Man drags his dogs with car, police say
The two animals are rescued and a 26-year-old suspect is arrested at a Southwest Portland home after a witness calls 9-1-1
Police say the 9-1-1 call from Portland's Marshall Park neighborhood Sunday afternoon sounded beyond belief: A guy driving a green Subaru Outback, dragging two bloodied and panting dogs down the street.

It turned out to be true, police say.

Shortly after 5:30 p.m., officers found Sean A. MacComb standing next to his car in a driveway in the 10700 block of Southwest 11th Drive. Two cablelike leashes and dog collars covered with "a copious amount of blood" were still attached to the back bumper, police say.

The two adult dogs, a black Labrador-Rottweiler mix and a brown mastiff-shepherd mix, are expected to survive their injuries. They were being held at the Multnomah County animal shelter in Troutdale.

MacComb faces a felony aggravated animal assault charge, and misdemeanor charges of second-degree animal assault and driving under the influence, police said.

During questioning in the driveway, MacComb, 26, told officers that he leashed his two dogs to the Subaru and took them for a 15-minute "run," according to police reports.

"He said it was something he was thinking about doing for a while," said Officer Greg Pashley, a Portland police spokesman. "He decided to do it that day."

MacComb's speech was slurred and he smelled of alcohol, Pashley said.

A neighbor who called 9-1-1 reported seeing the car pass her house with the dogs in tow near Southwest 11th Drive and Arnold Street, police said.

The brown dog, a male named Smokey, was still trying to stay on his feet, but the black dog, a female named Kuma, was being dragged on the pavement, the caller told police.

"The witness saw the black dog covered in blood," Pashley said. "At one point, the guy stopped, got out, walked to the back of the car, looked at his dogs and started yelling at the dog to get up."

When the dog refused to stand up, MacComb scooped up both dogs and put them in the back of the car, the neighbor told police.

By that time, the dogs likely had run and been dragged for several blocks, Pashley said.

The neighbor estimated that MacComb's car was traveling 25 to 30 mph, police said.

The black dog lost sections of fur and skin, and suffered "deep wounds" to its hips, legs and feet, Pashley said. The brown dog's paws were scraped up, he said.

The dogs, both panting heavily, were found in the back yard of MacComb's home. Both animals were taken to Dove Lewis Emergency Animal Hospital in Northwest Portland on Sunday night and treated for their injuries. They remained at the animal shelter Tuesday on a legal hold ordered by police, county officials said.

MacComb was arraigned and released from Multnomah County jail on Monday, police said. If convicted, he faces up to five years in prison and could be banned from owning pets for several years.

When reached by phone, MacComb declined to discuss the case. "It was one big mistake, a huge mistake by me," he said. "I don't want to talk about it."

One warm day last year I saw some idiot girl driving her pickup around the residential streets in SE at high speed while her long haired collie was running as fast as he could to keep up. Looked like he easily couldve been run over at intersections. When I came out of the store she was still drivng around but the poor dog was barely trotting way behind her. She was yelling at him to keep up. People should know that it is cruel to run a dog on warm days as they cant cool themselves off as well as humans or horses because dogs only have panting to cool themselves off no sweat glands. Wolves (dogs) in the wild run and hunt at night so they never needed to evolve sweat glands. I would recommend that people shave their long hair dogs in the summer because I have seen so many dogs heavily panting on hot days.

I have a very nice American Eskimo that is more a member of the family than a pet. If I ever saw someone treating their dog or any other animal like this, I'd find a rope and use it!

I keep this breed of human animal in the same department as pedophiles and spouse abusers!

Pets are a responsibility as important as children and as sacred as your spouse. They are not a toy to be causally played with or broken and discarded!

This reminds me of that scene from National Lampoon's Vacation when clark gets pulled over by he cop and he discovers the leash. Obviously this Dickhead thought that to be more a training video than anything else. DUMBFUCK!!!!!
He was charged with DUII as well as two counts of Criminal Animal Mistreatment in the First Degree (which are felonies).

