Child Welfare Fraud and Abuse in Clatsop County

I know nothing of this specific case and I'm no fan of Child Protective Services (having battled them many times) but I find this website to be highly offensive and counterproductive. Kids DO get abused by their parents and occasionally innocent parents DO get abused by the system. At least adults can fight back but a child cannot.

I have personally seen horrific abuse perpetuated against kids by their own families, should this be allowed to go on in the name of parental rights? Do parents own their kids? And should they be allowed to do ANYTHING they want to another person because they managed to get a sperm and an egg together?

Social work did not arise becuse a lot of social workers decided to make up lies, it arose because communities became fragmented and stopped caring. The Oregon Family Rights folks are literally throwing out the baby with the bath water. Don't buy into their neo-con propaghanda.

The Oregon social services are so busy and over worked that I doubt any worker would take the time to wrongly accuse someone. Get real.

Having much experience with this system as a Foster Parent, I can honestly say - nothing would surprise me1

You did say, at the time, you had a Pat Burness in your emplyee while there is a Pat Boggess listed as Line Manager for Clatsop County Welfare Office.

As of this date, there has been no response from you regarding this issue.

The Clatsop County District Attorney(Joshua Marquis) says he knows very little about Rieman and Boggess or their background however his office is prosecuting this case as recently as a March 8, 2004 proceeding.

Dean Reiman was named as a defendant in a case directly related to his conduct in regards to the Wenatchee Witch Hunt when another caseworker disagreed with the way in which the Wenatchee branch of DHS was handling the allegations. Juana Vasquez, the director of Child Welfare Services in Wenatchee, challenged the charges brought against Robert Devereaux and was subsequently fired. She named CPS and DCFS and individual caseworkers including Dean Reiman, Tim Abbey, Pat Boggus. After she filed, she encountered anger and resentment. She said that she would implement policies and they would be returned to her desk with the large letters, "B.S." written on them. The lawsuit was successful. The trial resulted in an unanimous finding of discrimination by an all-white jury. Ms. Vasquez received $60 thousand, but she didn't feel that the suit had been about money. She had believed it would send the message that the office's discriminatory practices would no longer be tolerated. The contrary was true. Senior DCFS caseworkers continued to ignore her authority. They continued to manipulate families to get to her. Vasquez was then given home assignment, in which she was no longer allowed to come in to the DHS office.

Finding the working conditions intolerable there she then brought another lawsuit against the state and was awarded $1.57 million.

million. This year, at least $1.21 million has been paid to settle

He said he felt some vindication when he settled his lawsuit with the city in 1999 for $290,000 and with the state last year for $80,000. He was the foster parent who Vasquez went to bat for because she felt that the charges against him were false. As a result of the allegations, Devereaux was forced to give up foster parenting and to hire a criminal attorney. Unable to make his mortgage payments and in need of money to cover his mounting legal bills, he sold his 3,000-square-foot Wenatchee house. He said the accusations hovering over him kept buyers away, and he had no choice but to sell the Ramona Avenue house for less than what it was worth. After the criminal charges went away, Devereaux was left to pick up the pieces of his life.

It should also be noted that Reiman was SE's caseworker a mere 10 days when he turned her life upside down and caused her to flee, yet the state is using him in the court proceedings as someone who knows SE and has tried to work with her. Reiman and SE had only had one 10 minute phone conversation and one 20 minute meeting. Reiman, DHS and SCF representatives need to see your concern. If you absolutely can't make it call SCF and ask them about Reiman, who and why was he hired and who is going to pay for his

mistakes this time, aside from the children's lifes he ruins?

Obviously we feel that the information we have disseminated is not in error. SE's sister verified that Officer Hansen made the statements on her

voicemail, the boyfriend's family verified that they had been told that

Officer Hansen would go to the Warrenton school to arrest the sister in

front of everyone and the sister verified that the attorney, Steve Roamn,

did indeed call the DA's office to see if any arrest warrants were out for

the sisters. At this time if warrants have suddenly materialized it seems

rather like the tail wagging the dog, and much like Wenatchee scenario will

be played out here. If so, the lawsuits, for which we will all pay, are sure

to follow as well.

