Contrails do different things in different atmospheric conditions. The trails you describe have been doing the things that disturb you on the West Coast as long as I've been alive. Clear skies have gradually become overcast since the dawn of time. Nothing has changed since ten years ago. Maybe you used to live somewhere else. Maybe you never paid attention to the sky before.
