GRESHAM -- A man shot and killed by police Thursday after a bizarre chain of events outside Sandy has been identified as a 27-year-old Gresham man.
Detective Jim Strovink, a spokesman for the Clackamas County Sheriff's Office, said Foud Kaady -- described as bloody, naked and combative, and suspected in at least three hit-and-run crashes -- was shot by a Sandy Police Department officer or a Clackamas County Sheriff's deputy, or both.
"We just can't say right now," Strovink said. "At least one of them fired."
The names of the officer and deputy are expected to be released today, he said. Both men have been placed on paid administrative leave.
The shooting shortly before 2 p.m. capped a string of events that began about 30 minutes earlier with the report of a hit-and-run crash in the 13000 block of Southeast Bluff Road. Police think Kaady subsequently plowed his car into at least two other vehicles. His car eventually caught fire.
One witness told police he saw the burning car and a naked man, covered in blood, standing in the woods near Southeast 362nd Avenue. The man, a surveyor working in the area, approached and asked the bloody man whether he was all right.
The man kicked the surveyor in the chest, Strovink said.
A woman told police that a naked man, covered in what appeared to be red paint, jumped onto her moving car and began banging on the sunroof.
A deputy and a Sandy officer caught up with the man in the middle of 362nd Avenue a short time later, Strovink said.
In an attempt to subdue Kaady, the deputy and officer several times fired Tasers -- a stun gun that delivers 50,000 volts of electricity through barbs fired into the skin -- but the weapon had no effect on him.
"He seemed to be desensitized to pain," Strovink said. "He was naked, barefoot and had been running through briars and blackberry bushes. One witness said he looked 'painted' by blood."
After Kaady climbed on top of a patrol car, the officers felt their lives were in danger, Strovink said, and one or both fired, striking Kaady. He was pronounced dead at the scene of at least one gunshot wound.
It will take at least two weeks to get the results of blood tests on Kaady, officials said.
Strovink said Kaady had no criminal record. Witnesses initially reported that Kaady was armed, perhaps with a shotgun, but police said they have not recovered a weapon.
Strovink said investigators from the county's major crimes team are investigating and are asking for help from anyone who knows Kaady or knows of his actions and whereabouts before the incident. Anyone with information can call the Clackamas County Sheriff's Office tips line at 503-723-4949.
The officers felt their life was in danger because they believed he was armed. Excuse me let me say that again. THEY BELIEVED HE WAS ARMED. Ok one last time, THEY FUCKING BELIEVED HE WAS ARMED. ARMED WITH A GUN. Hmm still dont get it, HE WAS NAKED. How the fuck could he be hiding a gun if he was naked. What is he gonna do shove a gun up his ass? Wow. Cops must be really stupid these days. Fouad was burned severely by the fire in the car, that is why he was in such a state of mind. The family was told that he was not recognizable; didn't the stupid cops see that he was burned and frantic. We still don't know the whole story, and I am very sorry for his parents. I can't bring myself to go to his funeral as the outrage of this stupid act is n=more than I can handle. the community he was part of will not let this just slip away; the Arab community in Portland is not as outspoken as other minorities are since it seems we are all seen as terrorists no matter what we say or how long we have been US Citizens.
I have heard so much from the family about this, yet there is no closure? What happened? and how can mulpiple officers feel that there life's were in danger from an un-armed severely burned victim. I was told that the car caught fire while he was in it and that is why he lost control and ended up taking his clothes off due to the flames. I guarantee the police had better supply his clothing to prove so, the family will not stand for anything less.
As to why he supposedly kicked some guy in the chest? I cannot answer that. But these rediculous witnesses that say he had a gun; oops, later is might have been a shotgun are F*&^king blind idiots.
A statement by the Clackamas County Sheriffs Office indicates that the decision to "transition to lethal force and shoot the subject to reduce the threat posed," begs the question: Just what type of risk does a naked, bloody, unarmed man pose to two armed policemen within a controlled perimeter? Their actions seem even more strange than the behavior of Mr. Kaady in the moments prior to his death. If, as the evidence gathered thus far indicates, he was unarmed then the decision to shoot to kill constitutes little more than a tragic combination of incompetence, fear, and horrible judgement. And that's if we're lucky. The only other alternative is that this was an act of vigilante justice carried out by people who were hired by the public sector, and paid for by our tax dollars, to "protect and serve." People who, instead of attempting to contain a bizarre and confusing situation, opted to cut the legal system out of the loop by dispensing immediate justice on their own terms, with no other side to the story possible; afterall, dead men tell no tales.
As a society, we can only hope that incompetence is at the heart of this sad and terrible incident; the other possibility is almost too frightening to comprehend. With this hope in mind, one has to wonder mechanisms are in place to "screen out" police academy recruits who are clearly incapable of distinuishing a real life-threatening situation from one that is merely difficult and, admittedly, strange. Were the officers worried that Mr. Kaady would bleed on them? That he would kick them? That he would scream in pain from the burns covering parts of his body?
Or, if we must entertain the other possibility, were they simply tired of dealing with someone who, in their minds, no longer deserved to live?