It would be interesting to know where Dean Reiman's wife Pat is now working.

It has been reported that she is in a managerial position in a local branch

of a state service agency.

March 8th, 2004 is the next court hearing. At the one held today SE was placed in the temporary custody of her paternal grandmother. SE's mother said that she turned all parental rights over to the state as her daughter is incorrigible and uncontrollable. Until the next hearing neither SE's sister nor her mother is allowed to have any contact with her as each alleges that the other is harmful to SE. At the court hearing on March 8th evidence is to be presented regarding the allegations that SE is a delinquent (as alleged by her mother) and that her mother is mentally and emotionally ill as well as verbally and physically abusive (as alleged by SE and her sister).

I just now saw these comments and would like to speak to Pat Boggess and Rob De Pree about this.

This malicious prosecution has continued for two and half years now. Tyalor now has advocates in the Michigan House of Representatives and Congress. This malicious hunt for her three children is just plain wrong.

This is propaganda, pretending that children are better off kidnapped by the state. Between 66 and 90% of kids taken were never abused, and the trauma they suffer from being kidnapped by strangers is more traumatic usually than anything their parents did to them.

No, parents do not own their children. We love them and care for them, but since the State of Oregon now owns the children, love and good parenting are thrown out the window.

How can this woman still be in the child snatching business? I thought we had rights as citizens of this great country of ours. Not if Pat Boggess is on the prowl, or rather her broom. She took my children over one year ago in Clatsop County for no reason. Damn near everybody in that office is scared as hell to stand up and say anything. If you have a child in the foster system in Oregon the Juvenile Justice Project has information for you as well as legal representation for the child if s/he hasn't been provided with an attorney, yet. The sooner a child gets legal help the better. Also, contact CASA in Clatsop County. They are not friends with the DHS-Child Welfare office as they know what takes place there. Boggess has been demoted at least once, if not more, because Judge Brownhill has placed contempt of court charges against her for her refusal to follow the judges decrees. There is no reason that this woman remains in that office except ... what? SATAN? (ala church lady circa saturday night live). I think she knows how to pick up dirt on people and blackmails them. Contact CASA. Contact the County Commissioners and tell them you refuse to pay for this woman's mistakes, as in how much she has cost Wenatchee and Chelan County.

For Clatsop County, you have to call Lee Coleman in St. Helens, because she is head of Tillamook, Clatsop and Columbia Counties. Which might explain a lot. We don't even have anyone hiring locally, so why do they care if they saddle us with someone who will cost our county millions of dollars? The head of DHS-CHild Welfare? Hidden now, deep within the bowels of DHS, every since the debacle of the Oregon City Girls Miranda Gaddis and Ashley Pond case, there is no notice on their website as to who the head is. In 2003 it was Ramona Foley, her email is  Ramona.L.Foley@state.or.us.

The Juvenile Rights Project forced Ms Foley and then director of DHS, Jean Thorne, to sign a settlement agreement between them, promising a minimum amount of care to foster children, to be fully implemented no later than 1999. When it became apparent that Oregon would not be compliant with the settlement the settlement was re-iterated. The most current one was signed in 2003. It has NOT been enforced and more than 50% of the counties, including Clatsop, are not in compliance with it. They also provide attorneys for kids stuck in the foster care system w/o representation.

The state foster care system and child welfare program are a complete bust. As one who has a zero tolerance for drugs, substance abuse or domestic violence it absolutely galls me to even form the thought that these children would be better off left in their homes, but I am slowly coming to that conclusion and it angers me to no end. Perhaps we should turn this over to private interprises. Surely, each county could chose a private business to a much better job then the dismal people we have there already, whose main job seems to be making sure they have a job tomorrow.

Contact the Clatsop County Commissioners and tell them about your anger regarding Pat Boggess being hired given her track record in Wenatchee and Chelan County and costing those tax payers, along with all of the tax payers in Washington State, millions upon millions of dollars. Look up your city councilors and mayor and tell them who someone in St Helens has hired and put into the Astoria branch office to disrupt the lives of Clatsop County constuents. Reiman served as chairman of the Cannon Beach chamber of commerce, AFTER the city council & mayor were informed of who he was and what he had done in Wenatchee.
