Clean Campaign Financing, How You Can Help

Here is an opportunity to influence the direction of Portland politics and help progressive candidates get access to a system largely dominated by big money.
April 7, 2004, 10:00 AM Portland City Hall

Could you raise $250,000? Do you think you could take six months of unpaid leave from work?

If you want to be elected to be Mayor or to the City Council in Portland, those are now the minimum requirements to mount a campaign that has any chance to succeed. In 97 out of the last 108 City elections, the candidate who has raised the most money has won.

Rather than cancel City elections in favor of fundraising contests, City Auditor Gary Blackmer and Commissioner Erik Sten are proposing instituting a Clean Campaign system. Clean Campaign systems level the playing field by giving candidates who demonstrate real grassroots support the financing they need to run an effective campaign.

City Auditor Gary Blackmer and Commissioner Erik Sten are introducing a Clean Campaign Finance Resolution to council on Wednesday, April 7th. Your participation at this hearing is crucial! We need your help to bring a Clean Money System to Portland.

A Clean Money System would allow city council candidates who wish to reject private contributions, limit spending, and demonstrate broad constituent support to receive a fixed amount of campaign cash from a publicly financed fund. The resolution will direct the work to begin designing such a system for Portland. At this point we know we have one vote, but it's important that we have your voice to get FIVE votes from the council as a first step in creating a system that will:

·Open up the political process by enabling good candidates who would not otherwise be able to run, especially against well financed opponents, to have a fighting chance to win;

·Create a stronger candidate pool running for office based on good ideas, community experiences, and leadership abilities;

·Enable candidates to spend less time raising money, and more time talking with voters;

·Allow officials elected using the clean money reform system to focus on neighborhood and constituent concerns rather than contributor concerns;

·Let Portland take back its government from special interests that have undue influence over local politicians.

The council will also hear directly from elected officials from Arizona who have personal experience running campaigns under that state,s clean money system.

We need your participation at this hearing! We need you to ask the Mayor and the Commissioners to direct the City Attorney's office and City's Office of Management and Finance to work with Blackmer and Sten to develop a clean campaign system for city council candidates.

How you can participate:

·Email or write council members (see below) strongly encouraging their support

·Testify in support of a clean money system on April 7th, or simply show up

·Forward this alert to your networks and email lists