Good sleuthing there, Cappie, and thanks for sharing the information. I, too, called MacComb and think it was him that answered. I didn't get more than three words out when the line suddenly went dead.
Waiting, think we should work it both ways, as individuals and as a group. Unfortunately, I don't know how to go about organizing a watchdog group.Am hoping someone with more experience in the area will take it upon themselves to inform and direct the rest of us as to what needs to be done.
Who is the DA who will be handling the case? Who is his attorney? Has a court date been set yet? Anyone with the answers, please, keep us informed.

I would suggest contacting the shelter (listed in the article as the Dove Lewis Emergency Animal Hospital) and see if they would be willing to serve as a central point of contact. If not, perhaps the local chapter of the ASPCA or PETA. The point of contact could serve to collect letters or signatures to be forwarded whenever a significant amount accumulates (as an estimate every 100 or so).

Personally, I would cease contact by phone, as the other members of the family could eventually begin to feel harrassed as well, and they may be undeserving of that. We have no information on whether or not they have any involvement.

In addition, and this may be presumption on my part, they could be our best allies in pointing out just how unthinking and uncaring his behavior was. People tend to respond to, and change behaviors for, those that they are closest to.

I also don't find his mother's behavior to be any surprise, given that most parents tend to support their children, even when the child's behavior is patently wrong. Sufficient external pressure could cause the family to "close ranks" (counter to what we would hope they would do).

Lastly, I'd be reasonably sure that such a suggestion (to not talk about the incident) was made by whatever attorney the family has retained (or the Public Defender).

Apparently Sean MacComb led what appears to have been a rather crime free life - at least he wasn't popped for anything major ..... until his recent animal abuse and DUI charges. According to court records in Multnomah County he had two traffic violations in 2003 along with a jay walking citation. They also mentioned a license sanction due to a "no show."
Brian Jefferson - a court appointed attorney will be representing him on his current charges. A grand jury will convene on July 6th at 2:10PM in courtroom 3 at the Justice Center located at 1120 SW 3rd. This may be an excellent opportunity for the animal activist community and companion animal lovers to send a clear message that animal abuse will not be tolerated. MacComb's case number is 040633505 for those who may need it.

Apparently - at least according to the Multnomah County Courts - we will be able to go into courtroom 3 at 2:10 and learn if the grand jury has found enough evidence to bring MacComb to trial. Hard to imagine that they wouldn't but guess this is SOP for all felony cases. We cannot take our signs into the courtroom so be prepared to have to leave them behind. Hope to see you in front of the Justice Center at 1:30 for a brief rally before the decision is heard.

What happened in court today? I'm dying to find out. I am definitely interested in helping get some kind of "movement" (for lack of a better word")to try and show the public that this kind of stuff cannot be tolerated and the laws have to change. This guy makes me just sick. Did you see the poor dog's face, it made me want to cry.

Hey Seattle - Thanks for caring from afar.
MacComb copped a "not guilty" plea today in court. He was there with his father and attorney. This is one scared guy - think the reality of his actions has set in. He hardly looked like the type of person who would inflict pain and fear into his own companion animals. Don't think he really sees the whole picture though as he was wearing a leather jacket. GRRRR! Guess he hasn't yet made the connection.
On a positive note though he has relinquished custody of Smokey and Kuma and released them to the care of Multnomah County Animal Control. This means the dogs can be placed into either a foster home or put up for adoption. Because MacComb has given the dogs to MCAC he is no longer responsibile for the medical bills that were incurred due to his violent actions. I find it depressingly ironic that MacComb is free and the dogs - the victims of this criminal act - are the ones incarcerated.
None of this means that he does not still have to stand trial - he has a trial date set for August 30. I spoke with the District Attorney - Brenda Allen - who is handling the case - she said if he is convicted he will not be able to "own" a dog for 5 years. However - that is not to say that he cannot live in a house where animals live. I urge everyone to contact the DA and ask her to include in the sentencing guidelines the stipulation that he cannot live in a home where animals reside. All animals must be protected from him.

