NATIONAL PARKS DIRECTOR SAYS "WHOLE PARKS" MAY BE OUTSOURCED

You, of course, knew it was coming. Now it's arriving. But please don't
think it will end with the privatization of just a few of America's Crown
Jewels. It will end when we stop it, or it will end when there's nothing
more that can be disposed of.

The Bush administration is disposing of your country. They are disposing of
your National Parks and Forests. They are disposing of your constitution.
They are disposing of your retirement benefits, your right to public
education, your access to public roads, your public broadcasting system.
They are parting-out and unloading everything. That much is for certain.

What remains to be seen is whether the people of this nation will rise up
and fight in defense of what is being stolen from them????

PS... Fran Mainella's memo (see link below) was addressed to all NPS
employees and had the extreme audacity to say: "Thank you for your
dedication, hard work, and support as we continue to improve our efficiently
and effectiveness to benefit the American People." WHAT MISERABLE
RUBBISH!!!

Appended is the introduction to the message I shared on the very day Ms.
Mainella's was nominated for the position of Director of the NPS. Below that
is another of my introductions to another message sent days later. Today's
announcement about Mainella's wholesale park privatization comes as no
surprise whatsoever. I wonder could all of this have been avoided ???

NATIONAL PARKS DIRECTOR SAYS "WHOLE PARKS" MAY BE
OUTSOURCED - Three National Parks Now Under Review, More Later

Washington, DC - The National Park Service is now considering contracting
out the entire operations of three national parks, according to a memo from
NPS Director Fran Mainella released today by Public Employees for
Environmental Responsibility (PEER). Previously, the National Park Service
looked to outsource certain types of jobs, such as maintenance, among
several parks but is now looking at park units in their entirety for future
bids by private firms.

The three parks under review are Boston National Historical Park, San Juan
Island National Historic Site (in Washington state) and the Indiana Dunes
National Lakeshore. Altogether, these three parks employ 312 NPS employees
on a full-time basis.

In an April 15, 2005 memo, NPS Director Fran Mainella cited these three
parks as the subject of "preliminary [competitive sourcing] planning efforts
for FY 2005. We will be reviewing whole parks to achieve the most efficient
operations possible."

"We have now reached the point where Disney or Bally's Resorts can bid on
entire national park operations with almost no public debate on whether that
is appropriate," stated PEER Executive Director Jeff Ruch. "Why stop at
individual parks, why not auction off the whole national park system to the
lowest bidder?"

Citing cost overruns and potential side effects, Congress severely
restricted the Bush Administration efforts to outsource National Park
Service and U.S. Forest Service jobs during the 2004 fiscal year. Those
restrictions, however, lapsed this past October and now the Bush
Administration is again pushing its "Competitive Sourcing" initiative.

In her memo, Director Mainella indicated that NPS reviewed only 588 jobs in
the past three years, fewer than 200 a year. In 2002 and 2003, no government
workers were replaced. In 2004, an unspecified number of NPS employees were
displaced but given early retirements or buy-outs. The only identified
savings from these exercises totaled $2 million but this figure does not
account for what it cost to stage the reviews nor the roughly $5 million NPS
paid a private consultant to advise it on the review process.

"It is widely acknowledged that contract management is not the strong suit
of federal agencies yet the Competitive Sourcing strategy seeks to promote
precisely what government seems to do worst," added Ruch. "The Bush
outsourcing program in the Park Service has been a major disruption, a
morale killer and a waste of funds that has benefited only the consultants
who dispense expensive advice on the taxpayers' dime."

A few hours ago, President Bush announced the nomination of Fran Mainella to
head the National Park Service. I would hope that the environmental
community HOWLS like banshees at this nomination!!!!

Ms. Mainella has EXTREMELY close ties to the American Recreation Coalition
and is a member of ARC's National Recreation Lakes Coalition (the worst
example of commercializing, privatizing and motorizing recreational
opportunities on America's public lands I have discovered in four years of

Ms. Mainella is a staunch advocate for Public-Private Partnerships and has
promoted inappropriate commercial development (such as high-end vacation

National Park Service, be extremely sympathetic to ARC's Industrial Strength

I recently made the that case that Fran Mainella would be a dreadful
Director of the National Park Service. I pointed to her many connections
with the American Recreation Coalition and to her support of public-private
partnerships and her support of the construction of inappropriate commercial
infrastructure within the Florida State Parks System (which she currently
oversees). I suggested Ms. Mainella was guilty through association with ARC
as well as guilty through her past actions. Some environmentalists found my
"guilt by association" arguments a stretch and rallied behind Ms. Mainella
in support.

Pasted below is a recent Press Release in which Secretary Gale Norton
rallies behind Ms. Mainella saying she "will be invaluable in carrying out
the President's commitment to restoration of our national parks."

So...getting back to "guilt by association" ---

---We know that the President has NO commitment to restoring the National
Parks. We know that his National Park Initiative is a dreadful scam intended
to promote additional infrastructure development and privatization. We know
that Bush intends to fund his initiative with increased User-Fees
(authorized under the authority of fee-demo) and through off-shore drilling
royalties. And we know that Ms. Mainella has a proven record of being
directly tied to the American Recreation Coalition and to their commercial
interests.

This being the case, can there be any doubt that Ms. Mainella's job will be
to facilitate the Corporate Takeover of Nature and the Disneyfication of
the Wild?

I think not.

Why do you think nations such as COMMUNIST China still accept dollars in exchange for the slave-labor cheap crap sold to dumb-ass Americans?

The elite have removed most means of production in the US, oil is not the exclusive exchange for the dollar anymore, so what is stimulating the purchase of FIAT dollars?

Seems that a fire-sale of North American real assets, ie. LAND is one of the remaining tangible assets that can be acquired with the tanking dollar. Hence the housing bubble.

Reminds me of the 1980's movie, WALLSTREET, where Gordon Gekko buys companies, extracts value through liquidation and then dissolves what's left of the company. Only this time it is foreign goverments not wall street and they are not limited to companies.