i live in eugene, so i know all to well about inept police departments! it seems like i have heard stories about police shootings in portland recently. I heard about this ordeal from a friend of mine who knows mr. kaady's sister. he has not talked to her yet but he told me a story that dosent really match up with the story of the police. apparently he had gotten in ONE fender bender w/ a women and they decided to not get police and insurance companies (both pretty worthless agencies if you ask me) involved. the police saw this happened and followed mr. kaady (probably b/c he was of arab heritage). his car caught on fire probably from the crash and he jumped out of the car before it stopped (this is probably when the car might have hit other cars). i would leave the scene to if i was on fire, a pretty good excuse if you ask me!! he wasnt bloody, he was burned, he wasnt armed he was naked, he wasnt hostile he was in pain and confused. even if mr. kaady was hostile there are other courses of action to take to combat his behavior. as far as him banging on the womans car he was probably asking for medical attention after being severly burned. i like how the quote in this article from the detective and not the witness, good work. oh and jack your comment is a bit insensitive, its easy to say when you dont know him, try to explain that to his family. other than that i agree with all of these posts and im interested to see what b.s. the police will come up with next? if i were a memeber of his family i wouldnt take the polices toxicology reports word for it, i'd have my own autopsy preformed. if any member of his family reads this post i just want them to know that i am deeply upset by there loss and even though all the apologies in the world cant bring him back i just want you to know that your in our minds and our (@ least my) heart goes out to you!
i was just reading my post (probably should have done this before i sent it in huh?) and i noticed that i use there instead of their and your instead of you're, there are probably some spelling errors too but as the police in this instance w/ mr. kaady shows us...everyone f**ks up sometimes (mine just happened to be w/ word choice, a little less serious than say killing somebody!!!
He was also a cousin of mine. I didn't know it was him I'd heard about on the news until the next day. Even when I heard the TINY BLURB on the news I thought to myself "where the hell would a naked man be concealing a gun?" At one point this year there were four police shootings resulting in the deaths of citizens and none were investigated properly. We have a founded copwatch in this city, and I think it's high time we fight back to this serious injustice. This case will not go quietly, I assure you. I think what we need to do now is stand behind the Kaady family, show care and support, and let them know that they are not alone in this battle. I also find it utterly rediculous that the sheriffs department is doing an internal investigation, which will obviously turn out in its own favor. The family is seeking legal support, and could probably use funds to do so. I urge you to help them through this travesty of justice.
I was not prepared to hear that Foud Kaady was involved in this activity. My heart is at the same time angered and incredibly saddened by this horrific event. It sickens me to see how the media portrays individuals and the law enforcement. If you knew this man, you would know that he comes from a close-knit family, that is full of love. He would never intentionally hurt anyone. I lived near Foud, and recently ran into him three weeks ago. He was doing great. He told me he was working and happy in his apartment in Portland.
I am appalled by the actions the police took. Why on earth would they shoot this man? I agree with the first commenter. If they felt this necessary at all, could they not shoot an arm or leg. The police are supposed to be trained to use a gun. Well at least you would think they are. Of course, I believe the use of a gun was an unncessary evil. I hope the police involved understand that justice will be served, and that they will have to live their life knowing that they made a terrible mistake.
One can really never know if this was a racially motivated response from the police. At this time, I wouldn't doubt it.

There is so much that has already been said about this horrible occurance but what strikes me as something overlooked is that this man was a good man portrayed as a monster drug addict for "shock value" and to cover up police errors on the news. Since more of this story has come to light has there been any recant by the media on the slanderous things they described a good man as? The answer is no. What this means is that anyone who heard the blurb on the news about it who questioned how a naked man had a weapon has to go out and seek the information. Most people will not do this and even though they may have questioned it at first, like most things shady, it will fade from memory and they will only know what the media told them. The protests against the police are good. Getting those irresponsible officers off the force is better. Justice will not be served until those things have taken place and the media responsibly tells the TRUE story to everyone and shows this man as he really was. The victim of an accident who was further victimized by trigger happy rambo style police work. If these are the people who protect us from criminals they should be held to the same standards as the criminals when they become one themselves.
i met foud kaady when i was in high school and he was a baby.i watched him grow into a good descent respectible man.i am good friends with most of his family and i am truly saddened by the senseless taking of fouds life. i was a volunteer firefighter for several years and have seen both burn victims and head trauma.
how can these so called police officers justify killing a unarmed bloody burnt naked man.this man has never even touched a gun in his life. when we tried to get foud to go hunting he said no thankyou luna i dont like to hurt things. every time he was at our home he always was a polite young man, and when i would stop by his home he would always ask if i was hungery or thirsty. this man should have never been shot to death,if i or any other human being was on fire the first thing you would want off is your burning clothes. second if you had hit three vehicles what is the likelihood you would have a head injury. these officers that killed this fine young man are off work on paid leave enjoying thier familys, while fouds family and friends will mourn our loss for the rest our lives these guys are off having fun somewhere. these men need to be held accountable for thier disreguard of human life. if i or anyone else killed some naked burnt bleeding man for jumping on the hood our car we would spend a long time behind bars, exactly were these two belong.i hope justice will be served and my thoughts and prayers go out to fouds family. thankyou,luna....
