5. excuse for corporate subsidized 'development' and "urban renewal", 100 billion dollars estimated federal funds available. Bush 2004 Campaign head Joe Allbaugh (previously of war profiterring of Iraq, and Bush's 9-11 FEMA head, before Michael Brown) rushes to organize "private corprate response to Katrina." In other words, use his Bush and FEMA connections to get disaster contracts for Bush connected organizations. Profit all the way.

6. NATO's "dry run" of Plan Balboa: test out Plan Balboa's "rehearsal" (it is written into the plan), including electronic jamming of communication over large civilian areas, stopping/arresting of media, as called for in this invasion of Venezuela plan by US/NATO. (Northcom is staffed by NATO). This is breaking the Constitution, an impeachable offense.

8. ethnic cleansing of highly coveted urban real estate, owned and operated by a majority Black Americans in New Orleans. Military is expeling them unconstitutionally from their property. This is breaking the Constitution ("secure in their persons and effects"), an impeachable offense.

LATE MORNING - LEVEE BREACHED: "A large section of the vital 17th Street Canal levee, where it connects to the brand new 'hurricane proof' Old Hammond Highway bridge, gave way late Monday morning in Bucktown after Katrina's fiercest winds were well north." EARLY MORNING, 4 a.m.: There were reports of many explosions heard in New Orleans, officials claim they were 'transformers blowing up.' Total Information Analysis has reported a claim by intelligence expert Tom Heneghen that 25 earwitnesses cited explosions immediately before the levee breach. Similar reports are now appearing in many web blogs: "He also mentioned that right before the mass flood there was a loud sound like an explosion." - News from St. Bernard

"I'll tell you the worst thing I've heard and I heard it from my mother. She said she heard several blasts - big booms - right before the levees broke. Several blasts and then all the water came pouring in." - aangirfan Although these are obviously not authoritative sources of information, it is interesting to note how many local people are reporting this. So interesting in fact that the mainstream has picked up on it in places. The Washington Post reported on the comments of a retired school teacher: "Mullen has a schoolteacher's kindly demeanor, so it was jarring to hear him say he suspected that the levee breaks had somehow been engineered to keep the wealthy French Quarter and Garden District dry at the expense of poor black neighborhoods like the Lower Ninth Ward -- a suspicion I heard from many other black survivors." The Globe and Mail is also carrying a similar story ABC World News Tonight carried a report which contained an interview with a local, who described how a floating barge had rammed the levee. The man seemed convinced that the levee was purposefully broken. A transcript of which has appeared on the net.


MIDDAY - CHERTOFF FINALLY BECOMES AWARE THAT LEVEE HAS FAILED: "It was on Tuesday that the levee-may have been overnight Monday to Tuesday-that the levee started to break. And it was midday Tuesday that I became aware of the fact that there was no possibility of plugging the gap and that essentially the lake was going to start to drain into the city." PENTAGON CLAIMS THERE ARE ENOUGH NATIONAL GUARD TROOPS IN REGION: "Pentagon spokesman Lawrence Di Rita said the states have adequate National Guard units to handle the hurricane needs." [WWL-TV]

MASS LOOTING "REPORTED," SECURITY SHORTAGE "CITED:" Supposedly it is claimed, "The looting is out of control. The French Quarter has been attacked," Councilwoman Jackie Clarkson said. "We're using exhausted, scarce police to control looting when they should be used for search and rescue while we still have people on rooftops." [AP] However, most of the "violence" stories in the media are bold faced lies: simply planted in the media as stories, and totally non-existent: [ link to www.alternet.org ]

"The police, for example, confiscated a single knife from a refugee in one Baton Rouge shelter," Witt reported. "There were no riots in Baton Rouge. There were no armed hordes." Yet the panic was enough for Baton Rouge Mayor-President Kip Holden to impose a curfew on the city's largest shelter, and to warn darkly about "New Orleans thugs." Even before evacuees could get comfy in Houston's Astrodome, rumors were flying that the refugees had already raped their first victim, just like that 7-year-old in the Superdome, or the babies in the Convention Center who got their throats slit. Not only was the Astrodome rape invented out of whole cloth, so, perhaps was the case reported 'round the globe of at least one prepubescent being raped and murdered in New Orleans' iconic sports arena. "We don't have any substantiated rapes," New Orleans Police superintendent Edwin Compass said Monday, according to the Guardian. "We will investigate if the individuals come forward." The British paper further pointed out that, "While many claim they happened, no witnesses, survivors or survivors' relatives have come forward. Nor has the source for the story of the murdered babies, or indeed their bodies, been found. And while the floor of the convention center toilets were indeed covered in excrement, the Guardian found no corpses." As Katrina wiped out New Orleans' communications infrastructure, and while key federal officials repeatedly expressed less knowledge than cable television reporters, panicky rumors quickly rushed in to fill the void. Many of them have shared the exact same theme--unspeakable urban ultra-violence, perpetuated by the overwhelmingly black population. St. Tammany Parish President Kevin Davis issued a statement Monday that "Rumors are flying and being repeated occasionally in the media that describe supposed criminal actions in St. Tammany Parish. These rumors are NOT true." Police superintendent Compass had to fend off media-echoed accusations that his beleagured force "stood by while women were raped and people were beaten."

U.S.S. BATAAN SITS OFF SHORE, VIRTUALLY UNUSED: "The USS Bataan, a 844-foot ship designed to dispatch Marines in amphibious assaults, has helicopters, doctors, hospital beds, food and water. It also can make its own water, up to 100,000 gallons a day. And it just happened to be in the Gulf of Mexico when Katrina came roaring ashore. The Bataan rode out the storm and then followed it toward shore, awaiting relief orders. Helicopter pilots flying from its deck were some of the first to begin plucking stranded New Orleans residents. But now the Bataan's hospital facilities, including six operating rooms and beds for 600 patients, are empty." [Chicago Tribune]


BY 5 P.M.: The London Observer carried an intriguing story of a man named Correll Williams, a 19-year-old meat cutter. The article states that: "Williams only left his apartment after the authorities took the decision to flood his district in an apparent attempt to sluice out some of the water that had submerged a neighbouring district. Like hundreds of others he had heard the news of the decision to flood his district on the radio. The authorities had given people in the district until 5pm on Tuesday to get out - after that they would open the floodgates."

TENS OF THOUSANDS TRAPPED IN SUPERDOME; CONDITIONS DETERIORATE: "A 2-year-old girl slept in a pool of urine. Crack vials littered a restroom. Blood stained the walls next to vending machines smashed by teenagers. 'We pee on the floor. We are like animals,' said Taffany Smith, 25, as she cradled her 3-week-old son, Terry. ... By Wednesday, it had degenerated into horror. ... At least two people, including a child, have been raped. At least three people have died, including one man who jumped 50 feet to his death, saying he had nothing left to live for. There is no sanitation. The stench is overwhelming.""
