member of:

Did anyone witness the whole kerfuffle by the central library tonight at 6 pm? A group of teenagers/ young 20-somethings with faces painted white celebrating Halloween seem to have had a run-in with the police. When I arrived, I saw one of them, who I later learned was a 16-year-old girl, being slammed against a police cruiser, and then brought to the ground. Her group of friends (I presume) were yelling from across the street, understandably distressed.

Another kid, who appeared to be older but who knows, started crossing the street away from the cops (in response to what, I don't know), and was chased by two officers who maced him. The mace hit the back of his leather jacket, and he continued walking. Two more cruisers come screaming down the street, the cops race out of it, and four to six of them seize him. About a minute later, he's on the ground surrounded by four to six cops, who are now tazering him. I didn't witness the entire event, because I arrived as it was happening, and not everything that went on was in my line of sight, but I can say with a reasonable degree of certainty that the kid did nothing particularly violent to warrant the tazering. And once he was on the ground screaming and incapacitated, the cops tazered him again. And then they did it again. And one more time for good measure.

Oh yeah: the group of kids were of varying races, but this particular one was black.

Does anyone know how this began? I'm really shaken.