Though I did not know this man personally, he is a relative of my husband and that makes us all family. After reading the numberous articles about this horrific incident, I could not beleive my eyes. I do not understand what would be so threatening about a naked man with no place at all to hide any type of force to use against these morons of police officers. Why is it that we have criminals and rapists walking around and are able to live and socialize with people that can be potential victims when innocent people are brought to their death by stupid mistakes of those that are suppose to "serve to protect"...protect whom? The ones that are loose and out of jail on bail or protect those leading honest and good lives in the community and contributing to that community. I dont know the status of the lebanese community in Portland and whether or not they are discriminated against, but what I do know is that wherever we are in the USA unfortunately we will be discriminated against because of the September 11. This is neither fair nor correct. Maybe if people were not so ignorant then these things and these assumptions would not be issues. If anyone knows a lebanese person, they would 99% say that the majority are great, war, caring people that are so welcoming. We go out of our way to help others and Iam not exaggerating when I say this. I am not going to bach any other race or culture but the idea intended here was clearly stated. God bless this young mans soul and help his family to deal with this devastating time. Just going over some of the comments found on the shooting death, "murder " of Foud Kaady. Thought that your comments (dlaw4) were articulate and to the point. This shooting upset me to the point that I have had to wait until now to get back to it and see what's been written. Didn't find too much in the way of follow up investigation or facts on this. I'm sure the powers that be will do their best with the help of the media to deep six as much as they can on this one. Just one of the many things I question in a situation such as this is: What were the blood test results of the officers involved in this shooting? Of course there were none because they belong to a powerful union that shields them from this accountability that any other citizen would face if they were involved in a traffic or work associated accident where there was serious injury or death. No one ever seems to mention or question this and it amazes me that this is the accepted status quo, especially when one considers the stats concerning alcohol & drug abuse, domestic violence,
& violent anti-social behavior seen daily in the press concerning members of this select group we refer to as law enforcement.
I hope that the anger and sence of outrage and injustice that people are feeling over this terrible tregedy does not fade too quickly. All accounts from friends, family, & aquaimtences, suggest that Foud was a wonderful and special human being whose life was wiped out in an instant unjustly. I hesitated to rush to judgment on this one, but having now read everything I could find on this think it is safe to say that Foud's death was a senseless act of violence, stupidity and most definately a cowardly act. It's good that people are focused on the acts of the Sany P.D. but please dont forget that a Clackamas County deputy was just as responsible for this horrendous act. I have been involved in investigations into misconduct,perjury,excessive force, brutality, and general dishonesty over the years that in volve Clackamas deputies and have to say that the current administration seems to bee more corrupt and unresponsive to the publicthat the previous two. I have had noted attorneys tell me in disgust that Clackamas County is the filthiest cesspool of corruption they have ever ran up against and my experiences confirm this. It may take time but I hope everyone sticks with this one and demands justice. At the very least, neither of these cowardly killers should ever be able to be in a posistion to use deadly force or possess weapons again. We have seen Portland shut down for an entire day at times to accomidate the funeral of a fallen officer. Is a citizen's life worth any less? Why aren't we organising to have people come from all across the nation to march in honor of this good man's life and memory? Foud Kaadys life and the circumstances of his death desrve every bit as much media and public attention as a fallen officer or sodier.
Our Law Enforcement Agencies Reflect Community Values
In April, 2000, San Diego County Sheriff's deputies shot to death a homeless man in front of a Burger King Restaurant because he was carrying a stick they claimed created in them a "fear for their lives." In that case the Sheriff's own internal investigation cleared the officers of any wrongdoing and no other investigations took place. However, as a result of the public's outrage over the incident, San Diego Sheriff's deputies finally began using "non-lethal" means of restraining suspects.
Today, Foud Kaady's family asked a grand jury why their loved one is dead. Why those officers involved failed to value the life of Foud Kaady even a fraction as much as they did.
What is it that we, as a community, value most? Is it law and order over human life? Are we spending too little on policing to have law enforcement agencies we can trust to "protect" as well as "to serve?"
Regardless of the findings of the grand jury, enormous and profound damage has been done. Foud Kaady is dead - his family left to suffer the rest of their lives from the loss. And our community trusts its law enforcement less - the implications of which may to be realized in a reluctance by good samaritans to call and involve officers, fearing the potential unnecessary escalation by law enforcement might lead to the death of a fellow human being. Imagine the possible guilt of the person who called 911 when she saw Foud Kaady injured and in need, only to watch him shot to death by the officers she summoned?
What then, do we gain by valuing "law and order" over human life? By choosing law over life we may find that we trivialize both. Like it or not, the policies of our law enforcement agencies reflect our values. Today, I'm ashamed of that.
Once again Oregon shows it's red-neck mentality. Shoot now and ask questions later. The racist mentality has taken another life.
Tell me why were these officers afraid - a naked burnt man with no weapon. They give more consideration to a dog.
