STOP HB 2010--THE TAXPAYER FINANCED POLLUTER BAILOUT

Portland Harbor is a Toxic Superfund Site.

Don't Rollback Environmental Enforcement.

In December 2000, Portland Harbor was designated as a Superfund site by the
Environmental Protection Agency(EPA). It did not take long for Portland Harbor
industries to devise a scheme-HB 2010- to avoid responsibility for dumping toxics and
to stick the price tag and burden on Multnomah County taxpayers.

Superfund Clean Up Works

POLLUTERS PAY, NOT TAXPAYERS
The EPA identified 69 "Potentially responsible parties"(PRPs) in the Portland Harbor
and, along with Oregon's Department of Environmental Quality (DEQ), contacted many of
these companies to ask for assistance in cleanup. Now the PRPs are pushing
legislation, which will both undermine how Superfund cleanup ensures that polluters
pay and attack essential public services to boot.

WHAT IS HOUSE BILL 2010?
The Oregon Legislature is currently considering House Bill 2010, which would exempt
harbor landowners from paying any property taxes and Superfund cleanup costs in
return for setting up a privately self-funded, self-governed cleanup authority that
is beyond public scrutiny. Under current law, polluting companies responsible for a
Superfund site must pay the cleanup costs. This bill would allow Portland Harbor's
potentially responsible polluters to escape paying, $10 million dollars a year in
property taxes,with OREGON STEEL getting off the hook for nearly $800,000 annually in
property taxes. The cost of this polluter bailout would be borne by Multnomah County
and City of Portland taxpayers. HB 2010's budget impact would threaten essential
services such as education, public transportation, public infrastructure projects and
public safety.

Join us in telling the Legislature and the Governor that HOUSE BILL 2010 is a bad
idea. Tell them your mother taught you to clean up your own mess.
