Dear Solicitor General Colman,

It has come to my attention that an pre-trial prisoner, Tre Arrow (also known as Michael Scarpitti), has been restricted from the general population and is slowly being starved to death at your North Frasier Pretrial Centre in BC.I am writing to express my outrage over an innocent man, who has not been tried or convicted of anything, slowing starving to death on your watch.

It is my understanding that Mr. Arrow has been removed from the general population, where raw foods were available; and that apples in his cell were removed, while he was being taken to the doctor monitoring his starvation. If true, that treatment appears to be either grossly or
criminal negligent care of a human being.

There is no equitable or legal reason why someone cannot be fed produce while waiting for justice. It's not like Mr. Arrow is asking for gourmet meals or anything expensive. It is my understanding that Canadian law allows prisoners a diet in keeping with their conscience, yet you are refusing to follow this policy in Mr. Arrow's case. Mr.Arrow's diet is an essential part of his personal spiritual practice, and it is no more appropriate for you to insist that Mr.Arrow consume cooked food than it would be to insist that an orthodox jew eat pork..

I am witting to advise you that the whole world is watching, and to implore you to return Mr. Arrow to the general population and provide him with fresh produce before this becomes an international "incident". He has lost over 50 pounds while waiting for trial, how long will you allow this abuse to continue?.

Action from our Aunt 03.Aug.2004 21:48

Phil (tre's uncle) and Melody (tre's mother) met for several hours with Rudi (tre's lawyer) today in Vancouver, BC. Melody did a couple of interviews from Rudi's office today. They are going to see Tre tomorrow at 1:00 BC time, and again on Thursday. Mel has some more press interviews at Rudi's office tomorrow afternoon, Wednesday, at 4:00.

I called the Attorney General's office and explained that I was calling on behalf of Tre and the reason for my call. The receptionist said that they have received several faxes at the office regarding Tre. She told me that I really need to talk to the Solicitor General's office (250) 387-5059 that they oversee all the corrections facilities. She said she would call and leave a message for me. THEY CALLED ME BACK.

[PLEASE NOTE THIS # IS DIFFERENT/ADDITION TO the aforementioned number for the Solicitor General! try it!! call it, please!]

I spoke to Steve Dicks at the BC Corrections Headquarters of the Solicitor General's Office. (Solicitor General is on vacation.) He heard my plea and called the North Fraser Pretrial Center (NFPC) and then called me back. He explained to me that Tre has been offered several diet plans and refuses to eat them (don't quote me on this, I'm not sure exactly how he explained it but this gives you an idea). I explained that what they have offered does not fit into his ethical beliefs and that he needs raw veggies and fruit. I explained that if he is put back in the general population then he has a chance to trade for fresh food. I also explained the dilemma of not being able to keep food in his cell.

Bottom line is he told me to call NFPTC and ask to speak to the District Director (604) 468-3500. I called NFPTC and explained to the receptionist that I spoke to Steve Dicks from the Solicitor Generals office and he told me to call the District Director. She said all the Directors had gone for the day. She told me to call back tomorrow morning after 9:00 am. I asked who I should speak to and she said the District Directors name is Mr. Surge. I'm going to call him tomorrow morning.