Thanks for the update, Cappie. Right after I wrote to you guys I had the bright idea of going to the online Oregonian and checking out the news on him, so I saw that he "agreed" to give the dogs up. That part killed me, he "agreed!" It kills me because he still, as the "owner" of the dogs (i.e., his PROPERTY)he doesn't even have to give them up. I'm sure the animal loving public down there would have had his head on a stick though if they didn't take the dogs away from him. Unbelievable, how could you plead "innocent" to this crime when everyone and their mother saw you do it??? Also, he said that "he made a big mistake, I don't want to talk about it", sounds like an admission to me. I used to work in criminal defense and just hated it because of stuff like this, helping to defend drunks on DUI cases, etc.
Anyway, is anyone going to the trial? I bet he just gets a fine for this, but would love it so much if he got the full 5 years in the slammer. I will definitely be writing to the DA on this one, to be sure. Every time this happens up here, they don't get squat for a sentence. I wish just one judge had the stones to throw the book at these losers. They should be made to clean up dog poop for five years in a kennel under strict supervision! The guy is obviously disturbed, I hope they do some kind of psych test on him. Sorry, I'm really a very nice person, but when I see stuff like this towards animals, it makes me NUTS.

Sandy - According to the courts - a felony charge automatically is a "not guilty" plea during the first court appearance because many have not yet had a chance to talk with an attorney. They can change their plea at the pretrial conference or at the trial.
I think justice would be served - well okay somewhat served - for MacCabe to perform community service at Dove Lewis Emergency Hospital where Kuma and Smokey were taken for medical treatment. It would serve a two fold purpose -first - he would see some animals who have been injuried by cars or uncaring/careless humans and animals who are sick/injuried/dying who are brought in by their loving and grieving guardians. Secondly - he would be working off some of the expenses that he is no longer obligated to repay to Dove Lewis. Regardless of the outcome there are no winners in this situation.

I heard of one judge recently that made this woman who starved her horses stay in jail for three days with only bread and water. Yes, a little emphathy training would be good for Mr. MacComb, although I don't know why he doesn't have to pay for the dogs' medical care. I think the dogs will get really good homes now that this has received so much publicity. Please post if you hear anything about this guy before August 30th.

I only came across this sick story today. How do we help get him convicted. And make him pay for medical expenses? Five years is really not even enough to make this jerk pay. Now the dogs can find a safe and loving home. And the idea of him still being able to live with animals even if they aren't his is stupid.

I am definitely going to write to the DA, etc. I so wish that someone to go over to his house and hook them to the back of their car for a while. Let's take up a collection! Ha! Sorry, this makes me so angry, I have nothing constructive to say about it, I just want the guy dragged for 15 mins. Just think if he did this to a couple of KIDS. Unless the laws and people's attitudes change, people like this guy will keep getting away with (literally) murder. I am the Seattle rep for this group called Dogs Deserve Better (www.dogsdeservebetter), we try to get ignoramuses to stop chaining their dogs outside 24/7. You would not believe how hard it is to convince people that this is wrong and harmful to the dog. Sandy - Sorry this is so late but just now found your post. In case you have not already heard - MacComb's trial has been postponed again until sometime in September. Sorry do not have the exact date in front of me. I will attend if I am not on holiday. Kuma and Smokey have been turned over to the Oregon Human Society. Unfortunately - due to the neglect and abuse they suffered while living with MacComb - they come with much baggage and will be difficult to place. Smokey has already bitten an attendant while being housed at Multnomah County Animal Control - but hey - who could blame him - I probably would do the same if given the chance. Promise - I will keep you updated as things happen.

Thanks for the reply, Cappie :-) Has he been sentenced yet? I just went to the trial/sentencing of those two punks near Tacoma that shot that poor dog with a bow and arrow. They got 6 months and community service in a SHELTER (I don't think the HS is going to go for that though). It was a major victory for animal rights which was good, but think they got off too light. This guy is really sick and needs to be put away for a long time. Please keep me posted on his sentence. And, Kerstin, sorry, but I don't think we should stop "harrassing" this guy. This whole thing started because people are incensed about what this guy did and is not getting punished for it because the animal cruelty laws are too lenient. I am so glad that the dogs are okay, but he needs to be punished for what he did and know that people will not stand for it. If that's harrassment, then so be it...
