Hmmmmm.... and initiative created by the city's elite that would deprive the city government of most of its basic powers (most notabley the power to police). Doesn't sound so bad to me!

Initiative error would cut city powers
Authors of a May ballot initiative that would overhaul Portland city government inadvertently deleted the city's 65 major powers, including the power to police, to enter into contracts and to enforce sanitary and safety laws, according to a city attorney's review.
The omission is in addition to a dating error that would leave the city without a functioning legislative body for the first year of the new government's existence, if the citizen-sponsored "Good Government" initiative passes May 21.
