If you want to be a great leader,
you must learn to follow the Tao.
Stop trying to control.
Let go of fixed plans and concepts,
and the world will govern itself.

The more prohibitions you have,
the less virtuous people will be.
The more weapons you have,
the less secure people will be.
The more subsidies you have,
the less self-reliant people will be.

Therefore the Master says:
I let go of the law,
and people become honest.
I let go of economics,
and people become prosperous.
I let go of religion,
and people become serene.
I let go of all desire for the common good,
and the good becomes common as grass.

The I Ching, for those who aren't entirely familiar with it, is basically a method for contacting the Sage, an invisible force that guides those who are wise enough to heed the advice of the Sage. As such, you must present the Sage with your question. Let us assume that the question is fairly gentle and that it addresses the world situation.

Hexagram #57 consists of duplication of the trigram for wind, an influence that works best when it is gentle and consistent. When the the matter one wishes to influence is not responsive to the pressures of the wind, the Sage counsels those who wish to prevail--for this is always the way of the Sage--to make a lasting commitment to the goal and to attempt to achieve one's aims through "gentle persuasion."

Assuming that the goal is peace, then those who seek peace must be unswerving and non-threatening until the influence penetrates those whose politics and policies one wishes to influence.

In Chinese philosophy, the ruler is seen as a lonely and isolated individual with a mandate from Heaven. A just and wise ruler will obey Heaven and manifest the will of Heaven on Earth. An unjust ruler will ignore the will of Heaven and bring tragedy and suffering.

The second major tenet of the I Ching is that we are each of us wrestling with superior and inferior influences. For the most part, this battle occurs inside the individual. When one's course of action is righteous, the superior reigns, but when one is dominated by the inferior, disaster ensues because the seeds of ruin are intrinsic in the behavior.

When in doubt, one seeks to determine the nature of the superior path and noisy speech of the inferior. One then chooses the High Road. When the times are not favorable, it is never a mistake to wait. Thus, the Sage inevitably advises that the path of inaction is often the wisest path because sooner or later, the time for domination by the superior will come. The superior is invariably characterized by modesty and softness and this is particularly true when the advice is to use one's influence gently and persistently, but not to provoke reaction.

If the question pertained to current globsl tensions, the counsel couldn't be more obvious. If one is seeking even greater insight into the present situation, then the answer is that once the influence has penetrated, things on Earth will resemble what is in Heaven because the trigrams are repeated.
