Summary of New Carnegie Report

WMD in IRAQ: Evidence and Implications, a new study from the Carnegie Endowment for International Peace, details what the U.S. and international intelligence communities understood about Iraq's weapons programs before the war and outlines policy reforms to improve threat assessments, deter transfer of WMD to terrorists, strengthen the UN weapons inspection process, and avoid politicization of the intelligence process.

The report distills a massive amount of data into side-by-side comparisons of pre-war intelligence, the official presentation of that intelligence, and what is now known about Iraq's programs.

The authors of the report are: Jessica T. Mathews, president; George Perkovich, vice president for studies, and Joseph Cirincione, senior associate and non-proliferation project director of the Carnegie Endowment for International Peace.

SUMMARY OF RECOMMENDATIONS
Changes to U.S. Policy
· Revise the National Security Strategy to eliminate a U.S. policy of unilateral preventive war, i.e., preemptive war in absence of imminent threat.
· Create a nonpartisan, independent commission to establish a clearer picture of what the intelligence community knew and believed it knew about Iraq's weapons program.
· Consider changing the post of Director of Central Intelligence (DCI) from a political appointment to a career appointment, based on the outcomes of the independent commission.
· Make the security of poorly protected nuclear weapons and stockpiles of plutonium and highly enriched uranium a much higher priority for national security policy.

International Action
· The United States and United Nations should together produce a complete history and inventory of Iraq's WMD and missile programs.
· The UN Secretary General should commission a high-level analysis of the strengths and weaknesses of the WMD inspection processes in Iraq, and how inspections could be strengthened in the future.
· The UN Security Council should consider creating a permanent, international, nonproliferation inspection capability.
· Make the transfer of WMD a violation of international law.

Changes to Threat Assessments
· Recognize distinctions in the degree of threat posed by the different forms of "weapons of mass destruction" - chemical, biological, and nuclear weapons pose vastly different risks and cost-benefit calculations of actions to combat them.
· Recognize red flags indicating that sound intelligence practices are not being followed.
· Examine and debate the assertion that the combined threat of evil states and terrorism calls for acting on the basis of worst-case reasoning.
· Examine assumption that states will likely transfer WMD to terrorists.

Terrorist Connection Missing
· No solid evidence of cooperative relationship between Saddam's government and Al Qaeda.
· No evidence that Iraq would have transferred WMD to terrorists-and much evidence to counter it.
· No evidence to suggest that deterrence was no longer operable.

Post-War WMD Search Ignored Key Resources
· Past relationships with Iraqi scientists and officials, and credibility of UNMOVIC experts represent a vital resource that has been ignored when it should be being fully exploited.
· Data from the seven years of UNSCOM/IAEA inspections are absolutely essential. Direct involvement of those who compiled the more-than-30-million- page record is needed.

War Was Not the Best-Or Only-Option
· There were at least two options preferable to a war undertaken without international support: allowing the UNMOVIC/IAEA inspections to continue until obstructed or completed, or imposing a tougher program of "coercive inspections."

No big surprise here. Many of us knew over 2 years ago about the nefarious plans of the "Project for the New American Century" (PNAC). PNAC, the group of neocons, many of whom have become high profiles players in Bush's administration. The insidious plans of PNAC largely became Bush's national defense strategy. The bottom line is that "WMD" were always a pretext for Bush to wage war on Iraq. It still blows me away that the idiots in Congress (esp the Democrats) either did know this, or worse, chose to ignore it. I won't even go into how stupid, lazy and disengaged the American pubic is on life/death issues like this. Sad, very sad.

... as this story, and it's implications, are quickly and perhaps intentionally buried. this would follow the usual pattern. the pattern of the press pumping the airwaves and the headlines full of exciting, yet totally under reported, under fact-checked and untrue stories, such as the pitiful jessica lynch soap opera. and a few days or weeks or months later, burying WHAT REALLY HAPPENED, THE ACTUAL STORY, THE CORRECT VERSION OF EVENTS, way in the back pages. maybe some people think it doesn't matter, but what happens when this occurs is the death of truth and the spawning of propaganda myth and false legend. it's not whether you're with the president or against him, it's whether you're in his cult or you're out of it.

the bush admin. lied. put politely, they "misrepresented" the threat. i, along with millions and millions of other people on planet earth could see it coming before it happened, could see it for miles. except those in the bush admin.'s cult. it was after all, a powerful cult. now that the cult's propaganda has long since been effective on the brains of their poor followers, now that the cult leaders have gotten what they wanted out of their poor followers (cannon fodder and permission to use it), it's even sadder that the cult still continues. because every single indication there has ever been since the war began shows that the bush admin. lied, lied, lied about the threat. and this report is just one more indication they straight up lied. but when you're in the cult, you can't see up from down...

the usual bush admin. cult followers and apologists will come on here and say the war was never about WMD's, it was about iraqi "freedom". if that is the case, why did you EVEN bring up WMD's? seems kind of stupid, doesn't it?...

if what happened before the war in iraq, the lying, the bullshit, the war mongering scare tactics, the intelligence cherry picking, are any indication of the methods the bush admin. will use to determine what other country to launch a pre-emptive war on, then god have mercy on americans. because if the bush admin.'s case is built on lies, they can launch a war on anyone at any time for any arbitrary bullshit reason they want. this report is DAMN RIGHT when it recommends eliminating unilateral "preventive" war from u.s. strategy. the bush admin. cannot be trusted with, and should not be given authourity to use that kind of power if it's going to fuck it up and totally abuse it as they have regarding iraq.

"pre-emptive strikes", military presence in Gulf, "anti-terrorist" plans,
making up new useful "enemies" like North Korea, Iran, Syria etc. etc.

So far Bush's "big bully" policies are based almost verbatim
on the policies drawn up by PNAC.
